1:05We have completed the budget,
1:09and it's going to be presented to the town clerk at this point in time.

1:32Now, I've done a letter on the forefront of this budget, and I will read that letter,
1:40and it will give you a better idea of how we came about this budget and what we had
1:47to do, what we could do, and what we couldn't do.
1:51And I will say one thing about this budget.
1:53This process has been so much better having the whole town board participate in the process.
2:00So each board member is a liaison to a different department, and when we did the budget meetings
2:06and we had the discussions, each board member was there present for those discussions.
2:11So the board has a better understanding of the budget itself overall, and they also are
2:17able to participate in it because in the end game, the board adopts or doesn't choose to
2:24adopt the budget.
2:25So everybody should have been made part of it.
2:27It should have been done that way years ago.
2:29It never was.

2:30So I'm very proud that the board participated along with this.

2:35I'll read the opening letter.
2:37Dear town clerk and fellow town board members, in accordance with Section 106 of the New
2:42York State town law and as supervisor and chief financial officer of the town of Riverhead,
2:48I am pleased to present for your consideration the town of Riverhead 2026 tentative budget.
2:55I will reiterate that I believe my single biggest responsibility to the residents of
3:00Riverhead is the formulation of the annual budget.
3:04The process of developing the budget is deliberate, calculated and meticulous and any suggestion
3:10to the contrary is simply incorrect.
3:13The fact is, we as a town must absorb certain annual costs for things over which we have
3:20zero fiscal control.
3:23Those include contractual raises for the police department and the CSEA, health insurance
3:29premium increases.
3:30Ms.
3:30some 300 plus employees and the ever increasing New York State retirement rates.
3:36Together, these three line items pierced the cap.
3:41There's absolutely nothing we can do about those three items.
3:45Those three items alone pierced the tax cap.
3:49And there are discussions going on.
3:51I know with the Suffolk County Supervisors Association, when we have meetings, we discuss
3:57that the tax cap is way out of whack.
4:01New York State doesn't even adhere to their own tax cap.
4:05So we've asked as supervisors, we've written our legislators on the state level and asked
4:11them to please, you know, look at this again, reevaluate it because it's antiquated and
4:17it's something that needs to be updated.
4:20Okay.
4:22I collaborated with the town board, department heads, our financial administrators.
4:27They even talked to my financial advisor, members of my senior staff to review every single
4:34line of this budget.
4:35And together, we made the excruciatingly difficult decision to deny all requests for merit raises
4:42and not to budget for any new positions.
4:45And I will add to that, that we have some marvelous workers for the town of Riverhead,
4:52truly dedicated, go above and beyond on a daily basis.
4:56And in the past, they've been rewarded.
4:57with merit raises, small merit raises,
5:00to help them out for the extra that they do.
5:04A lot of them, 430 Town Hall closes,
5:06they're still here working in the building.
5:09Some of them come in early to get a jump on things.
5:12And we truly appreciate that.
5:13I apologize that we were not able
5:16to hand out merit raises this year,
5:19but we also have to be fiscally responsible
5:21to the taxpayers of this town.
5:24So I apologize, but this is a choice.
5:28It was a difficult choice, but we had to make it.
5:34The only increases included in this budget
5:37are those commensurate with civil service promotions
5:41and a 3.25% increase for elected officials,
5:45excluding the town board and the supervisor,
5:48which mirrors the contractual increase received
5:51by all CSEA employees
5:54into the total number of members.
5:54The total number of members is 2,026.
5:57The town of Riverhead, along with most other municipalities
6:00in Suffolk County, must pierce the tax cap this year.
6:04The 2,026 town-wide budget is 4.63% over the tax cap.
6:12To provide context, the most practical financial method
6:16to avoid piercing the tax cap would be
6:19to lay off approximately 15 employees and with staffing
6:24at a minimum level.
6:26This simply was not an option.
6:29All taxing districts, with the exception of the general fund,
6:33are budgeted within the tax cap limit.
6:36This will lead to an increase of 75 cents per day
6:40for a house valued at $735,000.
6:45Residential waste cost is one penny per day,
6:49or 30 cents per month.
6:51Total appropriations for the town operations,
6:53and the
6:54total operating budget in 2026 is $112,722,754.
7:04This is an increase of $3,219,038 over last year.
7:12The appropriations for the Riverhead taxing districts
7:15are 54.63% for the school and library,
7:20and only 26.53% for the school and library.
7:23and the total operating budget for the town operations,
7:23is $112,722,754.
7:24Local office fixed fixed fixed
7:50the entire tax bill that you receive.
7:54Once again, no new positions were added for 2026.
7:59Staffing in the police department remains at a historic high of 100 sworn officers.
8:05As stated last year, I will not cut back on public safety.
8:10There is no FAD in this budget.
8:13In fact, it reflects a reduction of $319,000 in equipment and $216,000 in vehicle expenditures.
8:26I hope the residents acknowledge the work and effort that was devoted to this proposed
8:30budget.
8:31Specifically, I want to thank our financial administrator, the town budget officer, and
8:36the budget assistant for the many hours of hard work invested in creating this budget.
8:42I also want to thank the City of New York City Council for the support and guidance
8:43of the City Council.

8:43I also want to thank my department heads for requesting fair budgets and working within
8:47what is needed for day-to-day operations.
8:50Lastly, I want to thank our employees who work tirelessly every day to serve the residents
8:57of the Town of Riverhead.
8:59I present to you the 2026 budget.

9:17The only one resolution we have, and I will read it, is Town Board Resolution 2025-806,
9:34Schedules of Public Hearing by the Town of Riverhead as Legislative Body for the Town

9:43The resolution is to consider the designation of the Jazz Loft Incorporated as a qualified
9:49and eligible sponsor for the purchase and redevelopment of town-owned property described
9:55as Suffolk County Tax Map Number 0600-128.00-6.00-080.00, located at 18 Peconic Avenue, Riverhead, New York.
