Okay. Our first item for open session today. Actually, I'm going to go into notes first.
Okay. Councilman Rothwell, do you want to talk about an event tonight that is going on that is always awesome event, I must say. Yes. So we want to, I'm going to put this in the middle, maybe. You can put that on the screen. Turn it this way. So tonight is a great event. Every year we have rotary on court. There you go. Okay. Sorry. From six to nine tonight. It is always a great event. But what's wonderful about rotary does is they do donate to a lot of local charities. And so there are a number of recipients this year. One of them being our back for the building of their new ambulance barn. In addition, I'm going to, sorry, I'm going to cheat on there a little bit. And it is the, who else we, I have to take this over. Sorry. Okay. Camp Park, Park, Patuk and the butterfly effect project and riverhead rotary charities. So there's a lot of great beneficiaries tonight. From what I understand, it is usually a sellout event, but there are a handful of tickets left tonight. So you can come and pay at the door. So there are some tickets left. I think that's an event. It seems like almost everybody goes home with a prize. There's so many incredible baskets of cheer and everything and raffle prizes. It's a great, great event. So please come down, support the roadie club and all the local charities they support. Excellent. I will be there. It's a great event. I think we'll, and we have perfect weather for it today. So be nice. Okay. Saturday, June 14th, our highway department, and I'm just going to maybe switch out that and put that on the middle screen. Justin, if you can get to that, it's our highway department is having their annual truck and equipment show for kids. It would be beggar, but it will be bigger than ever. And a lot of fun for families. And especially the kids. It's from 11 to one at the highway department up on Osborne Avenue. I'm talking to Mike Zaleski. He started this up. I think last year might've been the first time and it was a huge success and he serves hot dogs and stuff there. He actually ran out of hot dogs and had to run to the store and get more. He had so many people turn out. So that is Saturday from 11 to one at our highway department. And additionally, Saturday is also flag day. And you can come celebrate at the Polish hall at four o'clock. It's the 250th birthday of the United States army and tickets are available to purchase in advance online or at the bar and Polish hall. And it's a $20 ticket to get in and it'd be serving, I think hamburgers and kielbasa sandwiches and, and such. So come on down and celebrate flag day at the Polish hall. Sunday, June 15th happens to be father's day. So remember all those special fathers in your family. You know, you're going to be a father. You're going to be a father. You're going to be a father in your life, whether it be a grandfather or an uncle or an older brother or whoever has performed a role of father for you, uh, enjoy and celebrate. And how it bill on Sunday also has their annual barn sale that's going on from 10 AM to 6 PM. And that's always an interesting event also up on sound Avenue. So a lot of stuff going on this weekend. Let's hope mother nature cooperates a little bit. Cause I think she's threatening her not to a little bit this weekend, but we'll see. Hopefully we get through it. And we'll be able to have all these events and enjoy the weekend. Okay. Item. Number one. That's up for open session. It's matters surrounding possible change to chapter two 89 dash 10 parking on Youngs Avenue. And that will be with Pilo and Howard. Come on up folks. Good morning. [transcription gap] Okay, so in recent months we have been getting some complaints about the parking situation between East Meadow Road and Osborne Avenue on Young's Avenue. The main issue is that vehicles are parking on both the northerly and the southerly side, so it's creating a bit of a hazard when buses come through or really any car because there's no visibility on either side. I believe there is some kind of signage there already, but it's not reflected in the code. Under 289.10 there is a section where it lists the locations where parking, standing, stopping is prohibited, so we would just be splicing that in. Okay. Yeah, it is posted on the one side of the road, but I was informed that it's not codified, so we really can't enforce it. So this will make no parking on both sides of the road and it will be codified, correct? Yes. So we brought this to Code Revision on Monday and initially the thought was for it to be the entire length, but in the course of the discussion we noted that there were some residential areas farther down the road. So we were thinking between East Meadow Road and Osborne Avenue. Okay. And, yeah, so. Those two markets there. So between East Meadow Road and Osborne Avenue. Okay. And, yeah, so. Those two markets there. Okay. And then Osborne Avenue on the southerly side. And then. Mark and Passage. Thank you. And then, so it brought to my attention in the meeting this morning that Crown has some parking area in front of their property. Right up to the fence, which right now we need to confirm which portion of it is the roadway and which portion is the property. Okay. So, obviously, they can park on their property. So as to the northerly side, that language may just be amended to specifically state truck parking. No truck parking. Right. Okay. So if they have their worker passenger vehicles parking head in there, I think as they've done in the past, as long as they're not out in the roadway. I think that's where we'd be looking to make sure that they're not going to be attacked by the police. Okay. So, yeah. [transcription gap] How quick can we do that? Can we get this. Well, we can. We can do. We have a resolution ready to go for a publish and post on Tuesday. Mm. [transcription gap] you know headed towards the july 1st meeting but typically we would do the adoption at the following meetings to the second july meeting yeah i