2:30Thank you.
3:00Thank you.
3:30Thank you.
3:32Thank you.
3:32Thank you, Kathy.
3:35And that prayer was kind of apropos
3:37because this is National EMS Week,
3:40so I'm going to mention that in a minute here in my notes.
3:43I have a couple notes to go over tonight.
3:46First and foremost, I want to congratulate the school district
3:49on passing the budget.
3:51We had been working with the interim superintendent
3:55and a couple of board members on various items
3:58over the past couple months.
4:00And I can say I'm very happy that the budget got passed,
4:04and I think the interim superintendent
4:06is doing a very good job in righting a ship
4:10that had somewhat gone off course
4:12over the past couple of years.
4:15So I'm very happy that they're working
4:17on making things much better up there.
4:19A healthy school district makes for a healthy town,
4:22so it's good for all of us.
4:24All right, next, this week is National EMS Week,
4:27and I want to personally thank all the dedicated
4:29volunteers of both the Riverhead Volunteer Ambulance Corp.
4:34and the Wading River Fire Department,
4:36the other EMS provider in the town of Riverhead.
4:39We know you sacrificed time away from your families
4:42and friends on the weekends, in the middle of the night,
4:45during the workday, all the time,
4:48to respond when the call comes in that someone needs help.
4:52And on behalf of the five of us up here,
4:54although there's only four right now,
4:56thank you for your service.
4:58Truly heartfelt thanks.
4:59And also, anyone out there that's listening
5:03that might have an interest in getting involved
5:05as an EMS provider or knows someone who might,
5:08whether that be the recent graduate in your family
5:11or even a newly retired spouse
5:13or who finds themselves with extra time on their hands,
5:17consider joining the ARVAC family.
5:20ARVAC is Riverhead Volunteer Ambulance Corp.,
5:22and they'll be hosting their annual open house event
5:25this Saturday, May 25th, from 11 a.m. to 4 p.m.
5:29at their headquarters.
5:29Thank you.
5:29Thank you.
5:321111 Osborne Avenue. It's right across the street from the Talmadges Agway
5:37store. And they invite you to come down and explore the different ways you can
5:42get involved as an EMS provider and make a difference in your community. They will
5:47have demonstrations there. You'll be able to tour the inside of the ambulance. They
5:51can explain things to you that they use and it's really quite interesting. I know
5:55I went to one up in Wading River back in the spring. I'm sorry, back in the fall
6:01and it's really amazing how the equipment has evolved over the years. I
6:06was an EMT way back in the early 80s and just CPR alone they have machines
6:14actually now that do the chest compressions for you. It's pretty cool,
6:18pretty interesting stuff that they use nowadays. Ken, I know you're very familiar
6:22with it. So it would be good to stop up there. Stop up and say hello to our
6:26local EMS volunteers and you might be surprised at what you can learn up there.
6:30Thank you.
6:31Absolutely.
6:32Tomorrow, Thursday, May 23rd from 1 to 4 p.m. the Riverhead BID and the Chamber of
6:39Commerce are hosting a job fair on the town square downtown. Employers and
6:44employees are encouraged to stop by. There will be on-site interviews and
6:49opportunities to network with industry leaders. Anyone out there who might be
6:53looking for a job, stop by the town square tomorrow. On Sunday, May 26th,
7:00ask them in the chat box.
7:01Thank you.
7:032024 East End Art Mosaic Festival. The longest-running community chalk art festival on Long Island has been running since
7:111996 and is always a community favorite event. All are encouraged to come out and celebrate the arts,
7:18stroll Main Street, and watch artists in action as they transform squares of street into vibrant and moving works of art.
7:26There will also be family
7:28orientated activities, music, and local food trucks.
7:33It's always a great day. The incredible artists who go out there and
7:38sometimes that pavement gets pretty hot out there and they're putting chalk down and doing really great work.
7:43So I encourage you to attend.
7:47Next, as many of you are now aware, the public hearing regarding the DGEIS for the Comprehensive Plan Update has been adjourned to
7:55Wednesday, May 29th at 6 o'clock
7:58right here in the town boardroom.
8:01Participation can be accomplished by in-person or via Zoom and of course the hearing will be live-streamed
8:08online and on Channel 22.
8:10As a reminder to the residents,
8:13Town Hall will be closed Monday, May 27th in observance of Memorial Day holiday and will reopen on Tuesday, May
8:2128th at 8 30 a.m.
8:24Speaking of Memorial Day, Councilman Rothwell,
8:27you want to say something?
8:28I want to go over some details about the events.
8:30We do. We have a lot of events going on this weekend. If I can start off with first on Sunday.
8:36We in May 26, we're gonna have the Deshaun Briggs 5k run. That's gonna be over at the Epical Park on the 10,000 foot runway.
8:43It's a great event with fun food and we will have a military flyby, which is always very
8:49very moving.
8:50The event honors Tech Sergeant Deshaun Briggs who made the ultimate sacrifice while serving in the 106 New York State Air National Guard unit.
8:57As a special missions aviator.
9:01While deployed on March 15, 2018, Deshaun was one of seven men that was killed in a
9:06Pavehawk helicopter that they were riding and crashed in western Iraq near the Syrian border. This is a great tribute to him
9:13created by his wife Rebecca and his incredible kids.
9:18Registration will be on that Sunday. If you don't register online, you can register in person at 7 30. At 8 30
9:24there's gonna be a fun run and then at 9 30,
9:28there will be the 5k run and then those that are there to participate might even get a beer at the end of the race as well.
9:35So it's a great event. Fire Department participates as well.
9:38They do a nice draping of the flag along with different the Sheriff's Unit,
9:42police units all from around the area participate in this great family event and all the money is used to
9:49collect funds for student scholarships that will be given away and announcements will be made on that date as well.
9:54Moving into Monday Memorial Day.
9:56Um, there's going to be an event in the
9:57we're going to have Memorial Day Parade.
9:59It starts at 9 a.m. at the Pulaski Street School Monument.
10:02We'll ask participants to line up about 8, 15 in the morning,
10:05a little head start.
10:07The parade will go through its typical five stops,
10:11and we will end back after visiting World War II Monument.
