2:08So you have until Sunday to early vote, 10 a.m. to 6 p.m. on Saturday and Sunday.

7:21Resolution number 10, amends terms and conditions for employee H. Kramer.
7:28Resolution number 11, authorizing the hiring of an administrative law judge
7:33to conduct stop-arm camera hearings pursuant to Chapter 105 of the Riverhead Town Code.
7:38And for that, I think we're going to ask the town attorney to come forward
7:41and just explain for the board and for the public what it is we're doing there.

7:54If you'll all recall, back in July, we did an amendment to the town code,
7:58under Chapter 105, because there is a conflict with the way
8:04that the stop-arm bus tickets were being prosecuted.
8:08Because they are not, the violations aren't actually witnessed by a police officer.
8:15There's not actually a witness for these.
8:18So you're relying entirely on the video footage from the buses.
8:24So that's something that gets reviewed by the administrative law judge,
8:29if someone is disputing it.
8:31They bring the person in, and they have an opportunity to also view the footage.
8:37Actually, they have the opportunity to view the footage once they get the ticket in the mail
8:40from the stop-arm company that's hired to manage this program.
8:47But if they plead not guilty, they have the opportunity to come in before a judge
8:51and offer any kind of explanation, justification, excuse, whatever, dispute,
8:57dispute whatever the footage is showing.
8:58And then the administrative law judge will make a determination.
9:02That is slightly different from what our judges over in Justice Court do now,
9:08which is adjudicate tickets with witnesses on criminal charges and observed violations
9:15of the vehicle and traffic law.
9:17So because we implemented that into our town code, this resolution that will be before you
9:24on the 6th just authorizes my office to, you know,
9:28start the process of reaching out to potential individuals who are interested
9:34in adjudicating these as administrative law judge.
9:38And you have to be an attorney to be an administrative law judge?
9:42Correct. Yes.
9:43Yeah.
9:45How many days a week or a month would this position be utilized?
9:50I think we would probably, right, when the Justice Court was doing it,
9:55before we implemented this change, I think they were doing it,
9:58once a month.
10:00So we would probably look to do something similar.
10:03And I think that would typically probably get you maybe 10 to 12 people
10:09who plead not guilty on them, something in that neighborhood.

11:36to amend Chapter 289 of the Riverhead Town Code,
11:39titled Vehicles, Traffic, and Parking Regulations, Article 2, Traffic Regulations.
11:45You can see on the last page the proposed change,
11:51which is going to be a stop sign at the intersection of Old Stone Road and Timber Drive.
11:56And I do believe this was recently.
11:57This was recently discussed at a traffic safety meeting that we had a week or two ago.
12:02And probably Councilman Rothwald can offer more insight on that.
12:05Yes, so quite at length it's actually been a three-month long study.
12:09The chief of police did have our speed cart go out there and collect some data in there.
12:20In addition, we had some residents that came in as well as representatives
12:24from the school bus transportation authority.
12:27So that was a good thing.

12:28And so we've had multiple meetings on it.
12:31And so I'm glad it's taken care of.
