Dear Heavenly Father, we just come before you today, and Lord, we just thank you for the opportunity we can bring the needs and questions and burdens that we have to you, Lord. We pray for wisdom for our town leaders, for the leadership of our town. Lord, as we seek your wisdom, I pray that you'd guide the decisions, guide the acts that our town is doing. We pray, Lord, also just for your protection upon our first responders. Lord, as they just keep us safe, we pray for just your enablement in their skills, with that we also pray, Lord, just for our community. Okay, we have a couple announcements. First of all, I just want to announce that Councilman Rothwell is not here. He is on his way back to Long Island right now. His calendar, as other Board members, had this meeting on for 6 o'clock today, which was an error that was put out. So he's desperately trying to get here in time. I'm not sure if he's going to make it, but he wanted everybody to know that. So we have Tuesday, which is today, July 15th, Jamesport Fire Department Carnival, an actual rite of summer if you've been around here any number of years. Okay. It starts tonight. The hours are from 6 p.m. to 10 p.m. Wednesday night, tomorrow night, it's 6 to 10 p.m. with the parade at 7. Thursday it's 6 to 10. Friday it's 6 to 11. Saturday it's 6 to 11, but fireworks will be at 10 o'clock. So if you're looking for something to do, head on down for their awesome sausage and pepper sandwiches and have a good night down at the carnival. Friday, July 18th, a Live on 25 block party, 5 p.m. to 9 p.m., with a downtown crawl afterwards at the close of Main Street. So this will be the first Live on 25 for this year. We will be having fireworks at roughly 9 o'clock, 9.15, and we're looking for good weather, and come on down because it's bigger and better than ever. So everybody come on down, have a great time. Friday, August 8th at 7 p.m., there's going to be a summer concert in Ice Cream Social at the Community Baptist Church. Thank you, Pastor. We received quite a few letters, nine concerning support for the community benefit zoning that's going to be enacted. We had one letter referenced the skate park. We had one about County Road 58 and the location of a distillery, not a distillery, a dispensary. And we had one letter. We had one letter about Town Square. And all those can be viewed on the website verbatim. On the reports, we received the tax receiver total collection as of July the 3rd at $183,618,304.04. The tax receiver total utility report for June was $322,000. I'm sorry, $523.64. The building department monthly report for June, was $70,523. And the town clerk monthly report for June was $13,704.50. We also received the Jamesport Fire District financial audited financial statements for the year 2024, which we filed. And there is no public hearing today. So that's a mistake in the agenda. But that concludes our reports and our announcements. Thank you very much. Okay. We have a very exciting proclamation to bring forward to everybody today. We did a Riverhead in Action film at the Modern Snack Bar in AqwaBlog. And this is their 75th anniversary. And we have the Whitmire family here today. And at this point in time, I'd like to call you guys. Come on up and we'll present you with a proclamation. It's great to get a proclamation. This is good, Del Otto. This one's good. All right. We're honoring the Modern Snack Bar in their 75th anniversary. And the proclamation says, whereas it's both fitting and proper that the supervisor and the town board join with every citizen of the town of Riverhead in celebrating beloved local business, the Modern Snack Bar. Which has been a fixture in the hamlet of AqwaBlog since 1950. And it's celebrating its 75th year. We have Otto Whitmire and John Whitmire, the sons of Wanda and John Whitmire. Wanda, your mom, purchased the restaurant from your aunt back around 1950. And it was smaller then. And she took it over. And I know your dad was a little hesitant about wanting to take on a business like that. But look at the dynamic. It's great. It's a great dynasty that you created over the years. And awesome place. Iconic. Everybody recognizes it from the sign out front. But they also know that you have the best crabs and duck and everything else around. So you've built up quite a reputation. So with that, we would like to present you two with a proclamation. And then we're going to show the video of when we came down and filmed down there. OK? So we'll take this to you. Turn and face. Mr. Supervisor, pleasure. We are here today to film another episode of what we call Riverhead in Action. We go around town to different businesses. Especially favorite of ours are generational businesses that have been in place for decades. Which we know is a really important year for you this year. This is your 75th year in business. Yes. My very first job when I was 16 was a dishwasher here in the back working for your mom and dad. So many people in our community have worked here. Modern Snack Bar is a great place to be. We're proud to be a fixed fixed fixed fixed fixed fixed fixed fixed fixed fixed fixed