10:16We'll go over to St. John's, then we'll go over to Riverhead Cemetery,
10:20and then eventually back to Pulaski Street School where we started.
10:23Supervisor will lead us in a nice little presentation as well,
10:27and then we invite people afterwards.
10:29We always note that when the Memorial Parade concludes,
10:33we do go over to St. Isidore Cemetery,
10:35and we do have a nice little prayer service over there as well
10:37to honor veterans over at St. Isidore Cemetery.
10:41And then people are welcome to go to the VFW afterwards
10:44for hot dogs and a nice little luncheon reception.
10:48Later on that day at 1 p.m., Calvary National Cemetery
10:51will have their Memorial Day service,
10:53so please welcome everyone to participate to go over to Calvary National Cemetery.
10:57And then I just say, as always, it's not just a barbecue weekend.
11:01Take some time, reflect on the men and women that served our country,
11:05those that gave our lives for our country,
11:06and like I usually typically do, stop by Riverhead Cemetery
11:10and just visit Garfield Langhorn,
11:11Congressional Medal of Honor recipient's location for his gravesite as well.
11:15So honor those, and we're grateful for all that's served.
11:18All the Hometown Hero banners will be up by Friday afternoon,
11:22so it's done by volunteers.
11:24It's a long, tedious method,
11:26but everyone will be hanging for the weekend.
11:28It's done by, when you say volunteers,
11:30you literally mean more than one,
11:33because usually it's only two, or maybe three at most.
11:36And it's the same two or three people every year.
11:39So certainly volunteers are needed to help with that.
11:42So we can always use help, but it's the feedback that we get on it.
11:46It's an incredible program.
11:48It is a great program.
11:49In addition to the Hometown Hero banner project,
11:51there are always ways to participate.
11:53If you are a graduate of Riverhead High School,
11:56or attended Riverhead High School,
11:57because we know some even left to go to Vietnam
12:01when they were just turning 18 in school,
12:03there is a Garfield Langhorn Wall of Honor.
12:05Please let us know.
12:06You can reach out to us or the school,
12:08and we can get your name on a wall of honor at the school.
12:10So that project is always ongoing.
12:13And our new cherry blossom tree,
12:15which we expect to pass a resolution today
12:17to honor our veterans with a cherry blossom tree,
12:19along with a granite monument,
12:20to be at Veterans Memorial Park.
12:22So there's lots of ways to thank our veterans.
12:25So thank you very much.
12:25Thank you for all the work you do with the veterans.
12:28We really appreciate that.
12:29Thank you.
12:30It's an honor.
12:30Thanks.
12:31Okay. One last just item to notice.
12:33Beach stickers are available here in Riverhead Town Hall,
12:37Monday through Friday, 830 to 430 in the afternoon.
12:40Memorial Day is somewhat the unofficial start of summer,
12:44and people will be going to the beaches.
12:46And stickers are needed from January 1st to December 31st.
12:51So don't think that you can go there now just
12:53because it's not July 4th or something,
12:55without a sticker, you may receive a summon.
12:58So make sure you get your stickers.
12:59You can also get them online.
13:01They're very easy to get.
13:02But make sure you get them before you go to the beaches.
13:05Okay. With that, we're going to move on to correspondence.
13:12Mr. Wooden, do we have any correspondence?
13:14We did.
13:15And if I could just take a few moments.
13:17We had some at the CPU meeting we had on Monday.
13:20There was some concern about correspondence coming
13:22into Town Hall, and I just want to clarify that.
13:24And I just want to clarify that.
13:25Anything that comes into the town clerk's office is time stamped,
13:29as long as it's in before Friday, before the town board meeting.
13:33It will be part of the agenda for the meeting coming up.
13:37They're scanned in, they're circulated
13:39to all the board members, and then they're made part
13:41of the agenda packet.
13:42So it's there.
13:44It's there, and this was all part of a plan
13:47that the supervisor Hubbard wanted to make sure
13:50that everybody was aware that their letters were being read,
13:53and that everybody, not only the board, but everybody,
13:55the board, but the world could see them.
13:57So if you go to the agenda packet for any meeting, any letter that came
14:00in that time, it would be displayed, and you can read it
14:02in its entirety if you care to.
14:04But this meeting coming up, we had three letters.
14:07We received two from John McAuliffe, one in reference to EPCAL,
14:10and one in reference to Soundview, which is a medical clinic.
14:16And then we had one from Deborah Conrad with comments
14:18about the charter school.
14:20And that concludes the correspondence.
14:22On the reports.
14:24Thank you.
14:24We have the tax receiver total collection as of May 8th
14:28at $100,550,000, and as of May 15th, $109,150,000.
14:39We also received from the tax receiver the utility payment
14:41report for the month of April at $269,989.16.
14:48The Riverhead Town Police Department gave their monthly
14:50report for the month of April, and the Riverhead Town Clerk
14:54report for the month of April.
14:53It was $8,740.82.
14:54And that concludes our reports.
14:55Okay.
14:56Thank you very much.
14:57Okay.
14:58At this point in time, I'm going to make a motion to close the town board meeting and
15:09open the CDA meeting.
15:10Do I have a motion to close the town board meeting?
15:13So moved.
15:14Second.
15:15All in favor?
15:16Aye.
15:17All opposed?
15:18Okay.
15:19CDA meeting is open, and I'm going to ask Deputy Supervisor Devin Hicks, who is the
15:20deputy supervisor, to come forward.
15:21Okay.
15:22And I'm going to ask Deputy Supervisor Devin Higgins to call to order the CDA meeting.
15:26Good evening to the town board.
15:27So we have no resolutions on the agenda tonight, so we're just going to open it up for public
15:32comment on any CDA-related matter.
15:34Okay.
15:35Do we have anybody in the audience who wants to make a comment on the CDA?
15:42And do we have anybody online?
15:44Having not seen anybody in the audience or nobody online, I would make a motion that
15:50we close the-
15:51We just need an adjournment.
15:53Yep.
15:54Close the CDA meeting and open up again the town board.
15:58Reopen the town board meeting, so we'll just take a quick vote, assuming everybody is not
16:02objectionable to that.
