Thank you. Thank you. Thank you. Thank you. Thank you very much, Father. I appreciate it. And as Councilman said, we are blessed today to have our men and women in blue with us. And before we get to that section, I'd just like to bring up a couple of announcements that we have today. This week at our Senior Center on Friday night, from 6 to 8, we'll have a Mother and Son Valentine's Dance, and you can register for that online. And also the very next day on Saturday, the 7th, actually from 5 to 7, they'll be doing a father-daughter dance. So, dads, we're cut out for you this weekend, and, again, you can sign up for those online. And at this time, I'd like to invite our chief up, who's going to just share one other announcement about a survey that we'll be doing online, so how you can have that information. And then, Councilmembers, if you're ready with your announcements next, that would be super. Good afternoon. Our town, in conjunction with the Suffolk County Office of Emergency Management, is updating their Hazardous Mitigation Program plan. This plan is for trying to clear up problems that we currently know, and it allows them to, the projects, to be able to get FEMA grants to aid drainage, lift roads up, et cetera. So, it's done every five years. We're in the middle of, we're starting it now. We're asking for the public's involvement in it. It could be reached at, on the town's website, on the newsflash, and you'll see it has a 2026 Hazard Mitigation Plan update. So, if the public can go and voice their concern, you know, they know their area is the best. So, if they could do that, it would be greatly appreciated. It will definitely be into the plan, you know, the projects. Thank you. Thanks, Chief. Thanks, Chief. So, if you didn't hear that again, you just go to our website, and there'll be a bulletin there. And you'll be able to follow the link and fill out that survey. And we need you to do that. So, Council Members, does anyone have an announcement today? Oh, wow. All right. Great. Well, that brings us to our very exciting time. We are going to step out and take Resolution 51 from the packet. And that resolution is for promotion of Officer Suprena to the rank of Sergeant. So, does anyone have a comment or from the public would like to make a comment on that resolution before we go? Let me go through with that. No? All right. Well, we are ecstatic. So, Chief, if you'd like to come forward and lead us in this.
Oh, I'm sorry. Yeah, we need to, yeah, we have to read it and vote on it. So, you guys can stay up. Somebody up here is new, and I don't know who it is. If you want to pay, you want us to vote. That's right. There we go. Okay. Cool. Resolution number 51, which is actually 151. And you're going to get one in your packet. Okay. Promotes a police officer to the rank of Sergeant. So, moved. Seconded. Vote, please. Waski? Absolutely, yes. I think that you are a fine officer and are going to be an asset in this position. Yes. Maryfield? Yes. Congratulations, Sergeant. Kern? Definitely, yes. Great job. Bothwell? It's a resounding yes, Matthew. You do a great job, and thank you for your leadership in our department. So, thank you for stepping forward. And Halpin? Yes, sir. Thank you very much, sir. The resolution has passed. All right.
Bible? Yep, there's one right over here.
Matthew, introduce us to your family. Well, my wife, Debbie. My wife, Debbie. My little daughter. My little daughter, Charlotte. And the rest of the family's here, too. Absolutely. I'd be back there. Charlotte, you still there? Raise your right hand. So, I'll let me swear that you will uphold the Constitution of the United States, the Constitution of the State of New York, and that you will faithfully perform the duties of the rank of Sergeant for the Rivet Police Department to the best of your ability, so help you God. Thank you. Congratulations. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Blade a little bit. We're going to look at one third. Thank you. You guys are going to take pictures outside? Thank you very much. Thank you all. Thank you.