From the marquee out front, which is probably the most iconic of any marquee I can think of on Long Island, especially for a restaurant. So I remember talking to you one time and you said to me, if you're ever going to get in a restaurant business, don't have like a diner menu where there's 500 things on the menu. And make sure the things that you have, you put love into each one of those dishes. So don't just make a chicken sandwich because you feel like you have to have it on the menu. Make that chicken sandwich the best chicken sandwich around. And you have certainly been successful in doing that here at the Modern Snack Bar. What's your secret? Don't change many things. John and I were walking around the front room. We were going to do something with the paneling and the drapes and got there were people, don't change anything! Right? I mean, don't... What we have, we're consistent. We started out with mom and dad doing, putting out the best food, the quality food. And we're doing... We're just carrying on. We're carrying on the torch. This is the entrance to the restaurant. This is our counter. It was very popular because people sat here and watched the girls make the desserts and cut the pies and all that kind of stuff. All the grill work is back there. So we have two cooking stations. The grill that makes all the salads, the sandwiches like hamburger, Reuben's. Then the kitchen is a full blown kitchen. Then we have two dining rooms. And this is our bar area. This is where John made his... This is where John makes his magic. And I'll tell you, I don't know if you have a drink here, but this stuff is... The mojitos are off the charts. Right. And then this is our kitchen. This was added in the 70s. And it's a working kitchen. We have a service line, the prep, all that equipment back there is prepped. That's three lemon meringues that were just made for tonight's supper for our crowd. Welcome to mom's table. There she is. The architect of this whole story here. It's called mom's table because your mom would often sit here. I know when I worked here, she would roll up the silverware in the napkin. She would sit here and do that. But she sat on that side because she had eyes on the place. Right. Well, she didn't miss anything. No, she did not miss anything. She had to convince your dad that this was the right thing to do, to buy this. Didn't she? Was your father a little bit hesitant? Very hesitant. Yeah. Any addition, he was very hesitant. But he followed through. He was a guy that didn't have a lot of words to say, but he really did a lot. She impressed a lot of young people in the right way. Right. Including us two guys. Now, your mom and dad, were they born in this country? No. Dad was born in Poland. My mother was born in Newton, Upper Falls, Massachusetts. And I was born in Poland. John was born in America. Perfect. Great looking. But we were really poor when we got here. We only carried a little bag. That's all we ever owned and the clothes we wore. I'll tell you, she did not have, I don't know if she went beyond the eighth grade, but she was pretty shocked. You couldn't run a successful business if you weren't smart. And the work ethic, the old hard time workers that came from nothing, like you said, just showing up with one bag, that's your whole world. And to make a dynasty, if you will, of a local iconic restaurant, it's an incredible story. So, I think that's what I'm going to do. I think that's what I'm going to do. So, I have to tell you, I really have enjoyed interviewing you both and coming back here to do this. The flashback memories when I went into the kitchen were like overwhelming back there. So many people from the community have come through here and worked and been part of your restaurant. So, I really enjoyed working with you all. Thank you. Thank you. Thank you. Thank you. Thank you. restaurant family, it's just amazing. And 75 years is a lot of credit to you two and definitely to your mom and dad for putting a base together and making this succeed. This is going to mean so much to many of the local people and your customers that have been here, but Riverhead's a growing town. And part of the reason we do this too is a lot of people new here don't know the history of the modern snack bar. So we want to make our residents aware of all the positive things in Riverhead and the heartbeat of Ackerborg, there's no doubt about that. We appreciate all that you've done over the years and the hard work you've put in to have a successful business like this. Congratulations on your 75 years, that's incredible. And that's another episode of Riverhead in Action. Very proud to have been down there and done that segment. A lot of memories. Without a doubt. But not just me. I mean, I can name dozens of people that had worked at the snack bar over the years that are still local people and have gone on to do bigger and better things maybe, but it's pretty amazing. I always like to see those letters that support good things that are happening here in Riverhead and this definitely is one of them. So thank you to the numerous people that took time to write in your