16:03The town board meeting is reopened.
16:05Thank you.
16:06That was a very well-run, coordinated meeting.
16:09Okay.
16:10All right.
16:11At this point in time, we're going to go on to the public.
16:17We have one public hearing on for tonight.
16:20And it's a petition for water main extension.
16:23And I believe we have Mr. John Collins here from H2M to introduce it for us.
16:29Mr. Collins, how are you?
16:32Good.
16:33Good evening, Supervisor, town board.
16:35I'm here on behalf of Frank and John, who both couldn't make it, kind of like the third
16:42leg or third string.
16:44But I'm here to present a map and plan for 205 Osborne Avenue development.
16:49If you recall, this was presented to the board approximately 18 months ago.
16:56We're here back to ask your approval on a revised plan.
17:00The development hasn't changed.
17:02It's still going to consist of about 4,400 square feet of also space and 39 residential
17:09apartments.
17:10The water demands aren't going to change.
17:11It's still going to be about 800 gallons per day and still going to require about 2,000
17:17gallons per minute for hydrant flow.
17:18What we're here to do, what we're here is to present a revised plan which reflects a
17:25revised scope of work required by the developer.
17:28So the work required by the developer includes a replacement of about 600 feet of six-inch
17:34cast iron water main with 10-inch, two new hydrants, one out in front of the library,
17:38one on Osborne Avenue, all at a capital cost not to exceed of $521,000.
17:45That being said, key monies are also being assessed.
17:47The monies are also being assessed to this project.
17:49They still stay the same at $76,094.
17:52Board, do you have any questions?
17:59Okay.
18:00Do we have anybody in the audience who would like to comment on this public hearing?
18:06Do we have anybody online?
18:07We do not.
18:08Okay.
18:09Well, at this point in time, we will close the public hearing.
18:12We will leave it open for written comment until Friday, May 31st.
18:16Okay.
18:17So with that, you can write in comments if you need to.
18:20If you can't make a comment tonight, Mr. Collins, I thank you very much for coming in.
18:24Thank you very much.
18:25And we will close the public hearing.
18:26Thank you.
18:27This is going too smooth tonight, folks.
18:32What's going to happen?
18:33I know something bad is going to happen.
18:36Okay.
18:39We're now open for comments on any resolution in tonight's packet.
18:44Comments on any resolution in tonight's packet.
18:46Do I have anybody in the audience who would like to comment on any resolution?
18:53Seeing nobody, do we have anybody online that would like to comment?
18:57We do not.
18:58Where is everybody tonight?
18:59The weather is beautiful.
19:00Okay.
19:01The weather is gorgeous.
19:02Yeah, I know.
19:03I get it.

19:06The Rangers game.
19:08We have time for that, though.
19:09A little bit.
19:10Right, Mr. Rotha?
19:11We have a little bit of time.
19:12You never know.
19:13Okay.
19:14All right.
19:15Moving on to resolutions.

47:16Anybody who would like to make any comments whatsoever?
47:19Any comments whatsoever?
47:33Hi. Good evening. Larry Oxman.
47:37I'm the president of the Long Island Science Center.
47:42First, just a thank you for getting rid of the speed bumps.
47:46In the parking lot.
47:47Yeah, we appreciate that.
47:49So, very good.
47:51I wanted to talk about the resolution that you just passed,
47:54Resolution 2024-505,
47:58which is authorizing the town to, I guess,
48:02negotiate on the purchase of the building that we own downtown.
48:11I was very surprised about this resolution coming on.
48:16In fact, I wouldn't have known about it had the press not discovered
48:20that it was added to the packet after the work session.
48:24So, I'm kind of curious, did you guys discuss this at all?
48:27There was no discussion right now.
48:31There obviously wasn't a discussion at the work session
48:34because it wasn't part of the work session.
48:36So, did you guys discuss this?
48:38The discussions that were held on it were done under executive session,
48:43under contract and real property.
48:45Okay.
48:46So, I've been tracking the executive session agendas.
48:49And unless I'm mistaken, I've never seen this on the agenda.
48:53I believe that you're supposed to talk about what's on the agenda,
48:56but not the contents of the agenda.
48:59It was definitely on the agenda, without a doubt.
49:01Okay. I'd like to see that.
49:08You know,
49:11there's a perception that the Science Center
49:14has been doing nothing.
49:16That we're stalling, whatever, we can't do it,
49:21as far as renovating the building.
49:23And that's just not true.
49:25I mean, Supervisor Hubbard, since you became supervisor,
49:31I actually met with you when you were supervisor-elect.
49:34I've met with other council people.
49:37I met with you afterwards.
49:39And I met with you as recently as a couple of weeks ago.
49:41And, you know, we don't have to discuss what was discussed.
49:44But this is kind of coming out of left field.
49:50I thought that this administration was different
49:52than the previous administration.
49:54And I believe that you had wanted us to be there.
49:56So, we've, for the record,
50:00we have received $1 million from the county.
50:05We've actually taken receipt and our first advances in our bank.
50:09We are preparing to renovate the building.
50:12So, our goal was to be open.
50:14And we've been open and running by the fall.
50:17We really hoped that we would be up and running for the summer.
50:20But there's been delays.
50:22We seem to be having difficulty getting our building permits.
50:28So, not quite sure why that is.
50:32As recently as today, we've given the town building department the,
50:40we've answered and addressed some of the questions.
50:42And we've been able to get them.
50:43Thank you.
50:42Thank you.
50:43Thank you.
50:40Thank you.
50:42Thank you.
50:42Thank you.
50:42Thank you.
50:42Thank you.
50:43Thank you.
50:43Thank you.
50:43Thank you.
50:43Thank you.
50:43Thank you.
50:44Thank you.
50:44Thank you.
50:44Thank you.
50:44Thank you.
50:44Thank you.
50:45Thank you.
50:45Thank you.
50:45Thank you.
