Thank you. Thank you. Thank you. Thank you. Thank you, Kathy. And that prayer was kind of apropos because this is National EMS Week, so I'm going to mention that in a minute here in my notes. I have a couple notes to go over tonight. First and foremost, I want to congratulate the school district on passing the budget. We had been working with the interim superintendent and a couple of board members on various items over the past couple months. And I can say I'm very happy that the budget got passed, and I think the interim superintendent is doing a very good job in righting a ship that had somewhat gone off course over the past couple of years. So I'm very happy that they're working on making things much better up there. A healthy school district makes for a healthy town, so it's good for all of us. All right, next, this week is National EMS Week, and I want to personally thank all the dedicated volunteers of both the Riverhead Volunteer Ambulance Corp. and the Wading River Fire Department, the other EMS provider in the town of Riverhead. We know you sacrificed time away from your families and friends on the weekends, in the middle of the night, during the workday, all the time, to respond when the call comes in that someone needs help. And on behalf of the five of us up here, although there's only four right now, thank you for your service. Truly heartfelt thanks. And also, anyone out there that's listening that might have an interest in getting involved as an EMS provider or knows someone who might, whether that be the recent graduate in your family or even a newly retired spouse or who finds themselves with extra time on their hands, consider joining the ARVAC family. ARVAC is Riverhead Volunteer Ambulance Corp., and they'll be hosting their annual open house event this Saturday, May 25th, from 11 a.m. to 4 p.m. at their headquarters. Thank you. Thank you. 1111 Osborne Avenue. It's right across the street from the Talmadges Agway store. And they invite you to come down and explore the different ways you can get involved as an EMS provider and make a difference in your community. They will have demonstrations there. You'll be able to tour the inside of the ambulance. They can explain things to you that they use and it's really quite interesting. I know I went to one up in Wading River back in the spring. I'm sorry, back in the fall and it's really amazing how the equipment has evolved over the years. I was an EMT way back in the early 80s and just CPR alone they have machines actually now that do the chest compressions for you. It's pretty cool, pretty interesting stuff that they use nowadays. Ken, I know you're very familiar with it. So it would be good to stop up there. Stop up and say hello to our local EMS volunteers and you might be surprised at what you can learn up there. Thank you. Absolutely. Tomorrow, Thursday, May 23rd from 1 to 4 p.m. the Riverhead BID and the Chamber of Commerce are hosting a job fair on the town square downtown. Employers and employees are encouraged to stop by. There will be on-site interviews and opportunities to network with industry leaders. Anyone out there who might be looking for a job, stop by the town square tomorrow. On Sunday, May 26th, ask them in the chat box. Thank you. 2024 East End Art Mosaic Festival. The longest-running community chalk art festival on Long Island has been running since 1996 and is always a community favorite event. All are encouraged to come out and celebrate the arts, stroll Main Street, and watch artists in action as they transform squares of street into vibrant and moving works of art. There will also be family orientated activities, music, and local food trucks. It's always a great day. The incredible artists who go out there and sometimes that pavement gets pretty hot out there and they're putting chalk down and doing really great work. So I encourage you to attend. Next, as many of you are now aware, the public hearing regarding the DGEIS for the Comprehensive Plan Update has been adjourned to Wednesday, May 29th at 6 o'clock right here in the town boardroom. Participation can be accomplished by in-person or via Zoom and of course the hearing will be live-streamed online and on Channel 22. As a reminder to the residents, Town Hall will be closed Monday, May 27th in observance of Memorial Day holiday and will reopen on Tuesday, May 28th at 8 30 a.m. Speaking of Memorial Day, Councilman Rothwell, you want to say something? I want to go over some details about the events. We do. We have a lot of events going on this weekend. If I can start off with first on Sunday. We in May 26, we're gonna have the Deshaun Briggs 5k run. That's gonna be over at the Epical Park on the 10,000 foot runway. It's a great event with fun food and we will have a military flyby, which is always very very moving. The event honors Tech Sergeant Deshaun Briggs who made the ultimate sacrifice while serving in the 106 New York State Air National Guard unit. As a special missions aviator. While deployed on March 15, 2018, Deshaun was one of seven men that was killed in a Pavehawk helicopter that they were riding and crashed in western Iraq near the Syrian border. This is a great tribute to him created by his wife Rebecca and his incredible kids. Registration will be on that Sunday. If you don't register online, you can register in person at 7 30. At 8 30 there's gonna be a fun run and then at 9 30, there will be the 5k run and then those that are there to participate might even get a beer at the end of the race as well. So it's a great event. Fire Department participates as well. They do a nice draping of the flag along with different the Sheriff's Unit, police units all from around the area participate in this great family event and all the money is used to collect funds for student scholarships that will be given away and announcements will be made on that date as well. Moving into Monday Memorial Day. Um, there's going to be an event in the we're going to have Memorial Day Parade. It starts at 9 a.m. at the Pulaski Street School Monument. We'll ask