support. Second, just so you're aware, for the Alive on 25 downtown this Friday night, the restaurants are going to stay open just a little bit later. Their kitchen hours, some of them will be a little bit later and there'll be entertainment. There'll be music in the kitchen. Female Speaker 1 Thank you. Female Speaker 1 So, just because the street shuts down or opens back up rather when Alive on 25 is over, it's just that part of it. So the downtown crawl is going to keep all the businesses very busy. So don't think that you have to leave. Go find something to do downtown. And all of a sudden, all of these residents of Riverhead came down. They sat in their chairs. They brought the beach chairs with them. They listened to the music. The music was donated by two Riverhead residents. They brought their talent to the beach. It was a beautiful evening, and you couldn't find one thing wrong. It was even, there was a little chill in the air down there, so we got relief from the heat. But it was really wonderful, and I know that we have a resolution on here today to bring music out to Waiting River, which Councilwoman Merrifield has been working with the Beach Committee on that as well. So it's just there's something about music that brings people together. You can pick up a beach chair, go down there all by yourself, listen to the music, say, Hey, I really like that song to the person sitting next to you and start up a conversation. It's just wonderful. It's just such a beautiful, beautiful thing. So thank you for everybody. There was over 200 people that came out to that the other night. So thank you, and thank you, town board, for passing that resolution to allow that great evening that we just had, and I hope to have several more. Thank you. It was great. I don't like being first. Thank you, Supervisor Hubbard and all the town board for your time in the matter of Resolution 2025-640. Thank you. We will continue to announce曲o Local Local Local Local of Aqibog and I'm here today as having spent more than three years with all of you as part of the team which developed the Comprehensive Plan update and how this ties together. We spent a lot of time, gave a lot of thought and came up with solid solutions to Riverhead's lack of affordable housing. This is not just an issue of a building inventory, it's a set of issues which reflect on Long Island's persistent housing prices being so high and that young people are not living with their parents until they're 30. They live with them until they retire. The dream of the Coverdales is now decades old and as partners with expert developers in this arena, we are not seeing foreign investors swooping in to make a killing on Riverhead's need for housing. This is not a developer who begrudgingly carves out 10% of their profit just to oblige the rules for places for working people to live. This is a carefully planned, intentional and comprehensive plan of its own, completely for the benefits of the people of Riverhead. For all the talk that we've done about the Comprehensive Plan update, I'd like to thank all of the members of the Board for their time and for all the work that they have done. The project is a dream come true. It is the path to implementation. These are not absentee landlords and landladies, these are the stewards of both land and buildings who have more than a vested interest in the outcome. The name itself embodies the care and concern from which this project comes, the Family Community Life Center. Each of these words has meaning beyond just the title itself. We've seen several projects come and go before the Board before, offering to keep kids off the streets and create a better future for the community. We've seen the ! We've seen the

So I don't know if you've seen it yet. We also have some other representatives of the civic speaking individually, but I wanted you to know that as a unit, we fully support with all our heart and soul, the Family Community Life Center and it moving forward to completion. On behalf of the Heart of Riverhead Civic Association, we're writing in full support of every step needed to move this project forward. As this has languished far too long, we're counting on your votes to adopt the revisions on the community benefit zoning, thereby clearing the way for the FCLC to fully and finally benefit our community. Riverhead Town has long decried the need for affordable housing opportunities. The FCLC project will literally open doors to help our retirees and our children remain here in the town we love, sparing them having to move away in search of a place they can afford. Given the multiple attempts to bring a community center like the YMCA into our town, this project also would fill that void, providing a 10,000 square foot center specifically designed to serve multiple age groups and needs and functions. Your vote to adopt the updated CDB zoning will finally set the FCLC project into motion, creating an affordable housing community anchored by an activity center offering all sorts of activities and welcoming everyone. Thank you in advance for all you do to support Riverhead and its residents.