50:46help us expedite getting the building permits um i've been trying to meet with don thomas since uh
50:53january nothing so and that was as a result of a meeting with with bob bob kern who suggested that
51:03that we another board member meet with dawn because she would be familiar with what was
51:09happening at the town square can't get that meeting so got a long chain of emails going
51:16back and forth i don't understand why we can't get that meeting don also said at a recent public
51:23meeting that the plans were pretty well underway or finished for the design of the town square
51:35we were never asked to participate in that one iota
51:39originally we were working with uh uda very long we were coordinating how the science
51:46center would interact with the town square we were making revisions to help the town at one
51:54point we were considering taking the crafted who was in a building that you own town owns and
52:03it was becoming problematic they needed to find a new home well it looks like from one of the
52:08buildings in the town square there might be a space in the town space in the town space space
52:07Well, it looks like from one of the resolutions you'll end up, I guess, buying them out.
52:12But we did that to accommodate the town.
52:15So there's always been a dialogue on our part to work with the town.
52:21I don't understand why we've been left out.
52:24Well, I guess I do now.
52:27But previously it was really, I didn't understand why.
52:33How the town square would be built around our building, at what elevation.
52:41We had no answers.
52:43So, you know, just to wind it up, I heard the buzzer.
52:49For the record, I'm a volunteer.
52:50I don't get paid for this at all.
52:53My joy is seeing children smile as we educate them.
52:58My joy is to know that there'll be this type of a facility where I thought there would
53:03be this type of a facility for the community in Riverhead.
53:07That's what I get out of this.
53:08There's nothing monetarily.
53:11So I guess I'll wait to hear from the town.
53:18So very surprised, guys.
53:21People, sorry.
53:22Thank you.
53:23Thank you, Larry.
53:25Do we have anybody else for comments on any matters?
53:31Okay.
53:32Thank you.
53:33Thank you.
53:35Thank you.
53:36Thank you.

53:59Thank you.
54:00Thank you.
54:01Thank you.
54:02At night, it's even more people.
54:04We're sort of, and we appreciate everything Riverhead Town is doing for pickleball.
54:09It's the fastest growing sport in America, I believe.
54:12We have courts at South Jamesport, at Stotsky, and the three dedicated courts at Vets.
54:18It seems like it's attracting a lot of attention.
54:20And the frustration is so many people show up, and there's people of different levels, and we only have three courts.
54:28So I'm just here to see if there's any plans or to ask the board to consider plans maybe to dedicate more space and create maybe three more courts.
54:40I know the town of South Hold and Brookhaven and Islip have huge dedicated courts that are able to accommodate in one location all people of all different levels.
54:56And I didn't know if there's some.
54:58kind of process or a way of considering this for the budget for next year.
55:02And I just wanted to get some feedback from you guys.
55:07We can look at it.
55:08But I'm also I don't I'm not sure if you're aware that the pickleball facility is being built in the old Kmart.
55:16Yes. In Riverhead.
55:17So that's going to provide an additional.
55:19I'm not sure how many courts.
55:20I know it's quite a few.
55:21Right. So that's an option also.
55:24And I wouldn't want to rush out and build more town courts.
55:28If once they open up it kind of levels off.
55:31So I think we would approach it from that angle.
55:34I have no problem if there is if there's a true need after the public private place opens up if there's still a true need.
55:42I have no I no problem talking to the board and seeing what we can do because it's a huge sport and the number of residents at play.
55:50It's incredible.
55:51There's not a time I drive past Stotsky Park that they're not set up playing South James for it at the town beach out there.
55:58And again up at Veterans Park like you said this there's always people up there playing.
56:02And I'm glad to see that.
56:03But let's let's just take a little bit of a hold on it and see how the indoor place does.
56:09And if there's still a great need for it then we can address that.
56:12The indoor place is going to be you know really help us during the colder weather.
56:17Sure.
56:18Sure.
56:18I'm in the warmer weather.
56:19Everyone seems to be showing up at Vets Park and it's it if any of you have the opportunity to come down in the evening.
56:27We had more.
56:27We had more.
56:27We had more.
56:27We had more.
56:27We had more.
56:27We had more.
56:27We had more.
56:27We had more.
56:28We had more people than even in the mornings.
56:29And I'm just there Monday through Friday in the morning from like 9 to 12.
56:34And we're getting creating a lot of frustration trying to accommodate everybody and rotate
56:38everyone through.
56:39And we're trying to teach the new players.
56:42The recreation department is doing a great job of accommodating pickleball.
56:46I just like to just you know do what I can to advocate for Vets Park that we can get
56:53some more courts.
56:53If you could look at the courts that they have in South Hold and in Brookhaven.
56:57And I slip there's numerous courts in one location and it's really really working well.
57:04I will say the three locations we have them are great because not only does it address all three areas of the town but they're also not in a residential area because if you read the paper sometimes a lot of towns are struggling with the noise from the the the pickleball hitting the paddle.
57:23So it creates issues in residential as all three of these areas are perfectly located.
57:27So I appreciate that.
57:29I know we're also doing a sports.
57:32Yes.
57:32So it is.
57:33It was brought up during the sports complex study that's going to be up.
57:37So what we're ultimately looking at and we do we got a matching grant from the state of New York.
57:42So the state of New York put up thirty five thousand the town put up thirty five thousand for seventy thousand dollars sports complex study.
57:48We basically would be taking veterans Memorial Park from where you're playing now.
57:52You know they're expanding it up to as far as the seven thousand foot runway.
57:57So it's just a tentative plan.
57:59But one of the things they do is they see like what's the level of excitement in the area.
58:03Is it lacrosse fields that we need.
58:04Is it pick a ball.
58:05Is it football fields more in a tournament style.
58:08So in other words it wouldn't say they wouldn't come back with a suggestion of put put one football field one basketball court.
58:14It'd be more like a multitude of pick a ball is where it's at right now in Long Island.
58:18And that's the future.
58:19They may say you need to build an eight you know eight court complex ten court complex to have you know large type of.
58:27You know contests whatever you know like events you know where you can have you know winner champions you know that type of thing.
58:36A tournament.
58:36So I couldn't think of tournaments.
58:38And so that's really what they look for.
58:41That study is very much nearing completion.
58:44So we expect to see the results of that study within just perhaps in the next two weeks or so to see the results of that.
