Thank you. Thank you. Good afternoon, everybody. Today is Tuesday, June 4th, 2024. We are gathered here today for a town board meeting. And as we start all of our meetings, we're going to please rise for the Pledge of Allegiance. And Dave and Tom Lessard, would you mind leading us in the Pledge of Allegiance? Dear Lord, we thank you for our community and those whom invest their time and talent to help create a place we all can call home. We ask for your grace and for your blessing on our elected officials and give them the clarity of thought as they deliberate and ponder the future and destiny of our beautiful township. We ask you to comfort those in our community who are ill and troubled. Use their pain and their struggles. We ask for your spirit to be with all our police and our first responders who have dedicated their lives to the protection and safety of all. And we ask you and praise you, Lord, to be with our... to help guide us, to enable us, to give you glory and to do your will. And we ask these things through Jesus. Amen. Amen. Thank you, James. Okay, we have a couple announcements. This weekend around town, we have a few events. I'd like to mention Friday, June 7th, CAP is holding and hosting their 37th annual Say No to Drugs March starting at Pulaski Street School. That begins at 9.30 a.m. Following the march, there will be a brief ceremony on the steps of the school. And they will address... People will address the students and the community after the ceremony. The Loyal Order of Moose Lodge number 1742 will serve a picnic lunch to all students and guests. Saturday, June 8th, the Tour de Cure American Diabetes Bike Ride at the Hallockville Museum Farm starts at 6 a.m. Check-in is at 5 a.m. Watch out for the bikers on the roads. And last but not least, Sunday, June 9th, is Duck Pond Day and Street Market in Wading River. It is an annual tradition hosted by the Duck Pond Society and Wren Design Company. The event includes food, drinks, music, arts, and crafts, vendors, and some free giveaways. So those are just a few items that are going on this weekend around here. We're going to move in and we're going to take two resolutions, or one resolution out of the pack and go a little bit out of order and start with that right now because regarding the swearing in of new police officers, we have two young men that have been working with the Town of Wren. We received a letter from Kevin and Kathy Ocher, who referenced agritourism. Received a letter from the Rivet Charter School for their board of trustees. And also a letter from Michelle Smith, referenced the roadway conditions up on Williams Way in Calverton. And Cindy Clifford. What's that? And a letter from Cindy Clifford from the Valley of Leathers. Oh, yes. I forgot about Cindy Clifford, but never forgotten. A letter from Cindy Clifford for the Vale Levitt Music Hall and concerns about that. And they're all online. If you'd like to see them, just go to their website, and you can read them verbatim. One was canceled. The one that was canceled was titled Special Permit to Family Dwellings. That has been canceled. It has to be posted and sent out, I believe, public notice. And we have one scheduled for 2 o'clock. It's about 2 o'clock. So, we have a public hearing, Increase and Improvement in the Riverhead Sewer District. All right, so just a quick synopsis where we're at. Since 2019, 2019, back in the feasibility stage, all the way to 2024, this town has moved forward with plans and specs for the biosolids project and diligently have gotten to the point where we're ready to embark on the construction phase of this project. It's very exciting. And I believe this resolution is looking to assure that we match the proposed bond amount that was initially established way back in 2021 to the current project costs that match the actual construction bids that we have received just recently. Throughout the project's timeline since 2019, COVID, supply chain issues have really impacted this project cost and timeline. And this proposed bond amount of $18,650,000 includes this cost and timeline impact as it stands today. And I'd like to point out that 75% of those cost impacts are due to material labor increases during that time period. But even with that, we're still in the process of getting to the point where we're ready to go. So, I would like to thank the board for their support. I'm going to turn it over to Chris Weiss. The new system will lower the average sludge handling costs from $1.2 million a year to $500,000 a year, a substantial decrease. The sludge handling costs savings, along with paying off the bond over a 20-year period, equates to approximately $96,000 a year of savings for those first 20 years paying off the bond. But then when the bond is paid off, it will ratchet up to $860,000 in savings over the course of the year for the remaining 10. The total savings to the town over this life cycle of the new sludge project is $10.5 million to bring this in. I'd like to point out that in addition to the cost savings that are demonstrated by moving forward with this project, this new biosolids system is providing a huge environmental benefit also. The new process reduces waste and waste management costs, and it's a huge investment. But there's also a huge area of waste management that's being disposed of that is currently at 3,400 tons per year down to 700 tons per year. That's an 80% reduction of waste solids that have to be disposed in landfills and other places. So it's a win-win on both sides. That's a quick synopsis of where we're at today. I know it's like a lot