Thank you. [transcription gap] Thank you, Bob. My pleasure. Okay. All right, we have a somewhat light open session today. We have one matter on, and then we have resolutions. So we're going to open up the session today with matters surrounding the test for paid parking, and that will be with Councilor Howard.
Good morning, everyone. Good morning. Okay, so if everyone recalls, in the fall last year, we had discussed doing a parking test downtown with Honk and the assistance of our parking consultant, Kevin Wood. Ultimately, we decided to get past the holiday season rather than follow through with that and bring this back up in the spring. Since it's going into the second February meeting and we're heading towards March, I thought it would be a timely discussion to have bringing this back up for the reasons that we really need to have this test done to see what kind of volume and traffic and revenue can be generated. Then I know Councilwoman Merrifield has another meeting with the parking district at the end of this month to come up with whatever final comments or recommendations or criticisms they might have that can be addressed. And really the purpose here is just to get an update from the board as to whether we feel comfortable moving forward with going into this agreement and getting this study underway. I'll just add that I did meet with the parking committee last month with Dawn Thomas and myself, and one of the things that came out of the meeting was that there's a survey that they're going to be participating in, the members of the parking committee and people in the district, to see how they feel, what they like, what they'd not like to see. So that's going to be a part of this process as well before the actual test gets done. So we were looking for feedback from the parking committee next at the end of this month, and Kevin Wood is going to be at the meeting and Dawn Thomas as well. Yourself and Anne-Marie Prudente have also been at the meetings with me talking to the parking committee about this moving forward with this. Thank you. My concern is that it seemed the initial plan was to focus on one particular parking lot, and I just feel that it's not going to be an accurate read because if... If we focus on one particular parking lot, the goal to me, the residents are going to do everything they can to simply avoid that parking lot and go to other places and park in other places. So how do we be certain that the study represents all of downtown Riverhead? So it's not just like this. It's almost like if you just say if you go into this lot and that's prepaid, everyone does what they can to avoid that lot as opposed to taking like a one-time study of everything downtown. So like what is the future? What are the future plans of downtown? How does it incorporate a parking lot, Main Street, you know, behind the storefronts along Heidi Bear Way? Like how do we encompass all of it to get a true reading of what it's going to be? And, you know, without the development of Town Square being completed, I just don't know that we're going to be driving in, you know, the number of patrons to come to downtown, and I just don't know how we're going to truly get an accurate reading. Well, so we need some kind of baseline to guide us because even when we get the Town Square done and we're looking towards constructing the parking garage, that's going to be like a little ways away. And I think that the idea is to implement a paid parking scheme prior to the construction of that, prior to the construction of the garage. So really it's to give an idea of what the current volume and what we can, what kind of turnaround we can encourage with the paid parking. I would just say just one point on that. This is just what we would call the first step. That what Mr. Wood is looking to do is he does these type of things. He's done this down in Port Jeff. He's done this with other municipalities for their parking situations. It's just the first phase. It's a test to just see what is the next step and then the next step building on that. It's not all inclusive, one test, one thing. There's surveys that are involved. There's a test. And he'll determine through the surveys with them and talking with the parking committee and everyone where's the best place to have that test. Right. And the idea here isn't to have this, have whatever data is derived from this become the final plan. It's just to get some data to work off of in the first place and help, that would help guide him in coming up with further recommendations on the final plan. But if you just make it in one parking lot, all of your daytime workers, your staffing is just going to avoid that parking lot. Even anybody that realizes, okay, I got to, do I pull into this paid parking lot or do I go across the street and park at no cost? And I just don't think you're going to get an accurate reading. Well it's going to, it's not just going to run during the daytime, right? It's not just going to run during the weekdays, right? So you capture weekends. You capture weekdays. You capture maybe a holiday. Or two or three days off from school or something like that. But when we put up temporary signage, what I'm suggesting is to capture all of downtown Riverhead so you get a true reading of where