2:52comments from primary from staff yesterday about four o'clock so I want
2:56to incorporate their changes just from review from a thousand feet on this
2:59within the past year the Pine Barrens has updated their comprehensive land-use
3:03plan which we call the club which governs the policies and you know rules
3:08within the Pine Barrens area that's the compatible growth area and the core
3:13preservation area there's three towns that are members of the Pine Barrens
3:17Commission's us Riverhead town of Southampton in town of Brooke Ava I am
3:21the supervisors new designated Pine Barrens this year I was tasked with
3:25updating our
3:26code to demonstrate compliance with the new club standards so that's what you
3:30have before you go it's very dense a lot of it is policy updates to incorporate
3:36into the code that they were already doing but it wasn't codified or in their
3:40club so we made those changes the things you'll see so 301 197 the things that
3:45really jump out to you with the clearing standards so it used to just be clearing
3:49now it's clearing and open space standards the percentages have changed
3:54as you can see most things went down to 35% and then commercial areas are at 60%
4:01in doing this and we and I wanted to ensure that we were protecting our asset
4:06within the town which is that cow which falls under a separate standard under
4:09primary so that's 35% for the entire site because any development with that
4:14cow cannot be considered a development of regional significance which means
4:18pine barrens can't come over the top and it's also any thing with in defense of
4:23that
4:24callus
4:24so a lot of these changes like I said are really just language changes that's
4:30really it we're on a very tight time frame for this the pine barrens did
4:34update their club which is like they're essentially like a comprehensive plan
4:38last April with an effective date of April 18th of this year so I have this
4:43draft prepared for publishing posts for Tuesday public hearing at the following
4:47town board meeting which is an afternoon meeting and then hopefully a notice of
4:51adoption
4:54changes a moratorium requirement
4:56and Matt it was chapters four five and six four five and so we went through line by line very carefully more than once
5:09lucky you
5:09it was ribbiting
5:12it's a good exercise though for when we're updating our comp plan now so this is what it's gonna be like for the next few months
5:18So, but the key element really for the town board is that section 9.2 of the club, we're
5:27in, EPCAL is considered non-development.
5:31That remains intact and in place.
5:34And even with the modifications to 4, 5, and 6, Matt and I were very careful and had a
5:40critical eye that those provisions didn't undermine any portion of 9.2.

5:52I read this thing and after the second one you said changes, I'm like, I don't know what

5:59There was a draft recommendation that was on the first page.

6:08for the club that didn't actually go into effect, so we just took it.
6:10And just to clarify for the public, the version that's in the resolution packet is still reflective
6:16of the old version.
6:17We just got this this morning, so of course we'll swap that out and make sure that we
6:20have the right version before the board on Tuesday.
6:23And I believe press that's present has received the revised.

7:24Resolution number one, authorizes the supervisor to execute an agreement
7:28with LVF Landscape Architects PLLC.

7:44Okay, resolution number two, authorizing an appraisal of property described
7:48as Suffolk County Tax Map number 600-67-4-29.11
7:543.3 acres for the consideration of purchase
7:56of development rights of the parcel located in the town of Riverhead, Massoud.
8:00That's a typo. That N does not need to be there so we'll make that change.
8:07Number three, accepts
8:08donation of floating dock for East
8:10Creek Marina. This is a good thing.
8:15We could use it. Resolution number four.
8:19I think it's just acknowledge dying seafoods for their donation.
8:23That's all that's greatly appreciated.
8:26Resolution number four, we had an issue again with the program.
8:30You'll see that the content is there and correct but the formatting of the resolution
8:35is a little wonky so we're going to work on correcting that
8:38but the title is listed at the back.
8:40I think there's nothing wrong with the resolution but nothing
8:44substantively changing there. So the title is authorizes conveyance of town real
8:49property located at 201 Howell Avenue, Riverhead, New York 11901 subject permissive
8:54referendum. Ann Marie is here and she can expand upon this for us but she did a
8:58great job negotiating this on behalf of the town.

9:09As the town board is aware, when we purchased this property, building and planning departments
9:17moved into this building, leaving vacant 201 Howell Avenue.
9:25So it's vacant, it's surplus.
9:29We did put it up for auction back in December, kept it open for over a month.
9:37We received no bids.
9:40We did a mandatory minimum price to meet our appraisal.
9:46This sale price is above our appraised value.
9:50But again, mindful that it was appraised two years ago.
9:57So I think it's a very fair purchase price.

12:27Number sixteen, authorizes supervisor to execute agreement with Riverhead Lacrosse
12:33Club Inc. for referee and umpire services for Town of Riverhead Police Athletic League girls
12:37girls grades K through 8 lacrosse program for 2024-2022. Number fifteen, authorizes submission of letter of intent and execution of contract by the supervisor for operation and maintenance grant program to New York State Environmental Facilities Corporation EFC. We do this every year. This is for the pump-out vote.
12:41calendar year. Number 17 accepts the resignation of a crossing guard. Point
12:48out the Chief of Police is always looking to hire more crossing guards or
12:52positions available so anybody that's maybe retired and looking to get out a few
12:58hours each day please apply. And that probably we need to well double check
13:02but I think we need to change that to a ratify because it's as of March 7th so
13:06we'll just double check that. Number 18 this is one of the resolutions that we
13:12had to talk about changing we just talked about the Pine Barrens overlay
13:16authorizes Town Clerk to publish and post public notice to consider a local
13:20law to men chapter 301 zoning and land development part 2 districts article 41
13:25Pine Barrens overlay district and will as I said make sure that we have the
13:30correct version attached for the public. Number 19 ratifies the
13:36application of the Pine Barrens overlay to the District of the City of
13:36Pine Barrens and locates the application for community project
13:39funding aka congressionally directed spending by the Community Development
13:43Department for Riverhead Amphitheater and we have Dawn Thomas here I don't
13:47know Dawn maybe you can just run through this quickly since you're here for the
13:51board I have a copy of it here if you need it. I'm familiar with it thank you we we have two
13:57congressionally directed spending is our you know congressional earmarks those
14:02funds paid for the Water District extensions we got five point five million
14:06We're also going to be applying for a water district, another water district fund.
14:11I'm just waiting for the engineering, so you'll see another one of these resolutions come through.
14:16We have to file these applications by April 5th, and so the next one may be a ratify, but I don't have the numbers, so it doesn't make sense to even put it in yet.
14:29But we have the design funding for the amphitheater, as you know, the $200,000.
14:34We're working with Skolnick.
14:36That process has started, and that design will be completed, and we'll be ready to build.
14:44And so we need some funds to build.
14:45That's the only project that hasn't gotten capital funding yet, so we thought it was appropriate to ask for the funding for that project.
14:52There may be some philanthropic funding there, too.
14:56I've spoken to a few people relating to that.
14:59But in the meanwhile, it would be good to get a nice chunk going, because all the buildings on that property have to be lifted.
15:04So we need to lift it up out of the floodplain, and the structure is built.
15:08So it is going to be costly, and it would be great to do it all at once, so we don't have everything upended downtown over a long stretch of time.
15:16So that's the impetus for that application.
15:20It's a simple application.
15:21We have all the information.
15:22I've already completed it, so as soon as you guys are okay, we're going to send it.
