Thank you. Thank you. Thank you, Councilwoman. Thank you. Okay. First item up, we have matters surrounding Carr-McVeigh Special Permit Amendment for 370 Manor Lane, Jamesport, with Greg Bergman. He doesn't come up. Good morning, everybody. Good morning. Good morning, Council. How are you?

Up. If you guys could just introduce yourselves. I'm Charles Cuddy. Okay. Adam Copels. Nice to meet you all. Nice to meet you, guys. Nice to meet everybody. All right. So we've got a special permit application which is seeking to amend a special permit which was previously granted by the board back in October of 2023 by resolution number 23-751. That special permit approval was for the Carr-McVeigh expansion of a pre-existing non-conforming restaurant. It's a non-conforming restaurant use known as the Jamesport Manor Inn. The property is located at 370 Manor Lane, Jamesport, within the Agricultural Protection Zone. I did on the first page of the report, I went through all of the conditions that were that 2023 special permit was granted subject to. What we have is two restaurateurs who are looking to purchase the property and establish a fine dining restaurant. The application states that they're no longer seeking any type of food. They're not seeking any type of catering use, any type of wedding use. What they are seeking is a use of the second floor. Now that resolution 2023-751, among other conditions, it approved number of seats in a restaurant may be extended from 80 seats to 120 seats, which they are not seeking at this time. They're fine with the 80 seats. Condition number five said that the second floor of the structure shall not be used for restaurant or catering use. They are no longer seeking any type of expansion of the building, no longer seeking any type of detached structure for any type of additional use, just looking to utilize the existing second floor of the building. The building has an elevator, so it's ADA accessible, that second floor. They've submitted a floor plan that shows the proposed seating plan. I did note in a minor correction that seating plan shows 82 seats. Again, that's not a huge issue. The site can more than facilitate the existing restaurant use even if they went to 82 seats. They can just stripe an extra stall in front of that dumpster. So I have no objection to the 82 seats. And that's really the gist of it. Looking to turn this back into a restaurant like it was back in the day. It was back in the day. Just a restaurant. That's correct. No loud weddings or no answers to the neighbors or anything else. So it's a beautiful building. It really is. The architecture on that building is amazing. So. And the grounds as well. Oh yeah, you're right. It's beautiful. The view, the vistas out there. I think from what I understand, some of the neighbors that have been upset with the juice in the past are kind of okay with this. So that's a good thing. So we're hearing that from the grapevine. Yeah, I did speak with Mr. Schmidt, who's a neighboring resident. He called me outside of work session last week. There was a sign that was posted on the property. Obviously it didn't have a date yet because we didn't have any type of date. But it was sent for the public hearing. He just inquired, what's going on? I explained it to him. Given the nature and history of the property, being the fact that it is in a residential use, even though I feel that the impacts are really going to be none with the conversion of the second floor, all internal use, I would recommend holding a public hearing on it just to address any potential concerns that would be had by neighboring residents. In terms of time frames, I could prepare a resolution to schedule that public hearing. That public hearing could be held at the second meeting in September, which I believe is the 18th, if I'm not mistaken. I think you're right. But in terms of if we have the resolution to schedule at the first meeting in September, we could meet all the necessary posting and mailing requirements in order to satisfy the time frames for that. The only real improvements that are proposed is the installation of an asphalt, two handicap parking stalls directly adjacent to the building, and a small concrete walkway. Yeah. Yeah. Yeah. Yeah. Well, obviously, noise was a major concern of the previous iterations of the plan. There is a small brick patio. There is no proposed seating that's shown on the plan for the use of that patio. I just think it would be important to clarify. This is something that's come up in planning board discussions related to uses of the APZ, whether the board would want to see any type of amplified music speakers outside that could cause disruption to neighboring residences. Basically, it's just restaurant music. It's not anything that would have a band or a span. I'm sitting in for Kimberly Judd, who is their attorney. They're going to... I'm going to purchase this very soon, and they can explain to you, but Adam and Elizabeth both have a lot of restaurant experience. They're not newcomers. That's good to hear, because it's such a finicky type of business to be in, and so many don't make it. We do restaurant consulting, too, and we've had our restaurant was on for 20 years now. We were in Bayville. We started in Bayville, which was a very tiny town, six tables. 