participants to line up about 8, 15 in the morning, a little head start. The parade will go through its typical five stops, and we will end back after visiting World War II Monument. We'll go over to St. John's, then we'll go over to Riverhead Cemetery, and then eventually back to Pulaski Street School where we started. Supervisor will lead us in a nice little presentation as well, and then we invite people afterwards. We always note that when the Memorial Parade concludes, we do go over to St. Isidore Cemetery, and we do have a nice little prayer service over there as well to honor veterans over at St. Isidore Cemetery. And then people are welcome to go to the VFW afterwards for hot dogs and a nice little luncheon reception. Later on that day at 1 p.m., Calvary National Cemetery will have their Memorial Day service, so please welcome everyone to participate to go over to Calvary National Cemetery. And then I just say, as always, it's not just a barbecue weekend. Take some time, reflect on the men and women that served our country, those that gave our lives for our country, and like I usually typically do, stop by Riverhead Cemetery and just visit Garfield Langhorn, Congressional Medal of Honor recipient's location for his gravesite as well. So honor those, and we're grateful for all that's served. All the Hometown Hero banners will be up by Friday afternoon, so it's done by volunteers. It's a long, tedious method, but everyone will be hanging for the weekend. It's done by, when you say volunteers, you literally mean more than one, because usually it's only two, or maybe three at most. And it's the same two or three people every year. So certainly volunteers are needed to help with that. So we can always use help, but it's the feedback that we get on it. It's an incredible program. It is a great program. In addition to the Hometown Hero banner project, there are always ways to participate. If you are a graduate of Riverhead High School, or attended Riverhead High School, because we know some even left to go to Vietnam when they were just turning 18 in school, there is a Garfield Langhorn Wall of Honor. Please let us know. You can reach out to us or the school, and we can get your name on a wall of honor at the school. So that project is always ongoing. And our new cherry blossom tree, which we expect to pass a resolution today to honor our veterans with a cherry blossom tree, along with a granite monument, to be at Veterans Memorial Park. So there's lots of ways to thank our veterans. So thank you very much. Thank you for all the work you do with the veterans. We really appreciate that. Thank you. It's an honor. Thanks. Okay. One last just item to notice. Beach stickers are available here in Riverhead Town Hall, Monday through Friday, 830 to 430 in the afternoon. Memorial Day is somewhat the unofficial start of summer, and people will be going to the beaches. And stickers are needed from January 1st to December 31st. So don't think that you can go there now just because it's not July 4th or something, without a sticker, you may receive a summon. So make sure you get your stickers. You can also get them online. They're very easy to get. But make sure you get them before you go to the beaches. Okay. With that, we're going to move on to correspondence. Mr. Wooden, do we have any correspondence? We did. And if I could just take a few moments. We had some at the CPU meeting we had on Monday. There was some concern about correspondence coming into Town Hall, and I just want to clarify that. And I just want to clarify that. Anything that comes into the town clerk's office is time stamped, as long as it's in before Friday, before the town board meeting. It will be part of the agenda for the meeting coming up. They're scanned in, they're circulated to all the board members, and then they're made part of the agenda packet. So it's there. It's there, and this was all part of a plan that the supervisor Hubbard wanted to make sure that everybody was aware that their letters were being read, and that everybody, not only the board, but everybody, the board, but the world could see them. So if you go to the agenda packet for any meeting, any letter that came in that time, it would be displayed, and you can read it in its entirety if you care to. But this meeting coming up, we had three letters. We received two from John McAuliffe, one in reference to EPCAL, and one in reference to Soundview, which is a medical clinic. And then we had one from Deborah Conrad with comments about the charter school. And that concludes the correspondence. On the reports. Thank you. We have the tax receiver total collection as of May 8th at $100,550,000, and as of May 15th, $109,150,000. We also received from the tax receiver the utility payment report for the month of April at $269,989.16. The Riverhead Town Police Department gave their monthly report for the month of April, and the Riverhead Town Clerk report for the month of April. It was $8,740.82. And that concludes our reports. I'm here on behalf of Frank and John, who both couldn't make it, kind of like the third leg or third string. But I'm here to present a map and plan for 205 Osborne Avenue development. If you recall, this was presented to the board approximately 18 months ago. We're here back to ask your approval on a revised plan. The development hasn't changed. It's still going to consist of about 4,400 square feet of also space and 39 residential apartments. The water demands aren't going to change. It's still going to be about 800 gallons per day and still going to require about 2,000 gallons per minute for hydrant flow. What we're here to do, what we're here is to present a revised plan which reflects a revised scope of work required by the developer. So the work required by the developer includes a replacement of about 600 feet of six-inch cast iron water main with 10-inch, two new hydrants, one out in front of the library, one on Osborne Avenue, all at a capital cost not to exceed of $521,000. That being said, key monies are also being assessed. The monies are also being assessed to this project. They still stay the same at $76,094. Board, do you have any questions? No. No. Okay. Hi. Good evening. Larry Oxman. I'm the president of the Long Island Science Center. First, just a thank you for getting rid of the speed bumps. In the parking lot. Yeah, we appreciate that. So, very good. I wanted to talk about the resolution that you just passed, Resolution 2024-505, which is authorizing the town to, I guess, negotiate on the purchase of the building that we own downtown.