58:50Then it'll be you know the results will be brought to the town board as well as the recreation department community and then we'll think about what we can do.
58:57What we can allocate to go to the next step and what they would do is then it would potentially lead to a private partnership you know and town together so that town doesn't have the funds to just necessarily go out and build ten pick a ball courts.
59:12But a developer may so an independent developer may say we we can build you the complex that you want and we can put a restaurant as well and bathrooms and other facilities up there and people can purchase memberships in all different types of ways and that's what the second step with that.
59:25But we'll see what the results.
59:26The other thing I just want to add.
59:27You very close by so you have a police officers memorial Park which is also known as Bayberry Park.
59:33We just had the tennis courts we finished last year so they're completed they look beautiful and I think Ray was his intention also to strike them for pick a ball as well so they can alternate between that's great.
59:45That's only a mile and a half away from where you're playing now.
59:48I agree.
59:49And thank you so much I best part is really becoming it's a great thing for community life at one time I think all fields.
59:57It is a dog park and yeah it's a bit you know if you stop by some evening or even during the day it's just overflowing with people playing pickleball coach it is a great need.
1:00:09But then you get in permanent restrooms up there shortly and really I'm you're getting an expanded parking lot facility with curbs and drainage so the town board of the supervisors been absolutely awesome.
1:00:19Towards gaining this funding and putting these aside so construction the survey part is done for the new parking lot.
1:00:25On you'll see the drainage working in the.
1:00:28Next week or 2.
1:00:29And followed by curbs and pavements so when it's going to also the.
1:00:33There is a you know the trailer up there for restrooms right now we got a new larger size trailer it's got like a 10 units now instead that's primarily up there you know.
1:00:42That's year round when the concrete structure comes that trail is going to be moved over to where the basketball I'm sorry with the baseball fields are so that you'll have a recreation bathrooms on both sides of the park so things are expanding up there to accommodate you.
1:00:57And great year right now we're using a port-a-potty and we don't even have a garbage can if there's some way we could talk yeah we can get that yeah this should be garbage cans up there so yeah I don't know what may be doing maybe they just didn't put him out yet maybe they get more out by Memorial Day we look into that one by the pickleball courts yeah the big help.
1:01:15But I really appreciate all you guys are doing the recreation partner is doing a great job accommodating the pickleball and I just figured let you know that of the need.
1:01:25Thank you just go 100 yards.
1:01:27The east of the restrooms that are so much nicer thanks because I've got thank you.
1:01:35Denise.

Thank you. Thank you. Thank you.

Thank you. Thank you.

Thank you. Thank you. Thank you. Thank you. Thank you, Kathy. And that prayer was kind of apropos because this is National EMS Week, so I'm going to mention that in a minute here in my notes. I have a couple notes to go over tonight. First and foremost, I want to congratulate the school district on passing the budget. We had been working with the interim superintendent and a couple of board members on various items over the past couple months. And I can say I'm very happy that the budget got passed, and I think the interim superintendent is doing a very good job in righting a ship that had somewhat gone off course over the past couple of years. So I'm very happy that they're working on making things much better up there. A healthy school district makes for a healthy town, so it's good for all of us. All right, next, this week is National EMS Week, and I want to personally thank all the dedicated volunteers of both the Riverhead Volunteer Ambulance Corp. and the Wading River Fire Department, the other EMS provider in the town of Riverhead. We know you sacrificed time away from your families and friends on the weekends, in the middle of the night, during the workday, all the time, to respond when the call comes in that someone needs help. And on behalf of the five of us up here, although there's only four right now, thank you for your service. Truly heartfelt thanks. And also, anyone out there that's listening that might have an interest in getting involved as an EMS provider or knows someone who might, whether that be the recent graduate in your family or even a newly retired spouse or who finds themselves with extra time on their hands, consider joining the ARVAC family. ARVAC is Riverhead Volunteer Ambulance Corp., and they'll be hosting their annual open house event this Saturday, May 25th, from 11 a.m. to 4 p.m. at their headquarters. Thank you. Thank you. 1111 Osborne Avenue. It's right across the street from the Talmadges Agway store. And they invite you to come down and explore the different ways you can get involved as an EMS provider and make a difference in your community. They will have demonstrations there. You'll be able to tour the inside of the ambulance. They can explain things to you that they use and it's really quite interesting. I know I went to one up in Wading River back in the spring. I'm sorry, back in the fall and it's really amazing how the equipment has evolved over the years. I was an EMT way back in the early 80s and just CPR alone they have machines actually now that do the chest compressions for you. It's pretty cool, pretty interesting stuff that they use nowadays. Ken, I know you're very familiar with it. So it would be good to stop up there. Stop up and say hello to our local EMS volunteers and you might be surprised at what you can learn up there. Thank you. Absolutely. Tomorrow, Thursday, May 23rd from 1 to 4 p.m. the Riverhead BID and the Chamber of Commerce are hosting a job fair on the town square downtown. Employers and employees are encouraged to stop by. There will be on-site interviews and opportunities to network with industry leaders. Anyone out there who might be looking for a job, stop by the town square tomorrow. On Sunday, May 26th, ask them in the chat box. Thank you. 2024 East End Art Mosaic Festival. The longest-running community chalk art festival on Long Island has been running since 1996 and is always a community favorite event. All are encouraged to come out and celebrate the arts, stroll Main Street, and watch artists in action as they transform squares of street into vibrant and moving works of art. There will also be family orientated activities, music, and local food trucks. It's always a great day. The incredible artists who go out there and sometimes that pavement gets pretty hot out there and they're putting chalk down and doing really great work. So I encourage you to attend. Next, as many of you are now aware, the public hearing regarding the DGEIS for the Comprehensive Plan Update has been adjourned to Wednesday, May 29th at 6 o'clock right here in the town boardroom. Participation can be accomplished by in-person or via Zoom and of course the hearing will be live-streamed online and on Channel 22. As a reminder to the residents, Town Hall will be closed Monday, May 27th in observance of Memorial Day holiday and will reopen on Tuesday, May 28th at 8 30 a.m. Speaking of Memorial Day, Councilman Rothwell, you want to say something? I want to go over some details about the events. We do. We have a lot of events going on this weekend. If I can start off with first on Sunday. We in May 26, we're gonna have the Deshaun Briggs 5k run. That's gonna be over at the Epical Park