Thank you. Good morning, everybody. Today is Thursday, August 13th, 2026, and we're here for a regularly scheduled work session. As always, we'll begin with the Pledge of Allegiance. Councilwoman Waski, would you mind? Yes, thank you. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Okay. Thank you, Councilwoman. So, Supervisor Halpin is out of town for a couple days, just visiting some family, and so you guys are stuck with me today. We have a short agenda on our open session. It consists only of resolutions. Before we get into those, we'll just make any announcements that we have. Do any of the council members have any announcements they want to make? Yes. This weekend, on the 15th and the 16th, we have the Polish Festival and the Polish Fair. Two-day event. I believe they both start at 10 a.m. in the morning. Great events. Tons and tons of vendors. Tons and tons of food. And you'll even see Councilwoman Waski, I believe, at one of those booths. Yes, I will be at the pierogi booth for the Polish Civic. So please come on out and join us there. The weather's looking good for both days, which is great. Anything else? I have one very important announcement. My wife often watches here at home, and today is her birthday. So I wish a happy birthday to my beautiful wife at home. Happy birthday. Happy birthday, Deb. If she's at home right now, she'd be working over at the farm. You should get her another horse. Yes. Oh, okay. Going to need a bigger barn. and also on Saturday we have Racetrack Not Street at 3 o'clock and weather's looking great for that as well so we hope to see everybody out and about at the great events going on around downtown and around Riverhead this weekend so with that I'm sorry sorry go ahead if you can see on the screen on August 29th which is a Saturday we're going to have Blues on the River which is sponsored by the Lions Club it's gonna be a great event we have many performances lined up for your enjoyment it begins at noon and I believe it will get over around 5 and we hope to see everybody there great hello friend that's great all right very good looking forward to that event as well all right so without any further announcements we'll go ahead and we'll get into our resolutions which as I said is the only item on the open session docket today and if the board's ready to go okay resolution number one okay resolution number one budget transfer for 2026 legal fees resolution number two adopts a highway department budget transfer for duck pond estates paving number three Chips and EWR 2026-2027, grant funds for Highway Barn Capital Project. This is, of course, a good thing because it means that the much-anticipated Highway Barn Project is inching closer and closer.

Resolution number four, authorizing the acceptance of civil asset forfeiture funds. number five further amends resolution 2026-107 setting fees for riverhead sewer district so this is just an additional component that they're adding to what was a resolution that was passed back in february we apparently didn't have a penalty the sewer superintendent is here if the board has any additional questions but until now we don't have a penalty for folks that go ahead and connect prematurely without the required permissions and this is going to charge them a penalty of $3,500 for those that do that and according to the superintendent we've had a few folks that have taken it upon themselves to go ahead and connect okay three within the last two weeks have done that last two weeks apparently so okay resolution number six ratifies the authorization for the police department to apply for a grant and don't get too excited the total amount that's yeah I know that's what I say don't get too excited I don't know that we're we're up for 54 million I think we're I think I think we're going after 13,000 of the total pot of 54 million good work by PD identifying grant opportunities for us resolution number seven authorizes the Community development department to offer assistance to eligible first-time buyers so this is a good thing hopefully bringing homeownership within reach for folks that will be eligible for the Suffolk County downtown I'm sorry downpayment assistance my understanding is those that get through the application process and are vetted through Suffolk County would then be eligible for up to an additional twenty eight thousand from the time Riverhead so it's a really awesome thing for those that yeah and of course it's first come first serve so while there are funds in the pot it's available so we encourage people to pursue that that option if they may be eligible resolution number eight authorizes fire marshal to attend New York State Fire Academy training resolution number nine rescinds resolution 2026-605 and resolution 2026-656. Resolution number 10, approved salary increase for a part-time office assistant. Resolution number 11, ratifies the provisional appointment of a senior accountant. 12, removes provisional status for a principal account clerk. Number 13, ratifies the termination of a part-time office assistant.