I was very surprised about this resolution coming on. In fact, I wouldn't have known about it had the press not discovered that it was added to the packet after the work session. So, I'm kind of curious, did you guys discuss this at all? There was no discussion right now. There obviously wasn't a discussion at the work session because it wasn't part of the work session. So, did you guys discuss this? The discussions that were held on it were done under executive session, under contract and real property. Okay. So, I've been tracking the executive session agendas. And unless I'm mistaken, I've never seen this on the agenda. I believe that you're supposed to talk about what's on the agenda, but not the contents of the agenda. It was definitely on the agenda, without a doubt. Okay. I'd like to see that.
You know, there's a perception that the Science Center has been doing nothing. That we're stalling, whatever, we can't do it, as far as renovating the building. And that's just not true. I mean, Supervisor Hubbard, since you became supervisor, I actually met with you when you were supervisor-elect. I've met with other council people. I met with you afterwards. And I met with you as recently as a couple of weeks ago. And, you know, we don't have to discuss what was discussed. But this is kind of coming out of left field. I thought that this administration was different than the previous administration. And I believe that you had wanted us to be there. So, we've, for the record, we have received $1 million from the county. We've actually taken receipt and our first advances in our bank. We are preparing to renovate the building. So, our goal was to be open. And we've been open and running by the fall. We really hoped that we would be up and running for the summer. But there's been delays. We seem to be having difficulty getting our building permits. So, not quite sure why that is. As recently as today, we've given the town building department the, we've answered and addressed some of the questions. And we've been able to get them. Thank you. Thank you. Thank you. Thank you. Thank you. help us expedite getting the building permits um i've been trying to meet with don thomas since uh january nothing so and that was as a result of a meeting with with bob bob kern who suggested that that we another board member meet with dawn because she would be familiar with what was happening at the town square can't get that meeting so got a long chain of emails going back and forth i don't understand why we can't get that meeting don also said at a recent public meeting that the plans were pretty well underway or finished for the design of the town square we were never asked to participate in that one iota originally we were working with uh uda very long we were coordinating how the science center would interact with the town square we were making revisions to help the town at one point we were considering taking the crafted who was in a building that you own town owns and it was becoming problematic they needed to find a new home well it looks like from one of the buildings in the town square there might be a space in the town space in the town space space Well, it looks like from one of the resolutions you'll end up, I guess, buying them out. But we did that to accommodate the town. So there's always been a dialogue on our part to work with the town. I don't understand why we've been left out. Well, I guess I do now. But previously it was really, I didn't understand why. How the town square would be built around our building, at what elevation. We had no answers. So, you know, just to wind it up, I heard the buzzer. For the record, I'm a volunteer. I don't get paid for this at all. My joy is seeing children smile as we educate them. My joy is to know that there'll be this type of a facility where I thought there would be this type of a facility for the community in Riverhead. That's what I get out of this. We're sort of, and we appreciate everything Riverhead Town is doing for pickleball. It's the fastest growing sport in America, I believe. We have courts at South Jamesport, at Stotsky, and the three dedicated courts at Vets. It seems like it's attracting a lot of attention. And the frustration is so many people show up, and there's people of different levels, and we only have three courts. So I'm just here to see if there's any plans or to ask the board to consider plans maybe to dedicate more space and create maybe three more courts. I know the town of South Hold and Brookhaven and Islip have huge dedicated courts that are able to accommodate in one location all people of all different levels. And I didn't know if there's some. kind of process or a way of considering this for the budget for next year. And I just wanted to get some feedback from you guys. We can look at it. But I'm also I don't I'm not sure if you're aware that the pickleball facility is being built in the old Kmart. Yes. In Riverhead. So that's going to provide an additional. I'm not sure how many courts. I know it's quite a few. Right. So that's an option also. And I wouldn't want to rush out and build more town courts. If once they open up it kind of levels off. So I think we would approach it from that angle. I have no problem if there is if there's a true need after the public private place opens up if there's still a true need. I have no I no problem talking to the board and seeing what we can do because it's a huge sport and the number of residents at play. It's incredible. There's not a time I drive past Stotsky Park that they're not set up playing