on the 10,000 foot runway. It's a great event with fun food and we will have a military flyby, which is always very very moving. The event honors Tech Sergeant Deshaun Briggs who made the ultimate sacrifice while serving in the 106 New York State Air National Guard unit. As a special missions aviator. While deployed on March 15, 2018, Deshaun was one of seven men that was killed in a Pavehawk helicopter that they were riding and crashed in western Iraq near the Syrian border. This is a great tribute to him created by his wife Rebecca and his incredible kids. Registration will be on that Sunday. If you don't register online, you can register in person at 7 30. At 8 30 there's gonna be a fun run and then at 9 30, there will be the 5k run and then those that are there to participate might even get a beer at the end of the race as well. So it's a great event. Fire Department participates as well. They do a nice draping of the flag along with different the Sheriff's Unit, police units all from around the area participate in this great family event and all the money is used to collect funds for student scholarships that will be given away and announcements will be made on that date as well. Moving into Monday Memorial Day. Um, there's going to be an event in the we're going to have Memorial Day Parade. It starts at 9 a.m. at the Pulaski Street School Monument. We'll ask participants to line up about 8, 15 in the morning, a little head start. The parade will go through its typical five stops, and we will end back after visiting World War II Monument. We'll go over to St. John's, then we'll go over to Riverhead Cemetery, and then eventually back to Pulaski Street School where we started. Supervisor will lead us in a nice little presentation as well, and then we invite people afterwards. We always note that when the Memorial Parade concludes, we do go over to St. Isidore Cemetery, and we do have a nice little prayer service over there as well to honor veterans over at St. Isidore Cemetery. And then people are welcome to go to the VFW afterwards for hot dogs and a nice little luncheon reception. Later on that day at 1 p.m., Calvary National Cemetery will have their Memorial Day service, so please welcome everyone to participate to go over to Calvary National Cemetery. And then I just say, as always, it's not just a barbecue weekend. Take some time, reflect on the men and women that served our country, those that gave our lives for our country, and like I usually typically do, stop by Riverhead Cemetery and just visit Garfield Langhorn, Congressional Medal of Honor recipient's location for his gravesite as well. So honor those, and we're grateful for all that's served. All the Hometown Hero banners will be up by Friday afternoon, so it's done by volunteers. It's a long, tedious method, but everyone will be hanging for the weekend. It's done by, when you say volunteers, you literally mean more than one, because usually it's only two, or maybe three at most. And it's the same two or three people every year. So certainly volunteers are needed to help with that. So we can always use help, but it's the feedback that we get on it. It's an incredible program. It is a great program. In addition to the Hometown Hero banner project, there are always ways to participate. If you are a graduate of Riverhead High School, or attended Riverhead High School, because we know some even left to go to Vietnam when they were just turning 18 in school, there is a Garfield Langhorn Wall of Honor. Please let us know. You can reach out to us or the school, and we can get your name on a wall of honor at the school. So that project is always ongoing. And our new cherry blossom tree, which we expect to pass a resolution today to honor our veterans with a cherry blossom tree, along with a granite monument, to be at Veterans Memorial Park. So there's lots of ways to thank our veterans. So thank you very much. Thank you for all the work you do with the veterans. We really appreciate that. Thank you. It's an honor. Thanks. Okay. One last just item to notice. Beach stickers are available here in Riverhead Town Hall, Monday through Friday, 830 to 430 in the afternoon. Memorial Day is somewhat the unofficial start of summer, and people will be going to the beaches. And stickers are needed from January 1st to December 31st. So don't think that you can go there now just because it's not July 4th or something, without a sticker, you may receive a summon. So make sure you get your stickers. You can also get them online. They're very easy to get. But make sure you get them before you go to the beaches. Okay. With that, we're going to move on to correspondence. Mr. Wooden, do we have any correspondence? We did. And if I could just take a few moments. We had some at the CPU meeting we had on Monday. There was some concern about correspondence coming into Town Hall, and I just want to clarify that. And I just want to clarify that. Anything that comes into the town clerk's office is time stamped, as long as it's in before Friday, before the town board meeting. It will be part of the agenda for the meeting coming up. They're scanned in, they're circulated to all the board members, and then they're made part of the agenda packet. So it's there. It's there, and this was all part of a plan that the supervisor Hubbard wanted to make sure that everybody was aware that their letters were being read, and that everybody, not only the board, but everybody, the board, but the world could see them. So if you go to the agenda packet for any meeting, any letter that came in that time, it would be displayed, and you can read it in its entirety if you care to. But this meeting coming up, we had three letters. We received two from John McAuliffe, one in reference to EPCAL, and one in reference to Soundview, which is a medical clinic. And then we had one from Deborah Conrad with comments about the charter school. And that concludes the correspondence. On the reports. Thank you. We have the tax receiver total collection as of May 8th at $100,550,000, and as of May 15th, $109,150,000. We also received from the tax receiver the utility payment report for the month of April at $269,989.16. The Riverhead Town Police Department gave their monthly report for the month of April, and the Riverhead Town Clerk report for the month of April. It was $8,740.82. And that concludes our reports. Okay. Thank you very much. Okay. At this point in time, I'm going to make a motion to close the town board meeting and open the CDA meeting. Do I have a motion to close the town board meeting? So moved. Second. All in favor? Aye. All opposed? Okay. CDA meeting is open, and I'm going to ask Deputy Supervisor Devin Hicks, who is the deputy supervisor, to come forward. Okay. And I'm going to ask Deputy Supervisor Devin Higgins to call to order the CDA meeting. Good evening to the town board. So we have no resolutions on the agenda tonight, so we're just going to open it up for public comment on any CDA-related matter. Okay. Do we have anybody in the audience who wants to make a comment on the CDA? And do we have anybody online? Having not seen anybody in the audience or nobody online, I would make a motion that we close the- We just need an adjournment. Yep. Close the CDA meeting and open up again the town board. Reopen the town board meeting, so we'll just take a quick vote, assuming everybody is not objectionable to that. The town board meeting is reopened. Thank you. That was a very well-run, coordinated meeting. Okay. All right. At this point in time, we're going to go on to the public. We have one public hearing on for tonight. And it's a petition for water main extension. And I believe we have Mr. John Collins here from H2M to introduce it for us. Mr. Collins, how are you? Good. Good evening, Supervisor, town board. I'm here on behalf of Frank and John, who both couldn't make