16. We got our New York Times review. We got four stars. Oh, nice. Very nice. So you know. Yeah, absolutely. Good. We went out to Shelter Island, also in a residential area. We took over a restaurant that was fairly contentious, lots of late nights and that type of thing. Adam and I are James Beard-nominated chefs, which is like the Oscar of... Yeah, you're not kidding. So we're very serious about fine dining. We don't have a bar crowd. We don't have ship drinks. We don't do any of that. We really... It's important to us. We got our second New York Times review. We got four stars again. Then we did consulting. We were in St. Thomas for a month in February, doing kind of a restaurant rescue. So we understand the culture of how it can go wrong. That's not who we are. We're very honored to be here. Actually, they hire us to correct that. Yes. So we're very honored to be able to, you know... We're very honored to be able to procure this and purchase this property and really bring it up to what it needs to be and what it should be. We're not interested in having 300 people traipsed around the grounds, that kind of thing. That's really where we are. So it'll be nice not to be tenants to finally be alone. I think it sounds wonderful. Thank you. And I'm a resident of Jamesport. Oh, good. And you're coming into a very close-knit community. Yes. And we've had some issues over the years. And... We've had some issues over the years. And what you're looking to bring to Jamesport sounds exactly what we need. And we really are looking forward to a good neighbor. We already have so many great relationships with the neighbors, farmers and... Farmers grow for us. You know, 20 years on Shelter Island and in South Hold. We have relationships that we're bringing in that are already established. So it means a lot to us to stay in the community. And, you know, when you employ people. And you make it beautiful. And you have a beautiful place to dine. Elizabeth and I are very invested in that culture. Good for you. Good to hear. Having lived through the prior ones, I think this is a positive approach. We want to go home at night. I'm not interested in being a one o'clock in the morning restaurant. So we think we're about... Nothing good happens in a restaurant after 10 o'clock. That's true. The site plan, has anything changed or is this all pre-existing right now? So everything exists on site. The only improvements would be just the paving of the two handicap asphalt parking stalls with the accessible aisles and a small concrete walkway. Beyond that, all of the existing gravel, stoneblown parking areas exist. There's no other proposed structures, no additions. In the past, only just to see if there's a way... In the past there's been concerns about like RVAC, the ambulance being able to go in. Can the ambulance turn around? Is there just that, you know, I don't mind, you know, even if you have to give up a space or something like that. I don't want you to do anything. There's plenty of room to give up. Make sure they can get in and they can back and turn around and come out. Because it's hard to back out onto that or onto Manor Lane. There is a substantial wide parking area and also as you go in, there's another area. It's almost, this area right here would almost lend itself to like sort of a hammerhead turn around. Sure. You can do that. You can turn. Turn an 18-wheeler around. Yeah, that's a... There is a U-shaped driveway. I mean, in the event, I mean, they pulled in, you can't exit out through the U-shaped driveway on the north side of the... Oh, there's a way out of it? Yeah. Excellent. As far as I have a question about the handicap, there's two handicap signs there on the front already. What would have to be done with that? I mean, I think we could, I mean, I think this could be just handled, you know, just probably you've got a paving specification. So, I mean, I think this could just be handled. It's an existing thing. It's an existing parking area. They're just resurfacing it to meet ADA compliance. So, I think that's something that could be addressed by a special... I mean, we're not talking... So, we don't have to do it, is my question. Does it have to be improved or... So, I mean, typically handicap stalls, when you have them on gravel surface, it's not really, you know, it's not really the best... I see. Okay. I want it smoother. It doesn't really meet ADA compliance. Yeah, we do. Okay. Yeah. So, I mean, putting down a little asphalt, you know, to that specification... Okay. ...just to create an easily accessible stall for... You saved the best for the last. That's right. There you go. The nostalgia in the restaurant is beautiful. I'd like to take it back. I'm extremely pleased that you bring it back. Oh, good. Saturday, August 30th through September 1st is the annual Summer Festival at Tanger Outlets, 12 noon to 7 pm. There'll be food trucks there, a kid's zone, music, and free ice cream. Racetrack Not Streets Summer Events Saturday. Sunday's event is canceled, but they will be running on Saturday. And Monday, September 1st is Labor Day. Town Hall will be closed, and we will reopen on Tuesday, Tuesday morning at 8 30 a.m. And I just want everybody to keep your thoughts and prayers for the good folks out in Minnesota. Another senseless, tragic shooting that just... It boggles my mind how this goes on, and it's so sad. Just keep the good people of Minnesota in your thoughts and prayers. And that's it. They've started some work up there. I believe they removed the fence. We now came up with some new numbers to refurbish that park, and we were able to do that. So that should be getting underway very shortly. Resolution number two. Authorizes the removal of fixed assets. Three. Authorization to use RVAC medical billing. Okay. And then the new building for the new building for ambulance district. Okay. So, we're going to be doing a lot of billing proceeds for payment of architectural services for new building for ambulance district. Ambulance district is moving underway, Councilman Rothwell, rather quickly, and things are starting to look pretty good. We're in a capital fundraising campaign and raising a nice amount of money, and I can't wait for this to get started. That's been long overdue. We are going to have some marquee calendars on October 18th. They're going to have, like, an unveiling at the facility and, like, a fundraising drive that day. Okay. So, we're going to have to get started. Okay. So, we're going to have a big event that day. Families can come in and they can make donations and get a lawn sign that says they're they support RVAC and it'll be a great day in events that they're preparing.