South James for it at the town beach out there. And again up at Veterans Park like you said this there's always people up there playing. And I'm glad to see that. But let's let's just take a little bit of a hold on it and see how the indoor place does. And if there's still a great need for it then we can address that. The indoor place is going to be you know really help us during the colder weather. Sure. Sure. I'm in the warmer weather. Everyone seems to be showing up at Vets Park and it's it if any of you have the opportunity to come down in the evening. We had more. We had more. We had more. We had more. We had more. We had more. We had more. We had more. We had more people than even in the mornings. And I'm just there Monday through Friday in the morning from like 9 to 12. And we're getting creating a lot of frustration trying to accommodate everybody and rotate everyone through. And we're trying to teach the new players. The recreation department is doing a great job of accommodating pickleball. I just like to just you know do what I can to advocate for Vets Park that we can get some more courts. If you could look at the courts that they have in South Hold and in Brookhaven. And I slip there's numerous courts in one location and it's really really working well. I will say the three locations we have them are great because not only does it address all three areas of the town but they're also not in a residential area because if you read the paper sometimes a lot of towns are struggling with the noise from the the the pickleball hitting the paddle. So it creates issues in residential as all three of these areas are perfectly located. So I appreciate that. I know we're also doing a sports. Yes. So it is. It was brought up during the sports complex study that's going to be up. So what we're ultimately looking at and we do we got a matching grant from the state of New York. So the state of New York put up thirty five thousand the town put up thirty five thousand for seventy thousand dollars sports complex study. We basically would be taking veterans Memorial Park from where you're playing now. You know they're expanding it up to as far as the seven thousand foot runway. OK. So it's just a tentative plan. But one of the things they do is they see like what's the level of excitement in the area. Is it lacrosse fields that we need. Is it pick a ball. Is it football fields more in a tournament style. So in other words it wouldn't say they wouldn't come back with a suggestion of put put one football field one basketball court. It'd be more like a multitude of pick a ball is where it's at right now in Long Island. And that's the future. They may say you need to build an eight you know eight court complex ten court complex to have you know large type of. You know contests whatever you know like events you know where you can have you know winner champions you know that type of thing. A tournament. So I couldn't think of tournaments. And so that's really what they look for. That study is very much nearing completion. So we expect to see the results of that study within just perhaps in the next two weeks or so to see the results of that. Then it'll be you know the results will be brought to the town board as well as the recreation department community and then we'll think about what we can do. What we can allocate to go to the next step and what they would do is then it would potentially lead to a private partnership you know and town together so that town doesn't have the funds to just necessarily go out and build ten pick a ball courts. But a developer may so an independent developer may say we we can build you the complex that you want and we can put a restaurant as well and bathrooms and other facilities up there and people can purchase memberships in all different types of ways and that's what the second step with that. But we'll see what the results. The other thing I just want to add. You very close by so you have a police officers memorial Park which is also known as Bayberry Park. We just had the tennis courts we finished last year so they're completed they look beautiful and I think Ray was his intention also to strike them for pick a ball as well so they can alternate between that's great. That's only a mile and a half away from where you're playing now. I agree. And thank you so much I best part is really becoming it's a great thing for community life at one time I think all fields. It is a dog park and yeah it's a bit you know if you stop by some evening or even during the day it's just overflowing with people playing pickleball coach it is a great need. But then you get in permanent restrooms up there shortly and really I'm you're getting an expanded parking lot facility with curbs and drainage so the town board of the supervisors been absolutely awesome. Towards gaining this funding and putting these aside so construction the survey part is done for the new parking lot. On you'll see the drainage working in the. Next week or 2. And followed by curbs and pavements so when it's going to also the. There is a you know the trailer up there for restrooms right now we got a new larger size trailer it's got like a 10 units now instead that's primarily up there you know. That's year round when the concrete structure comes that trail is going to be moved over to where the basketball I'm sorry with the baseball fields are so that you'll have a recreation bathrooms on both sides of the park so things are expanding up there to accommodate you. And great year right now we're using a port-a-potty and we don't even have a garbage can if there's some way we could talk yeah we can get that yeah this should be garbage cans up there so yeah I don't know what may be doing maybe they just didn't put him out yet maybe they get more out by Memorial Day we look into that one by the pickleball courts yeah the big help. But I really appreciate all you guys are doing the recreation partner is doing a great job accommodating the pickleball and I just figured let you know that of the need. Thank you just go 100 yards.
