1:35Item number one is the Vincent Franchini Minor Subdivision.

1:44For the record, Heather Toczanski, Planner.
1:46This is just a quick update on the subdivision application.
1:50We had first discussed this back in November in Classified Secre.
1:54They did need relief from the Zoning Board of Appeals for lot size,
1:59and then for setbacks for the existing single-family dwelling on proposed lot one.
2:04And I just wanted to give a brief overview since Ken was not on the board last year.
2:09This is a two-lot minor subdivision on a parcel of land located at 196 South Jamesport Avenue
2:16in Jamesport, more particularly identified as Suffolk County Tax Grant number 600-91-2-2.2.
2:24And they're proposing to subdivide it into two lots.
2:26Lot one would contain the existing single-family,
2:29dwelling and be 23,720 square feet,
2:33and lot two would be a vacant residential building lot containing 33,433 square feet.
2:40The subject parcel is within the Residence B40 Zoning Use District.
2:45So as I had said, they did require relief from the Zoning Board of Appeals for lot size.
2:50By determination 2024-001, the Zoning Board did grant the requested relief,
2:57but with numerous conditions.
2:58I provided everyone.
2:59On the board with a copy of the determination.
3:02So at this point, we need to move forward and schedule a public hearing.
3:05So I just have a resolution on today to schedule that public hearing for June 6th.
3:10When they do the two-lot minor, is that going to change the character of the area
3:14or is it going to be equivalent to what's there now?
3:17I mean, I think a lot of the surrounding lots are actually smaller
3:19than what proposed lot two will be.
3:21So in terms of size, no.
3:24Okay.
3:24But we, you know, they did need the relief from the Zoning Board, which was granted.
3:29So I think that's going to be an ideal schedule.

4:36This is just replacing the retaining wall that's there in kind.
4:41We did refer this to the town engineer.
4:43He did have some comments.
4:44There's an existing small staircase that kind of goes down as well.
4:48It will not be replaced.

4:50It doesn't go anywhere.
4:51So that's not going to be on the plan.
4:52That's a good clarification.
4:53And Drew also did ask for a revegetation.
4:57Revegetation plan in the area that you're disturbing.
4:58Right, so this is going to be grassy.

5:01That should be fine.
5:02And if you're doing any, if there's going to be any disturbance in the bluff area,
5:06we'll just ask you to plant some native plantings, but I can tell you what should go in there.
5:11It's pretty straightforward.
5:13They got an NJ from DEC because it's above the crest of the bluff.
5:17Other than that, this is pretty straightforward approval in kind in place.

5:22None of the construction or final product will inhibit the public's use of that?

6:22on second and third street we kind of have an issue with parking on second street
6:29there's also traffic stalls on second street so we have an idea to discuss the possibility of
6:36making second and third streets one ways um i did i drew up a little drawing that said uh eastbound
6:44but i uh greg had a better idea uh i i said westbound one way on second street greg thought
6:51it made more sense to go eastbound
6:52on second street but really we you know we want to get input from the board and staff on
6:58whether it's a good idea to descend to the town board or or not i think we could do a
7:02little bit more research for you i know greg did do a little write-up and he looked at
7:07everywhere in the downtown in that area that has parking restrictions now um and we can get
7:12that to the board and probably a draft letter if you guys want to transmit or not uh to the
7:16town board well there's only one there's only parking on one side third both second two second
7:22also
7:38and maybe that's a consideration that you guys could transmit maybe have parking on both sides
7:41on third street to capture something yeah absolutely yeah absolutely i think that's why i
7:45mentioned that yeah greg had yeah greg had done some research on the municipal lot that sort of
7:52old firehouse building and the parking isn't um you know the great like it's not delineated the
7:58greatest so he uh had come up with sort of a mock drawing and something that we'll probably have to
8:02go over i'm assuming with engineering because they do all the road striping and stuff um but if we
8:09were to get that lot cleaned up you realize that it would alleviate parking maybe do one single
8:16curve cut on third street greg was looking at that too just for better flow of traffic can he do that
8:22a rough estimate on second and third street we could add about 15 stalls if you made it one one
8:29if you made it one way all right so we know there's a parking garage coming but that's probably
8:34a couple of few years away so this could be a band-aid or it could be permanent whatever i
8:39think it's a bad idea at least to consider yeah we don't make policy but if we feel it's a good idea
8:45we support it we'll send it to the town board they can send it to traffic and safety and they'll do
8:51their job i don't know if it's possible to see why they put a parking only on one side on third
8:56street because it's you'd have to probably look at it yeah we'll look at that you have that new
9:02building there with uh what is it four apartments yeah so they'll probably need some overflow
9:08parking so the dual side would certainly make that a lot easier to live with and so what i was talking
9:14about with ken before we meet a lot of people don't know is now that we have this building we
9:18have a ton of parking that's very unpopular
9:21underutilized so i think once more people know about here and you can park here after hours
9:25it'll help a lot maybe get some people off the street and this was this lot was used for when
9:30they had the country fair because when i came to pick my stuff up at the end of the day i parked
9:34here walked right down it was very very easy yeah i'll look in the code because we have a whole
9:39chapter on parking restrictions and we can see when everything was added so i'll find out when
9:43it was added on third street maybe if you dig out some legislative intent with kevin uh with our new
9:49parking management consultant
9:51he might be a good resource i think that's a good idea yeah yeah you know looking at this concept
9:56yeah and just to take a look at that uh the public parking area there next to the old
10:01firehouse yeah see what can be done there because i just think that that if that's striped properly
10:07you might yeah correct did a pretty good uh yeah like that's a good sketch with some angled part
10:12it's very big it's just not it's not laid out well yeah it's not utilized but it should be yeah