It has served Riverhead families well. The dream of building a mixed-use, transit-oriented community benefit district complex with Georgica Green Ventures LLC on their property has been a dream for decades. This community center complex will address the needs of the community in countless ways. Critically needed affordable housing, much-needed assistance for seniors, daycare for children and adults, support for caregivers, mental health supportive programs, sports and recreation programs, as well as after-school programs, career development programs, and many other wellness and advocacy services, in addition to jobs. It is a project of regional significance and will build a greater sense of community. It will also provide additional direct services, to residents, and complement the programs and services already provided for years by the First Baptist Church of Riverhead. Thank you to Reverend and Mrs. Coverdale for your vision and service to the community. It has and will continue to be greatly appreciated. I urge this board to support this valuable project and do everything in your power to see that it finally comes to fruition. Thank you. I want to speak in favor of the family community life development and encourage you to move ahead on this. When I first heard about this project, it sounded wonderful. It needed, it met so many needs in the town. And I made a mental note that I really wanted to be at the grand opening. Unfortunately, that was in the 1980s. And we're still waiting. And the needs are even greater than they had been before. So please allow this to happen. It's just, it's a fine project and certainly with very competent and caring people headlining it. Good afternoon, members of the town board. My name is Leah Jefferson. I'm the director of affordable housing and community development for the county of Suffolk. I just want to be here on behalf of the county executive and from Suffolk County that we are fully in support of this project. And we've also secured a $1 million grant for the project from New York State Empire State Development specifically for this program. In fact, that application, I'm proud to say, was the only award that was granted on Long Island. So it must have been a lot of work. And I'm very proud to say that we have a lot of work. hey my name is jerry help and i'm in riverhead new york and i am here also to just share my absolute support of this project as a member of the faith community a pastor at north shore christian church we support this and also as a neighbor who butts up to this exact street we support this so i'm excited about this and we can't wait to see it happen thank you good afternoon talk we church and greater californ civic association president i'd like to add my voice to the folks who have already spoken in 2016 i believe i joined the martin luther king choir with the the coverdales and was able to sing in their choir for two years on the january event and that's when i learned about the family life center um it seems such a great idea and i thought why hasn't that happened yet so i want to add my voice and in support of your passing the resolution today thank you thank you

i've watched this project developed over decades that it's been out there and Now it's really time to go ahead and pull this project out of the past and into the present This project provides real affordable housing options as we wait to see who can afford downtown This has provisions for real community activities while we wait to see if there's an armory ever going to be converted into a YMCA This was a project that under the former congressman checked all the boxes according to The staff in DC we ran it through everything and we ran through all the traps so we were looking at that time a community project funding and Unfortunately that year it was just Dedicated to everything except not-for-profits, but we were dead set that this project checked all the boxes It checked it then and now it's time to go ahead and move this project off the drawing board and To groundbreaking you have the opportunity to do that today By passing this resolution and moving it a step closer to fruition It's really time to go ahead and check that box. So I'm very glad you gave them that attention. I'm not going to repeat what everybody has said about the resolution. It's very positive. I'd note, however, what it is, is a setup for a hearing, and that it's very important that people come back to that hearing and bring their friends and neighbors and support this project at the hearing. So I do also want to talk about 641, the license agreement with East End Arts. And I have to start out with two questions. One is, as I read it, there's no reference in that resolution to them moving back to their old site. Maybe that's in some other document somewhere else, but I just note that that was not in that resolution. The other is a question and this may be misinformation, but the building that you're suggesting for them, is that the same building that at one point was being discussed for the expansion of the Suffolk County Historical Society for putting their archives in that building, or is it a different building? Same building. Same building. Okay. Well, then that unfortunately makes my larger point, which is to urge people to come for the hearing next Tuesday night on the... Claudia Bianco-Bading Hollow. I would like if you could explain, please, Mr. Harris. I would like to ask you, Mr. Harris, why it was that Patriot Recycling's permit was not revoked. So they were issued a building slash use permit. That's not typically something we would revoke because there's not a provision for it under town code. So what occurred instead is the planning senior planner zoning officer sent a letter directing them to cease and desist all operations at the premises unless and until. And the reason for that is that the actual agricultural production commences on site. And what the position I've taken is that since we have the development rights on that parcel going forward, we're going to be exercising a little more oversight on the activities. And if the owner truly intends to kind of make a second living at farming, we're going to require a second living at farming. That's not going to be a good thing. That's not going to be a good thing. That's not going to be a good thing. That's not going to require an agreement which sets forth