So again, while they clear the room, we just want to remind everybody to take that survey online for our police chief and for their...it's going to be really helpful to us. So as they clear the room, we will get ready in just a second for our correspondence with Clerk Wooten and our reports. Okay. Give them a couple more seconds if you're watching at home. Don't forget about the father-daughter dance and the father... I am excited to say that the East End Animal Society has been working hard on the St. Patrick's Day parade, which will be March 28th, Saturday, 1 o'clock. And this year they are going to be having the after-party of the parade continue at the George Young Community Center. So it's going to be a lot of fun, a little different. We have a band scheduled to come to play Irish music. We have several bagpipe groups, and it's going to be a great day. Great. Awesome. Joanne, do you want to mention the Heidi Bear date? As well? Yes. February 12th? February 12th is the Heidi Bear annual scholarship dinner. It's at the Vineyards in Aquebog. There are still tickets available. If anybody is interested in attending, you're more than welcome to contact myself or Chuck Thomas. And you know what? While we're thinking, pointing out, would you want to tell people how they can donate to the ambulance barn one more time? Sure. The Riverhead and ARVAC does have on their website, so you can go there and join. Every little bit helps. There are some different goals. So you can start out by just doing some mining inscriptions, to actually purchasing a room. We have a few individuals that have donated the cost of an ambulance. So there's so many different ways, and every dollar helps. Even getting a challenge coin. So I think for $50, you'll get a pretty neat-looking challenge coin from ARVAC. So thank you. And they're actively fundraising, and they're doing a great job. We're well over $6 million now collected, so we're doing great. And we're going to get this project done. I saw one of the Talmadges at the hospital. We want to congratulate them while we're ending their 75th birthday today. And saw one of the Talmadges from the ambulance barn there, and so excited. So, Clark Wooten. Okay. On the correspondence, we received two letters, reference of motor cross track, one from Robert Gass of Calvitan and one from Riley Renaud. We received a letter from the Greater Jamesport Civic Association, reference of the public hearings. And the rest of the letters that we received were from area residents in reference to their take on the golf cottages and what they'd like to see in that amendment. Under reports is the tax receiver total tax collection as of January 21 of 2026 is $105,342,948.45. And as of January 21, we received a total of $105,342,948.45. And as of January 28, a week later, $105,967,928.91. That concludes our correspondence and reports for this board meeting. Thank you, Clark Wooten. And that's awesome. Thank you to each and every person who paid their taxes. And we're so thankful that we can pool our resources and bring the infrastructure and the programs that we have. So, thankful for that. We have one public hearing today. Hearing time is 2.15 p.m. It's 2.19 now. And to amend Chapter 279 for taxation for exempt volunteers. So, do we have anyone? Oh, yes, sir. Yeah, I'll just give a quick summary of it. So, this is an amendment to Chapter 279 of our town code. It expands code that is already there, which provides for an exemption after five years of service for volunteer firefighters and volunteer ambulance members. The state adopted legislation that allows municipalities to reduce that length of service. So, this is a proposal to reduce that to a two-year length of service prior to qualifying for the exemption. Well, this is an attempt also to increase our volunteership within our departments. The youngest people that step forward, so the men and women that are coming out that are 18, 19, and then going into early 20s is where we're going to be. So, they're starting their life of marriage, perhaps, a house, new job, new career. They're coming in and joining the fire department. But it's also, in terms of retention, you know, unfortunately, many times we lose some of those volunteers after, you know, just a few short years in the service because of the time that's necessity to maintain a position as a firefighter, as a medic, paramedic, and those type of things in the ongoing training. So, this is an attempt to help with keeping firefighters in the service. Keeping fire members active, it's a retention method as well, but also a debt of gratitude to say thank you very much for stepping forward. And so, we hope that some of our younger people wouldn't have to wait five years before they get any type of benefit for stepping up and volunteering. The more retention that we can keep within the departments and keep these young people in for the long haul, obviously, it saves our taxpayers money because we can never afford paid fire departments and so forth. So, this is a great method, I think, of just saying thank you. So, I appreciate us. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. I'm from 2490 Ripper Road. I'm before you today because I am experiencing an existential crisis. Oh, this, on this hearing, this is on this specific... This is a public comment. On this specific piece of legislation? The public hearing. Oh. Yeah, this isn't the open part yet. This is just on this one hearing, and then we'll have that in just a few minutes. Oh, thank you. I'm sorry. No, no, you're fine. You're fine. Yep, that's okay. I've done the same thing myself, so understandable. Any comments online, gentlemen? Okay. It seems like we are clear. So with that said, I am actually going to close this public hearing, and I am not going to leave it open for written comment because I believe this is a done deal, and it's a great deal unless someone up here thinks that we should. So... Terrific. All right. So we can move that forward as fast as possible. All right. Do we... So maybe just let volunteers know that we're here. I mean, I know that upon passing of this resolution, which we'll vote on later, but you do have an only until March 1st to go to the town assessor's office and to fill out the application to get that tax incentive break on your taxes. So just know that as quickly as we're doing this, that's why it was kind of moving along fast, is that the deadline is in fact March 1st. So encourage those volunteers to please come out. And you can find that online on the Riverhead, the Town of Riverhead website? Yes. Okay. Thank you. And you