it, kind of like the third leg or third string. But I'm here to present a map and plan for 205 Osborne Avenue development. If you recall, this was presented to the board approximately 18 months ago. We're here back to ask your approval on a revised plan. The development hasn't changed. It's still going to consist of about 4,400 square feet of also space and 39 residential apartments. The water demands aren't going to change. It's still going to be about 800 gallons per day and still going to require about 2,000 gallons per minute for hydrant flow. What we're here to do, what we're here is to present a revised plan which reflects a revised scope of work required by the developer. So the work required by the developer includes a replacement of about 600 feet of six-inch cast iron water main with 10-inch, two new hydrants, one out in front of the library, one on Osborne Avenue, all at a capital cost not to exceed of $521,000. That being said, key monies are also being assessed. The monies are also being assessed to this project. They still stay the same at $76,094. Board, do you have any questions? No. No. Okay. Do we have anybody in the audience who would like to comment on this public hearing? Do we have anybody online? We do not. Okay. Well, at this point in time, we will close the public hearing. We will leave it open for written comment until Friday, May 31st. Okay. So with that, you can write in comments if you need to. If you can't make a comment tonight, Mr. Collins, I thank you very much for coming in. Thank you very much. And we will close the public hearing. Thank you. This is going too smooth tonight, folks. What's going to happen? I know something bad is going to happen. Okay. We're now open for comments on any resolution in tonight's packet. Comments on any resolution in tonight's packet. Do I have anybody in the audience who would like to comment on any resolution? Seeing nobody, do we have anybody online that would like to comment? We do not. Where is everybody tonight? The weather is beautiful. Okay. The weather is gorgeous. Yeah, I know. I get it. What's that? The New York Rangers. The Rangers game. We have time for that, though. A little bit. Right, Mr. Rotha? We have a little bit of time. You never know. Okay. All right. Moving on to resolutions. We will read the resolutions, and since we have no questions on them, let's go ahead. All right. It's going to be hard to make up, but I think you've done some good training with the person who's going to take over for you, and I think we'll be in good hands, and we know that you're just a phone call away. So nothing but the best to you and your family and your retirement. Anybody who would like to make any comments whatsoever? Any comments whatsoever?

Hi. Good evening. Larry Oxman. I'm the president of the Long Island Science Center. First, just a thank you for getting rid of the speed bumps. In the parking lot. Yeah, we appreciate that. So, very good. I wanted to talk about the resolution that you just passed, Resolution 2024-505, which is authorizing the town to, I guess, negotiate on the purchase of the building that we own downtown.

I was very surprised about this resolution coming on. In fact, I wouldn't have known about it had the press not discovered that it was added to the packet after the work session. So, I'm kind of curious, did you guys discuss this at all? There was no discussion right now. There obviously wasn't a discussion at the work session because it wasn't part of the work session. So, did you guys discuss this? The discussions that were held on it were done under executive session, under contract and real property. Okay. So, I've been tracking the executive session agendas. And unless I'm mistaken, I've never seen this on the agenda. I believe that you're supposed to talk about what's on the agenda, but not the contents of the agenda. It was definitely on the agenda, without a doubt. Okay. I'd like to see that.

You know, there's a perception that the Science Center has been doing nothing. That we're stalling, whatever, we can't do it, as far as renovating the building. And that's just not true. I mean, Supervisor Hubbard, since you became supervisor, I actually met with you when you were supervisor-elect. I've met with other council people. I met with you afterwards. And I met with you as recently as a couple of weeks ago. And, you know, we don't have to discuss what was discussed. But this is kind of coming out of left field. I thought that this administration was different than the previous administration. And I believe that you had wanted us to be there. So, we've, for the record, we have received $1 million from the county. We've actually taken receipt and our first advances in our bank. We are preparing to renovate the building. So, our goal was to be open. And we've been open and running by the fall. We really hoped that we would be up and running for the summer. But there's been delays. We seem to be having difficulty getting our building permits. So, not quite sure why that is. As recently as today, we've given the town building department the, we've answered and addressed some of the questions. And we've been able to get them. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. help us expedite getting the building permits um i've been trying to meet with don thomas since uh january nothing so and that was as a result of a meeting with with bob bob kern who suggested that that we another board member meet with dawn because she would be familiar with what was happening at the town square can't get that meeting so got a long chain of emails going back and forth i don't understand why we can't get that meeting don also said at a recent public meeting that the plans were pretty well underway or finished for the design of the town square we were never asked to participate in that one iota originally we were working with uh uda very long we were coordinating how the science center would interact with the town square we were making revisions to help the town at one point we were considering taking the crafted who was in a building that you own town owns and it was becoming problematic they needed to find a new home well it looks like from one of the buildings in the town square there might be a space in the town space in the town space space Well, it looks like from one of the resolutions you'll end up, I guess, buying them out. But we did that to accommodate the town. So there's always been a dialogue on our part to work with the town. I don't understand why we've been left out. Well, I guess I do now. But previously it was really, I didn't understand why. How the town square would be built around our building, at what elevation. We had no answers. So, you know, just to wind it up, I heard the buzzer. For the record, I'm a volunteer. I don't get paid for this at all. My joy is seeing children smile as we educate them. My joy is to know that there'll be this type of a facility where I thought there would be this type of a facility for the community in Riverhead. That's what I get out of this. There's nothing monetarily. So I guess I'll wait to hear from the town. So very surprised, guys. People, sorry. Thank you. Thank you, Larry. Do we have anybody else for comments on any matters? Okay. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. At night, it's even more people. We're sort of, and we appreciate everything Riverhead Town is doing for pickleball. It's the fastest growing sport in America, I believe. We have courts at South Jamesport, at Stotsky, and the three dedicated courts at Vets. It seems like it's attracting a lot of attention. And the frustration is so many people show up, and there's people of different levels, and we only have three courts. So I'm just here to see if there's any plans or to ask the board to consider plans maybe to dedicate more space and create maybe three more courts. I know the town of South Hold and Brookhaven and Islip have huge dedicated courts that are able to accommodate in one location all people of all different levels. And I didn't know if there's some. kind of process or a way of considering this for the budget for next year. And I just wanted to get some feedback from you guys. We can look at it. But I'm also I don't I'm not sure if you're aware that the pickleball facility is being built in the old Kmart. Yes. In Riverhead. So that's going to provide an additional. I'm not sure how many courts. I know it's quite a few. Right. So that's an option also. And I wouldn't want to rush out and build more town courts. If once they open up it kind of levels off. So I think we would approach it from that angle. I have no problem if there is if there's a true need after the public private place opens up if there's still a true need. I have no I no problem talking to the board and seeing what we can do because it's a huge sport and the number of residents at play. It's incredible. There's not a time I drive past Stotsky Park that they're not set up playing South James for it at the town beach out there. And again up at Veterans Park like you said this there's always people up there playing. And I'm glad to see that. But let's let's just take a little bit of a hold on it and see how the indoor place does. And if there's still a great need for it then we can address that. The indoor place is going to be you know really help us during the colder weather. Sure. Sure. I'm in the warmer weather. Everyone seems to be showing up at Vets Park and it's it if any of you have the opportunity to come down in the evening. We had more. We had more. We had more. We had more. We had more. We had more. We had more. We had more. We had more people than even in the mornings. And I'm just there Monday through Friday in the morning from like 9 to 12. And we're getting creating a lot of frustration trying to accommodate everybody and rotate everyone through. And we're trying to teach the new players. The recreation department is doing a great job of accommodating pickleball. I just like to just you know do what I can to advocate for Vets Park that we can get some more courts. If you could look at the courts that they have in South Hold and in Brookhaven. And I slip there's numerous courts in one location and it's really really working well. I will say the three locations we have them are great because not only does it address all three areas of the town but they're also not in a residential area because if you read the paper sometimes a lot of towns are struggling with the noise from the the the pickleball hitting the paddle. So it creates issues in residential as all three of these areas are perfectly located. So I appreciate that. I know we're also doing a sports. Yes. So it is. It was brought up during the sports complex study that's going to be up. So what we're ultimately looking at and we do we got a matching grant from the state of New York. So the state of New York put up thirty five thousand the town put up thirty five thousand for seventy thousand dollars sports complex study. We basically would be taking veterans Memorial Park from where you're playing now. You know they're expanding it up to as far as the seven thousand foot runway. OK. So it's just a tentative plan. But one of the things they do is they see like what's the level of excitement in the area. Is it lacrosse fields that we need. Is it pick a ball. Is it football fields more in a tournament style. So in other words it wouldn't say they wouldn't come back with a suggestion of put put one football field one basketball court. It'd be more like a multitude of pick a ball is where it's at right now in Long Island. And that's the future. They may say you need to build an eight you know eight court complex ten court complex to have you know large type of. You know contests whatever you know like events you know where you can have you know winner champions you know that type of thing. A tournament. So I couldn't think of tournaments. And so that's really what they look for. That study is very much nearing completion. So we expect to see the results of that study within just perhaps in the next two weeks or so to see the results of that. Then it'll be you know the results will be brought to the town board as well as the recreation department community and then we'll think about what we can do. What we can allocate to go to the next step and what they would do is then it would potentially lead to a private partnership you know and town together so that town doesn't have the funds to just necessarily go out and build ten pick a ball courts. But a developer may so an independent developer may say we we can build you the complex that you want and we can put a restaurant as well and bathrooms and other facilities up there and people can purchase memberships in all different types of ways and that's what the second step with that. But we'll see what the results. The other thing I just want to add. You very close by so you have a police officers memorial Park which is also known as Bayberry Park. We just had the tennis courts we finished last year so they're completed they look beautiful and I think Ray was his intention also to strike them for pick a ball as well so they can alternate between that's great. That's only a mile and a half away from where you're playing now. I agree. And thank you so much I best part is really becoming it's a great thing for community life at one time I think all fields. It is a dog park and yeah it's a bit you know if you stop by some evening or even during the day it's just overflowing with people playing pickleball coach it is a great need. But then you get in permanent restrooms up there shortly and really I'm you're getting an expanded parking lot facility with curbs and drainage so the town board of the supervisors been absolutely awesome. Towards gaining this funding and putting these aside so construction the survey part is done for the new parking lot. On you'll see the drainage working in the. Next week or 2. And followed by curbs and pavements so when it's going to also the. There is a you know the trailer up there for restrooms right now we got a new larger size trailer it's got like a 10 units now instead that's primarily up there you know. That's year round when the concrete structure comes that trail is going to be moved over to where the basketball I'm sorry with the baseball fields are so that you'll have a recreation bathrooms on both sides of the park so things are expanding up there to accommodate you. And great year right now we're using a port-a-potty and we don't even have a garbage can if there's some way we could talk yeah we can get that yeah this should be garbage cans up there so yeah I don't know what may be doing maybe they just didn't put him out yet maybe they get more out by Memorial Day we look into that one by the pickleball courts yeah the big help. But I really appreciate all you guys are doing the recreation partner is doing a great job accommodating the pickleball and I just figured let you know that of the need. Thank you just go 100 yards. For. The east of the restrooms that are so much nicer thanks because I've got thank you. Denise. Okay so you're coming up anybody else would like to come up for a public comment on any matter those who. We have nobody online. Well you know what I thank everybody for coming out tonight I also want to thank. Craig Bergman was standing by online. Tonight in case we had some questions involving the comprehensive plan so thank you Greg for being there for us and I wish everybody a very wonderful Memorial Day weekend don't forget what it's about it's not about barbecues and swimming and all that the bottom line is the memory and memorialization of all the men and women that have allowed us to.
