As I'm sure we all know, tomorrow is Halloween, and we ask everybody to be safe, have fun. Remember, Halloween ends, trick-or-treating ends, at 8 o'clock. It's 8 at night, so you should be off the street by 8 o'clock at night. And have a great time. The weather's going to be a little chilly, but we'll make it work, I'm sure. Okay. Early voting continues. The lower level of town hall. And, of course, on Election Day, November 4th, at your normal voting location. Now, today and tomorrow, Thursday and Friday, October 30th and 31st, the early voting is from 12 p.m. to 8 p.m. And then Saturday and Sunday, which are the Sunday is the last day of early voting, they will be from 10 a.m. to 6 p.m. So you have until Sunday to early vote, 10 a.m. to 6 p.m. on Saturday and Sunday. And today and tomorrow, it's from 12 p.m. to 8 p.m. here at town hall. Councilwoman Wawoski, fall cleanup, do you want to? Yes. Would you mind putting this so that, Justin, if you can zoom in on the flyer that we have. This Saturday, November 1st, I can't believe it's November already, we have our fall anti-litter cleanup. It's here at town hall for West 2nd Street from 9 a.m. to 11 a.m. Come on down. We will supply you with pickers and gloves and garbage bags and have T-shirts for you. I know that the weather is supposed to be a little iffy, no rain, but some high winds. But that will give you extra exercise to go chasing after. The litter as you're trying to pick it up. Sunday, November 2nd, Riverhead Rotary Breakfast at Polish Hall from 8 a.m. to 12 noon. And of course, remember Sunday that the clocks go back an hour. So you can actually get an extra hour of sleep. Get up, go down to the Polish Hall, have that fantastic breakfast and you've still got a whole day ahead of you. So don't forget that. It's a great fundraiser for Riverhead Rotary. On Sunday, yep. What if you change them during the Rotary? Do you get an extra hour of pancakes? Good question. You know, that business mind of yours is always clicking, isn't it? It's just always working. He had to take the civil service test, which he did, and did very well on it, and now he's officially, or he will be, officially our permanent chief of police. We're real happy about that. Congratulations. He's doing a great job. Resolution number 10, amends terms and conditions for employee H. Kramer.
Resolution number 11, authorizing the hiring of an administrative law judge to conduct stop-arm camera hearings pursuant to Chapter 105 of the Riverhead Town Code. And for that, I think we're going to ask the town attorney to come forward and just explain for the board and for the public what it is we're doing there.

If you'll all recall, back in July, we did an amendment to the town code, under Chapter 105, because there is a conflict with the way that the stop-arm bus tickets were being prosecuted. Because they are not, the violations aren't actually witnessed by a police officer. There's not actually a witness for these. So you're relying entirely on the video footage from the buses. So that's something that gets reviewed by the administrative law judge, if someone is disputing it. They bring the person in, and they have an opportunity to also view the footage. Actually, they have the opportunity to view the footage once they get the ticket in the mail from the stop-arm company that's hired to manage this program. But if they plead not guilty, they have the opportunity to come in before a judge and offer any kind of explanation, justification, excuse, whatever, dispute, dispute whatever the footage is showing. And then the administrative law judge will make a determination. That is slightly different from what our judges over in Justice Court do now, which is adjudicate tickets with witnesses on criminal charges and observed violations of the vehicle and traffic law. So because we implemented that into our town code, this resolution that will be before you on the 6th just authorizes my office to, you know, start the process of reaching out to potential individuals who are interested in adjudicating these as administrative law judge. And you have to be an attorney to be an administrative law judge? Correct. Yes. Yeah. How many days a week or a month would this position be utilized? I think we would probably, right, when the Justice Court was doing it, before we implemented this change, I think they were doing it, once a month. So we would probably look to do something similar. And I think that would typically probably get you maybe 10 to 12 people who plead not guilty on them, something in that neighborhood. Eric, what's the fine? Eric Weiner, So the fine is, give me one second. The penalties for offenses are set forth at 105, but it doesn't, so, you know, it's not a fine. Eric Weiner, Yeah. Are there any fines for it? Are there any fines for it? we're entitled to make claim for administrative costs. So I believe that would be covered. And there may be some initial outlay to hire the person. But once they're actually working and we can submit those bills to the stop-arm company, at that point we would then recover. Perfect. Thank you. All right.
Okay, Resolution No. 12 authorizes town clerk to publish in post notice to consider a local law to amend Chapter 289 of the Riverhead Town Code, titled Vehicles, Traffic, and Parking Regulations, Article 2, Traffic Regulations. You can see on the last page the proposed change, which is going to be a stop sign at the intersection of Old Stone Road and Timber Drive. And I do believe this was recently. This was recently discussed at a traffic safety meeting that we had a week or two ago. And probably Councilman Rothwald can offer more insight on that. Yes, so quite at length it's actually been a three-month long study. The chief of police did have our speed cart go out there and collect some data in there. In addition, we had some residents that came in as well as representatives from the school bus transportation authority. So that was a good thing. Thank you. And I think that's a concern there. And so we've had multiple meetings on it. And so I'm glad it's taken care of. And thank you to the town attorney for doing it so swiftly. Okay, very good. Resolution No. 13 authorizes the town clerk to publish in post notice to bidders for construction of well No. 2A, Contract E, electrical construction, Contract G, general construction, Contract P, mechanical and well pump construction, Riverhead Water District.
Number 14. Authorizes the town clerk to publish in post notice to bidders for general hardware items. Number 15. Authorizes the town clerk to publish in post notice to request for proposals for audit services for town and Riverhead Community Preservation Fund.
Number 16. Rejects bids for food and meat author and authorizes town clerk to publish in post notice to bidders for rebid for food and meat products. Number 17. Awards bid for CDE US New York Riverhead 215 LLC Riverhead Landfill Water Main Extension.
Number 18. Corrects Resolution 2025-848 awarding the bid for town and Riverhead demo material. Number 19. Approves Chapter 255 Special Event Application for the Cystic Fibrosis Foundation May 30, 2026.