of people are going to say, I'm going to go to the next one. Last time you were here, we're at 16 million. We're up to 18 million. That's the contingency? There's contingency. A lot of that is the construction cost that went up substantially. Even the vehicle for moving the sludge, the hauling the sludge, you know, from the disposal site to the storage site is went up by another $100,000. So, you know, the vehicle cost just was surprising. It went up at $120,000. Thank you. But I think either way, over time, we'll make up the money and then the savings. Yes. [transcription gap] Okay. Our second public hearing today is a public hearing regarding chapter 301, zoning and land development. And I would ask Matt Charters to come up and give us a briefing. Mr. Good afternoon, everyone. Mr. Good afternoon. Mr. Matt Charters, senior planner for the record. Mr. Good afternoon. Mr. All right. So, we're talking about alternative parking techniques today. This is an amendment to our existing code. As the board is aware, 301.231.F.5 deals with alternative parking techniques. Mr. Thank you. technique so when the town engineer or the consulting engineer in consultation with the planning department permits on a site plan application you can use what's called pervious parking techniques so that's pervious asphalt porous concrete or other permeable sources that can be pavers it can be gravel etc so we are running into situations where applicants are going beyond the zoning requirements of a particular zone that they're in they're either going over their far or their building lot coverage but what's not happening in concert with that they're not going over their impervious surface coverage so instead of seeking a variance for all three they're only having to get variances for their building lot coverage and their their far where this is actually another thing that they would need a variance for so I will read in what the notation is going to be just to clarify that so it'll be a letter C under 231 f5 note alternative pervious paving technique shall only be permitted in place of and as an alternative to traditional drainage structures including but not limited to subsurface catch basins dry wells recharge basins retention ponds or detention ponds and shall not be utilized to exceed or circumvent maximum building lot coverage maximum floor area ratio or maximum impervious surface calculations permitted in the applicable zoning use district and shall instead be considered part of and shall contribute to the impervious surface calculation for the purposes of zoning so basically your entire parking area or your entire parking area will be permitted in the area that you are currently in the area will count toward your impervious surface calculation in a nutshell any questions questions from the thank you man Kim
I can believe judge 737 Roanoke Avenue I had already spoken to mr. charters mr. Bergman and head head head head head head head head head head head head head head head head head head head head head head [transcription gap] with lot coverage and FAR and which driving the, and currently complies with the current impervious surface calculation. With this change, and when people use pavers, it's usually to bring down the impervious surface calculation, right, so to get that calculation number correct, or under the 25% or whatever might be in the zoning. So I have two projects in particular that currently conform, but when this gets approved, they will not comply any longer with the maximum impervious surface calculation and will have to go to the zoning board of appeals for it. And I was just wondering if there's any consideration that could be given, because right now, the way the existing code is, the town engineer and the planning department have the ability to tell an applicant whether or not they can use impervious, or impervious pavers, right? So the impervious pavers will bring down the impervious surface calculation. And I'm wondering if there's any way to get that done. And I'm wondering if there's any consideration that can be given discretion where either the building department or the planning board can say, okay, in my client's situation, we see that your project complies to lock coverage, your project complies with FAR. And if we don't let you use the impervious pavers, you're going to be way over on your impervious surface calculation. And I was talking to Mr. Charters about, he used to work in Southampton planning, and he's familiar with the building department, and he's familiar with the building inspector. And he's familiar with the building inspector's department there. And the building inspector has the discretion to determine whether or not an accessory building is in fact no longer accessory and has taken over and is now the primary use. There's no calculation number. It's up to the discretion of the building inspector if he feels that your garage, which is now twice the size or three times the size of your house, is no longer an accessory structure. He or she, the building inspector, can send it to the zoning board for an assessment. And I think that's a very important interpretation. And I was just wondering if there's any kind of discretion that could be built into this code amendment, that way you don't have zoning board of appeal applications for the situation that I'm talking about. I understand it wasn't meant to catch this code amendment, to catch the situations I'm telling you about. But I think inadvertently you are going to have applications that are going to be caught in this net. And I'm just asking the