mean my recommendation i hope that we can get it done on the first only because i've been getting complaints for the last six and a half weeks and i think we owe it to the residents to just get it done seems to have been like a sudden we discussed it at um a traffic safety meeting and uh you know they brought in videos and pictures and so forth and and we've i think i i know i've been up there i know councilman current's been up there a number of times but this is all prior to the fire fire aside of all things there seemed to be a sudden uptick of like heavy heavy tractor trailers and so forth lining up on there and it's you can't see beyond them so it is a very dangerous situation since it's a safety issue does it have to go to a public hearing yes yeah it's it's a it's a code amendment so we do need to put into a public hearing um that being said i don't anticipate it push against it so yeah so if it's if it's a matter of urgency and again there's no substantial comment or uh significant changes that the board wants to see the the code amendment that we have on the public hearing we could close the public hearing at the conclusion uh we'd be foregoing our usual but not legally required 10-day written comment requirement and we could have a resolution prepared that would adopt the code that day okay i think we should do that i'm also working with the chief to set up some enforcement on the big trucks that are going up there because some of them are coming out of crown and going west on young's avenue which they're not allowed to do the truck traffic has to come from osborne and it's only allowed i want to say somewhere around 1300 feet or so up young's avenue just to get the crown and now patriot uh same thing but when they come out they've been turning and going up to two me and that's that's a no-no because those roads are not uh load rated for those trucks and they are just heavy very sharp curves within there and if you have a car coming the other way that the tractor trails are on both sides of the road trying to move with those turns but then if they if they go east on young's to osborne they go up they go south on osborne and then they're shooting off on mill road which again is a it's a weight laden road that you can't take these trucks on and we're getting complaints from residents up there that sometimes two or three o'clock in the morning and i've talked to the chief about this that we've got to set up some enforcement and we're also going to maybe try to set up some uh situations where we do like they do at the rest area on the expressway we're going to start weighing the trucks and these fines are very steep when you're violating uh the over the road uh violations that overloaded and and everything else they they do a walk through the whole truck and check everything tires everything on them when they do these these uh enforcements so we're going to try to come up with a location that we can do it and do it safely if somebody said well why don't you just do it on to me and like we can't there's no room on the side of the road to pull over 18 wheelers do inspections of them put them on the scales and everything else you'd be shutting the road down so we need to come up with a location um years ago it was done actually in the suffolk light parking lot up on route 58 motor carrier would come out from suffolk county and they would come out and they would do a little inspection of the truck and they would pull them off of 58 and just put them in the parking lot there and do their inspections but obviously now it's a lowes and it's a busy parking lot so it's going to be a matter of logistically finding a spot we can do this but once that gets out there and we start doing that a couple times you're going to see a big difference in these trucks and they'll go back to doing it the right way so there needs to be enforcement and uh we got to hit them where it hurts so well we can also send notification to uh patreon and uh and and crown yes about the weight limits headed west on young's avenue and requiring all truck traffic to be traveling or all outgoing truck traffic to go east on young's avenue then osborne to route 58. yes correct that's the route that has to be taken okay because the other routes are all uh they have weight limits on them and these trucks are over those weight limits okay then victoria i think you just need to we'll need to figure out where patriot is bringing their trucks in and where that weight limit starts and they may have to figure out something else to access their site

all right the last item we have for open session today are matters surrounding river head & action video regarding a farm tour of local farming operations a couple weeks back rob carpenter in the américan américan américan
committee set this up for us to go out and visit three actual working farms, four, sorry, four actual working farms. And it was a variety of type of, a variety of agriculture from cannabis to growing inside in the container, vertical farming, vertical farming. So it was very interesting. We all, we had a great day. We learned a lot of stuff and a lot of stuff that I had no idea was going on, honestly, in the town of Riverhead and with the edible, the edible greens that they were growing and edible flowers. Yeah, coppercrest. Yeah, that was incredible. I had no idea that they would, I knew they were doing something agricultural like in there, but I didn't realize quite what it was until we went on the tour. So it's very interesting. We've been given instructions on how to grow these, because every time we brought them home, my wife and I, they look beautiful when you get them home, but a couple weeks later, the flowers drop off and you never get them to flower. Bill Bianchi, the resident, the owner, and expert, gave us tips on how to do it, and he is spot on with his tips, because everybody is growing them now, and we have beautiful plants at home. I guess we had to dress up in the cannabis area, because we don't want any type of cross-contamination going on.