step by step the type of activities that are going to occur there and when they're going to occur. And we'll build in some oversight through code enforcement and planning. The key word there is oversight. Correct. Because there hasn't been much. And he has gaslighted you all into thinking he's a farmer. He's no more of a farmer than I'm a brain surgeon. That may be the case. The fact of the matter is he purchased the property from you. I understand. But he also was not. And there's permitted uses in the zoning use district. The tree farm is a permitted use in the zoning use district. So if that is truly his intention, he will have the opportunity to do that. It'll just be with a lot of oversight from the town. I hope so because what he's been doing is not listed under his permit. Along with the rats he brought in? We are looking into working with the DEC on removal of the material. We had a meeting with the DEC yesterday, myself, code enforcement and the fire marshals. My first piece up here is, as a staff member myself of North Fork Environmental Council, I'd like to thank all who were involved, especially to you, for your support in our VP role. I'd like to thank all of the staff members for their support in our VP, Lisa Gonzales's vision for a litter critter at the community garden downtown. The B was created by local sculptorist Clayton Orrick, and it now adorns the area of the perimeter of the garden that's currently planted with a pollinator garden. It was a big deal. It took a lot of effort. It seems like a simple thing, and yet it did take coordination from at least five entities that I can think of. It seems so low, and yet it's not. It's not a big deal. It's not a big deal. It's not a big deal. It's not a big deal. It seems so logical to do that. When I saw the first one up at Iron Pier, I was like, oh wow, that's really cool. Why don't we have these all over the place? Recognizing that our town doesn't have the types of funds that provide that ability, I just want to say here and now that these need to be all over and in thematic responses like Clayton Norwick was able to do with the bee pollinator, there's a garbage can probably 12 feet away and it makes so much sense. You're going to throw garbage into the trash and you're going to put recycling into the critter. Thank you very much. Thank you. Today I took a taxi and the driver mentioned it and asked me if that's where I was going downtown. I was like, I had gotten dropped off at Chase Bank in order to attend that press conference. He said, we remember dropping you off there. Is that where you're going? I said, no, I'm really actually going to where the bank is. It made my day that he recognized it and used it as a landmark. Now for some more easy questions. Last town board meeting I offered questions on the status of the next phase of the cleanup at the Crown property. Today I'm here asking the same. I think it's Fire Marshal Liam Keating was here and was able to answer those questions. Is he here today to answer them? Yes. He might not be here. They had an investigation this morning. I can try to answer your questions. I want to know the status of this last meeting, what's happened and what the timeline is for the full cleanup. Okay. The timeline for the full cleanup is not entirely certain. They've retained an environmental consultant to help them with the removal of all the MSW municipal solid waste from the burned up structures. Mm-hmm. That is going to take some time. The removal is going to take some time? Yeah. The DEC is not allowing them to receive municipal solid waste at this point because that portion of the facility is down. Until they have a new structure, that part of their operation is suspended. The other half of the operation, they are permitted to take in yard waste. Okay. And some, let me see, yeah, no, I'm sorry, C and D, which is just so they can do open air C and D. So bricks, tree debris, and then they can take in compost and yard waste. I'm shaking my head. It's unbelievable to me that that would come. Well, it's not. We would continue- It's permitted and it's an entirely separate part of the facility and it doesn't require any of the structures that were involved in the fire. I'm shaking my head because the catastrophe that happened there at 2 AM and the explosion and the ongoing, pursuing 13 hours of firefighting that happened produced a lot of pollution, air pollution, soil pollution and water runoff. My concerns are in those categories and no way does a property that has been poorly managed, and I'm just going to keep repeating that. I'm repeating that in public because it's true, it's been ongoing, that they should have the luxury of being able to use a portion of their property when they've done so much polluting in those areas, and it hasn't even been quantified yet. So my shaking my head is in disbelief that a legal non-conforming use is going to continue after a catastrophic fire. It was brought to my attention that, because I didn't look in the code, but someone did, and I believe Barbara Glass brought it to the microphone at last meeting, that there is an opportunity for the town board to weigh in and decide on the future of that land because a legal non-conforming property can be sunsetted, their use can be sunsetted. I really want to keep promoting that idea that it's been an irresponsible use of that company's time and the land in that neighborhood. To continue it is wrong. Straight period. I'll find out more information from Mr. Keating, I guess because he's probably coordinating with Suffolk County Department of Health. Yes, so we met with Suffolk County Department of Health, their pollution control and DEC spill, spills division was here yesterday too. They have identified areas on site. They have identified areas that are going to require soil removal and testing because of a couple tanks. My understanding is that there's a large tank. It was burned, but it wasn't compromised. They're requiring removal of it nonetheless. There was some pieces of equipment that have fuel tanks. Those had some leakage. Those are areas that are identified for soil removal and further testing to make sure that they get everything. Suffolk County Department of Health. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. I know that the explanations that have been offered are taking some of the time that I'm up here, but I'm very glad.