board to consider some sort of discretionary judgment on the part of planning and building that if they see that you are complying and that you did comply, and that if you do need the pervious pavers to bring down the impervious surface calculation, that you can do that without being driven into a variance situation. Go ahead, Bob. No, that makes a lot of sense to me, because it's pavers, the impervious, right? Correct. We don't want to, I don't think we're looking to penalize anyone. We're like looking for the situation where there's a whole, I say a wholesale of going beyond what's permitted by the code. However, I would think in this case with the impervious calculation, if they had to get a variance, the zoning board when offering relief would take those factors into account. So they would look at their FAR. They would look at their building lot coverage and say, okay, you're complying, so, you know, obviously, it's discretionary to the ZBA, but they could be more apt to grant you relief if you're already complying in those other two regards. Right, but that just makes the process longer. So my question to you is, and I like the suggestion that, you know, the planning department and or the building department can have some discretion. Understood. I mean, if there's board support, we can consider adding language to that effect or leave it to the ZBA. I mean, what's the rest of the board think? No. I think she made a very valid point. Yeah, like I said, we don't want to penalize. We want to make sure there's wholesale compliance to the extent that we can. So. Yeah, I would support adding language. I agree with Councilman Kern. I think that the planning board would even be happy with that and probably the ZBA. I think it's a good move. Yeah, we can tighten it up and make it very clear. I think that's an easy thing to do and obviously because we're making somewhat of a substantial change, we'll have to re-notice and bring it back. I think Eric would probably agree with that. Because I have confidence in the planning department and the building department to, you know, make that decision. Okay. Thank you. Good. And I think, you know, who does it affect? What landowners? Are we keeping the verbiage the same? But in addition, are we in compliance? So we had reached out to Suffolk County, and they said that we could do this for six months, I believe. And so now we're extending it. So we may be in violation of that. I'd like to know. I'd like to be able to have a little time other than putting something forward at 4.30 when all this, all the town offices are closed. And I could not be here personally this morning attending a funeral service. I just think you've got to be able to give us time to properly govern. I support that as well. I'd like to talk about the eminent domain of the Long Island Children's Center that was brought up a couple of weeks back. I wish I knew about it earlier and I would've spoken before the resolution. Tim, I remember, excuse me, Supervisor, I remember that one time on the corner of Sound Avenue and Penny's Road, they wanted to do a takeover that home. And before that meeting, you came in and you tabled that meeting because you had spoken with the owner of that property and disappeared, never heard about it again because she has her property and it all goes well. I hope the same thing can be happened with my friend Larry Oxman. Just to let you know, I know Larry Oxman longer than anyone in this town, probably anyone on this board. We've been friends for many, many years, going back to the 70s. Larry's got a great family. I've been to the cardboard boat races when Larry's kids won the race, and the smile on their faces was incredible. Nothing, I mean, every parent would love to see a smile that I saw that day and the joy between them all. As far as Long Island. Sorry, I get a little nervous when I'm up here. Children's Science Center goes, Larry invited me to come over for a couple of meetings there, and they all went very well. And when I was there one time, a child came in and was doing some investigating and doing some work over there, and one of the volunteers went over and helped that child. And you could tell the smile on that child's face, how great it was. Now, you're thinking of taking over this property, right? Down there in the prime time of our little town square that's happening. And I don't know why you wouldn't want to have a children's center there. Would you ever just think of yourselves, I'd say your children, but maybe your grandchildren, taking them there and watching them work and do things in the center, having a great time, and then maybe going out and have a little ice cream cone afterwards. It would be fabulous. I think that location is fabulous. I wish the town would work. I wish the town would work better with Larry Oxman and the center. And I hope that this will also happen. I wish I had more to say, but as I get up here, I get a little nervous and I kind of forget things that I want to say, honestly. But I think it's a great thing for the town square. I don't understand why you're thinking of doing the domain there. I just hope that there's nothing in the background that brings a hotel or more housing or that. I think we have enough of it between. All the apartment buildings I've seen go up in the last five, eight years. You know, the library over here, right down Main Street. Every other building seems to be wanting to expand, going up above the the music hall across the street. Expansion, expansion, expansion, expansion. Let's do something for the children of this town.