everybody's going, where they're maneuvering, and what kind of potential income is out there. I would say those are things he's going to work out. This is just the first step in continuing in the contract. I also don't think it's been determined that it's just going to be one lot for the test yet. Right. Right. That's true. I think it's a good thing that it came with the parking district. And the surveys that they're looking for. Right. That it may encompass a lot more than just one parking lot. Because I agree with what you're saying. It's not an accurate reflection of what it's going to be. And I think some people might go somewhere else if they have the choice of parking across the street and further away. But I think in general, and I'm speaking for myself, people are lazy. And I still want to park next to where I'm going. If I've got to pay two dollars to do it, I'm going to do that as opposed to parking three-blocked, two-blocked, two-blocked. And if I have a lot over or a block over, I'm still going to park there. So I think it's not going to scare away as many people as you think it might. But ultimately it hasn't been determined that it's just one lot yet. Right. And seeing, I think driving data just like that is part of what he's looking for. Right. Is to see what's the number of people that are willing to pay that rather than parking a lot that is free versus the number of people who are more, would be more encouraged to go to the free lot. That's what I was going to say. That part of the test is seeing how many people are willing to actually pay to park. But if it's like one weekend and somebody's going to say it's not worth it, download the app and go through the trouble of setting up an account for one weekend, I'll just park a little bit and avoid this and not have to worry about that inconvenience. You could do that. But if that's, I mean if it's a one-shot person who's just in Riverhead for that one weekend, you know, that's, I don't know if that would be considered an outlier or not anyway. So. And he's also the professional that knows how to accomplish getting these tests done. So I don't have a problem with it being one parking lot. Yeah. So I mean this, this obviously is a little bit broader of a discussion. The idea here is just to go forward with the agreement and then we would come back to work session before we implement any kind of plan. Yes. After the meeting with the parking district. Yeah. After the meeting with the parking district and we bring Kevin Wood in and have probably gone here too to finalize what he's going to do. Okay. And then we'll have a discussion with the district to finalize what the actual plan is to be implemented, the time frame, the parking lots, what, you know, the signage that's going to go up, all that. I'm good with moving along with the. And I'm happy to cold reserve my questions and concerns to the work session. You know, when Kevin Wood is here. Because I do have questions that I can speak to Denise and see if they've covered some things. I don't want to belabor this, but you know, my question is right here. If this is something that is, you're planning on implementing this in March, is that what you said before or? No, sometime this spring. We're probably close to the late spring. Yeah, we defer to Kevin on that. So rather than put a resolution in now, should we be waiting to see what the overall plan is before we vote on a contract with him? Well the contract, so we can authorize the contract and then it's 90 days from the day the contract's signed. So, I mean, I think that's a good point. I think that's a good point. [transcription gap] So, you know, the time frame can be sort of fungible that way. This sort of just gets us moving in the forward direction. It doesn't change the cost if he's going to do a town-wide study or a single-pocket lot study? It doesn't change the cost because the payment to Hogg, which would be sort of the company that administers it, it's paid based on the contract. Okay. Okay. So, it's a percentage of what we make on this, or a percentage of what's paid for the parking. I'm fine with going ahead with the contract and getting this rolling. Yes. Me too. Me too. Number 32, authorizes submission of application to apply for reimbursement of new pump out, new pump for the pump out boat to New York State Environmental Facilities Corporation, EFC.

I'd just like to say in honor of Black History Month at the high school, Riverhead High School tonight, the Riverhead High School is honoring Georgette Antoinette Lazar for her outstanding commitment to the community. She is a literary specialist at the Roanoke Elementary School. She's been an educator since 2002. She teaches English to Spanish-speaking and non-English-speaking individuals. She's currently teaching eighth grade social studies in the Riverhead Evening Academy. Prior to that, she was a paralegal. Prior to that, she was also working at a daycare facility as a supervisor. She has an outstanding educational commitment to the citizens of Riverhead, and as such, she's being honored tonight in the Black History Month at the high school. I just want to make that announcement that will be taking place at 6 p.m. at the Riverhead High School. Excellent. Thank you. One more announcement.