At Hoppercrest, this is the greenhouse that lights up magenta at night. Yes, at night you'll see a glowing tank which is really cool. And the microgreens, the different flavors that they can create. You're eating something but it has, you know, it's not the actual, like one was related, I think horseradish or something. Radishes. It wasn't horseradish. Radishes. Radishes, that's what it was. That's amazing. It was amazing. And the vertical growing and the containers, that was really interesting too. I think what's important on both of those and the last two is that they can harvest all year long. They can grow and harvest all year long. Right. So you get, farm to table can continue year round. And that's pretty incredible. I was impressed with the vertical farming. I really didn't have a good understanding of it until I actually got to see it. And it's impressive. It really is. It was a great field trip for us. Awesome. It's been a lot and it's very interesting. Some of the things that are on the cutting edge that are going on right in our own town that a lot of people don't know about. What I liked about the container farming is no pesticides. Right. Because you're indoors. So you don't have to worry about spraying everything. Absolutely. And you also don't get subject to the USDA when you go outdoors and you have to do a lot of cleaning, washing of everything because of birds. Very true. Very interesting. There's a lot of things to do. Yeah. Very interesting. It's a lot of fun. Okay. Last up we have resolutions. Devon, if you wouldn't mind come up and start reading our resolutions. They just have to accomplish a few more steps in the pipeline of this and then it will be put forward again. So that has to be rescinded for now. solid waste. So just to clarify for folks at home, that's the waste that our B&G folks pick up from our parks and our in-house garbage. It's not the residential solid waste that you put at your curb. Number 45, adopts a local law to amend Chapter 301 of the Riverhead Town Code titled Zoning and Land Development Section 3 thereof titled Definitions Word Usage. Number 46, we have our Purchasing Director here. She's going to just kind of give you guys a little summary of what this is all about. Declares emergency and authorizes purchasing agent to enter into temporary purchasing agreement for liquid sludge removal and disposal services for sewer district. And with that, we'll turn it over to Teresa, who can speak to this more succinctly than I can. Good morning. Good morning, Teresa. So as you know, we were notified before the meeting that we were going to be doing a lot of work on the !
time. As a result, the sludge that we have is now going to remain as a liquid. We're not going to dehydrate it and send it out. So we needed to have transportation of that to the county's Bergen Point disposal facility. And we don't have a contract in place for liquid sludge removal. So we had to operate outside of the normal procurement policy and request that an emergency authorization be given so that we can use that services for the period of time. Until we have a new contract in place for both sludge cake and liquid sludge removal. And that's it's going to this is temporary temporary. Yes. Yeah, we figure it's going to be about 30 days or so until we have maybe maybe 60 days until we have a new contract in place with sludge cake removal. And then the new facility that we're going to be building down at the sewer district will allow us eventually to have that material be able to be disposed in Pennsylvania. But in the meantime, anybody who's bidding on that will know of other resources. Where they can dispose of the material. Okay. Thank you. Well explained. Thank you.

And the second thing I just want to mention publicly, that this is what I was excited about when we talked about cannabis. And we got our first check from the state for the tax on cannabis that's sold in our township. And the first check for the first three months, and it wasn't even a full three months, was for $65,000. So that's a nice little addition to our budget that we can use. Probably each one of us have a different idea up here where that money should go. But this is going to come in every quarter, and it's only going to grow and get bigger as we have a couple more shops in the pipeline trying to open up. But that was one of the reasons I voted for this to begin with. The money, I just felt it was going to be a loss if we didn't do it. And since it's legal and decriminalized, in New York State already, the fact that we're going to have maybe four or five establishments that sell it, we might as well reap the benefits for that. And that was $65,000 that found mine. So that was very nice. Okay. We're going to go into executive session to discuss under contractual, matters surrounding contractual agreement with Colucci Parting. That's with Dillingham and Clifford. We have matters surrounding contractual agreement with the Polish Civic Association. With Howard. We have a personnel matter, matters surrounding the change in terms and conditions for an employee, Howard and Diapola. And we have legal matters, matters relating to pending litigation in the case of Romano versus Waiting River Fire District and the town of Riverhead that I believe is regarding the cell tower up at the fire department property.