Number 14, ratifies the termination of a maintenance mechanic, too. Number 15, accepts the resignation of a public safety dispatcher. Number 16, accepts the retirement of a network and system specialist, too. Number 17 appoints Robert Dilworth to the Wildlife Management Advisory Committee. Number 18 appoints George Salzman to the Wildlife Management Advisory Committee. Number 19 reappoints David Cody to the Wildlife Management Advisory Committee. Number 20 reappoints Justin Winter to the Recreation Advisory Committee. Number 21, reappoints Tom Gabrielson to the Wildlife Management Advisory Committee. 22, reappoints Chris Witt to the Wildlife Management Advisory Committee. 23, reappoints Robert Gabrielson to the Wildlife Management Advisory Committee. Number 24, reappoints John Kramer to the Wildlife Management Advisory Committee. Number 25, resolution establishing the Tanna Riverhead Hazardous Materials Response Team and adopting the Tanna Riverhead Hazardous Materials Emergency Response Plan and Resource Guide. This has been a tremendous amount of work for our fire marshal's office. They've done an incredible job, and it's great to see this come to fruition. Number 26, amends agreement with Main Street Agency for a live on 25, which the rain date, as we as we know will now be September 10th looking forward to another great alive on 25 that won't be as hot hopefully not quite as hot that's right number 27 authorizes license agreement with Riverhead volunteer ambulance Corps for the use of Riverhead Town Hall basement for EMT course instruction we consider the annex part of it although I'm sorry that's the actual EMT class right downstairs yeah that works out well for them it's at night so it's it doesn't really interfere too much with you know day-to-day operations for town hall so it works well we're happy to make the space available number 28 authorize the supervisor to sign a consultant professional services agreement with DMV engineers and architects this will be funded by the DRI grant but it's to retain their services to help us with the stormwater management plan for the town square. So another important step for a downtown revitalization. Resolution 29, authorize the supervisor to execute an agreement with Riverhead Youth Sports, Inc. for the referee umpire services for town of Riverhead Police Athletic League football program for 2026 calendar year. Number 30, ratifies authorization for the town attorney to execute a retainer agreement with Siegel and Sittler PLLC. Number 31, amends Chapter 289-2A, Chapter 289 of the Riverhead Town Code to memorialize an already existing stop intersection between Doctors Path and County Road 43, Northfield-Turnpike. Number 32, this is Part 1 of 2, authorizes town clerk to publish a post notice to consider a local law to amend Chapter 255 of the Riverhead Town Code, title parades assemblies and block parties article 2 special events this is basically recall we had a discussion i believe at the last work session the fireworks applications will now be under the purview of the fire marshal's office as opposed to the town clerk so this is go to publish and post on that next resolution is not part two of the fireworks uh change but this is just i think slightly out of sequence but resolution calling public hearing regarding extension of the Riverhead sewer district to include 840 Old Country Road, Riverhead, New York. Number 34 is part 2 of the fireworks change. Authorizes town clerk to publish and post notice to consider a local law to amend Chapter 231 of the Riverhead Town Code titled Fire Prevention, Article 13, Fireworks and Pyrotechnics Displays. resolution 35 adopts a local law to amend chapter 207 of the riverhead town code titled animals article 4 prohibition of sales on sales of commercially bred dogs cats and rabbits in pet stores number 36 authorizes the town clerk to publish a post notice to bidders for one new alt tech at40g telescopic articulating aerial device with iso boom on 2028 ford f-550 chassis or equal what is that uh it's a fancy way of saying we're getting a new street lighting truck that will have the boom to get them up where they need to go yeah number 37 authorizes a public hearing for the purpose of conducting the monroe balancing test for the Suffolk County Water Authority's proposed North Fork Water Main Extension project that will take place on September 1st at 2 o 5 p.m. Number 38 awards bid for Q's Flexi-Trax C550C portable video pipe inspection camera or equal. I believe that's a fancy way of saying we're gonna have a better camera that will be able to allow Tim and his team to see any clogs in the sewer drains number 39 extends bids for 2025 annual procurement contract we're going to get to six month extensions which is great because it's at the previous pricing same thing for number 40 extends bids for 2025 annual construction construction contract and number 41 approves live music at waiting River Beach 2026 August 28th yes I'm on down and just so everybody is aware that's for all Riverhead town residents that's not just waiting River some people have been confused about that but you will need your beach parking permit not beach parking but your parking permit you branch permit to come down it should be a fantastic event please come join us it's 80s 80s dance music a lot of dancing on the beach including me that's great need to know before voting out are we this councilwoman Mary field singing at this event never ever I will dance I will dance I don't want to drive the people away if I sing all right resolution 42 approved special event chapter 255 application for kutcher Lions Club Blues by the River.

Resolution 43 ratifies designation of alcohol service vendor to service alcohol at the Polish Independent Hall Festival 2026. Number 44 authorizes designated alcohol service vendor to serve alcohol at the Blues by the Bay event in Grangeville Park. And Resolution 45 pays the bills. So do you think, just so town boards are aware, we are working on two agreements, hopefully to have them in for the next town board meeting. One is for a use permit for the RVAC to utilize the armory. That's for their responding. That's where the ambulance will be moved to during the construction of the new facility. And also an agreement for them to be in the annex basement. that's where they're gonna do all the office work and so to speak and put all file cabinets and things like that so we hope to have that in by the next time board meeting as well so they'll be set up and ready to move as construction begins the goal is for Tuesday's meeting yeah just so there's no surprise if anybody has questions you can talk I think legal departments just finalizing that yes yep so the town attorney is clarifying it's gonna be two license agreements to the board and listed on the town website in short order great wonderful that'll be publicly available great all right so that concludes our open session discussions and agenda in a moment we'll ask for a first and a second to go into executive session to discuss the following personnel matters surrounding change in status and employee with will Z and stripling Tia matters surrounding possible change in status of an employee with Howard and stripling to and then legal matters surrounding follow-up discussion regarding disposition of real property with Thomas so with that can I get a first and a second to go into executive session second all in favor no one's opposed with that the meeting is concluded and thank you everybody