can find that on the Riverhead website? Yes. I think you do have to submit the application in person at the assessor's office. Yes. You would bring the application and... Yes. You need them to head in. This was a public hearing, so I think we'll vote on it the next town board meeting. And then right after we pass legislation next town board meeting, we encourage everybody to get into that assessor's office before March 1st. So if you have any questions, you're welcome to call our office, either the town board or the supervisor's office, and we'll be happy to explain that to you. With that thought in mind, now, does anyone have any questions? No. Okay. Any comments on the resolutions? It would be open comment on the resolutions that are at hand. Anyone online? Resolutions? I love it when he makes that sign. All right. Mr. Clerk, if you would, I'd like to hand it over to you for our resolutions. Okay. We'll start with resolution number one, which is 101. I just don't think that we should be stepping out of the budget constraints of this year. So we hope to put something forth for her next year. But I personally just think we need to stay within the confines of the budget. So I vote no. Halpin? I'm voting yes. And that is because the fact that this money, when she came out of the union, this money was actually removed from her. And so this money was budgeted in the union contract. And then, so I do vote yes. Just to, if I may, Supervisor, I'd just like to add that if we hadn't done this, she'd be making less as the deputy than she would be as a regular person in the union. Is that correct? So this is just to give equity for the position and the extra responsibilities that she now undertakes. That resolution is adopted. Resolution 134. Resolution 135. So the legislation was passed in the Senate and Assembly, and the governor signed a bill, I believe, on December 19th, and it does offer different tax breaks. There's one particularly for the surviving spouses of police officers that were killed in the line of duty. It's never really a common practice for us to pull resolutions off the floor, but because this was just passed in December and just given a chance for our legal department to view it and talk with our assessor's department as well. So we are under a time crunch because applications would have to be received after becoming law abiding. So we're going to have to make a motion on March 1st. So I'd like to make a motion to pull this off the floor. It would authorize the town clerk to publish and post a public notice to consider a local law to amend Chapter 279 of the Riverhead Town Code titled Taxation Enacting Article 11, Exemption for Surviving Spouses of Police Officers Killed in the Line of Duty. There is also other legislation that is out there that's, you know, working on helping veterans with severe disability. As I said before, I'm before you today because I am experiencing an existential crisis. I've been here twice before, first in October and again in December. Those of us who were present for the town board wrap up may recall my public comment and those of Mr. McKnight. The Riverhead local dutifully reported the blatant political pandering and mutual admiration of the outgoing supervisor and fellow board members, as well as the sincere and thoughtful comments shared by Mr. McKnight. However, despite clear YouTube evidence to the contrary, it seems as though the local made an editorial choice to erase my public comment altogether as though I did not exist. Such an editorial choice is puzzling. Also puzzling is the fact that although the local did publish a portion of Mr. McKnight's comments, they did not include the commentary he made after I spoke, in which he questioned my treatment. The local department, the CSEA, and the municipality did not make any comments. While I have sadly become accustomed to being disregarded by the aforementioned entities, I'm not quite sure what to make of a local journalist doing so. I want you to know that despite being disturbed and destabilized for months now as a result of my treatment by first the highway department, then the CSEA, and the municipality, and now the Riverhead local, I am in fact convinced of my existence. If for no other reason than I have the receipts. Thank you. Those receipts would be tax receipts. Receipts that amount to municipal tax increases over a period of 10 years, totaling 22%, 12% of which has occurred in the past two years. As we recently celebrated Dr. Martin Luther King Jr. Day and are about to celebrate National Black History Month, I would like to remind you that according to Dr. King in his epic letter from Birmingham jail, injustice anywhere is injustice everywhere. Willful blindness is neither a management nor a governing strategy. I want you to know that as horrific and traumatizing as it was for me to witness the recent murder of US citizen Renee Nicole Good in Minneapolis, my own blood was chilled to the point of curdling when I heard the hostile, obscene, unmistakably misogynist language directed at her by her public servant shooter as she bled out on a street in her neighborhood. I have been on the receiving end of similar vile language by purported public servants supported by my tax dollars. Understand that by shielding all involved, you are all complicit. Toleration of this conduct must not be normalized by an establishment that seems increasingly at ease with defining deviancy downward in an ever-hastening death spiral race to the bottom. Your masking of the highway department members who have abused me is despicable. I have said before and will say again, what remains to be done remains to be seen. I have given you every opportunity to be reasonable. And for months now, across labor and management, you and the CSEA have rejected reason. So you leave me no choice but to share with you one of my many coping strategies. I just want to remind you that you are over time and I'll give you about 30 more seconds. Okay. Well. That'd be great. That's very, very gracious of you. The second coming. Turning and turning in the widening era. The falcon cannot hear the falconer. Things fall apart. The center cannot hold. Mere anarchy is loosed upon the world. The blood-dimmed tide is loosed and everywhere the ceremony of innocence is drowned. So ma'am, I'm sorry to cut you off, but that is your additional 30 seconds. And I would appreciate that unless you were raised in the South, please don't call me ma'am. I was raised in the South. Well then, that's it. Thank you very much. Thank you so much for coming in today. Can I have that to put on the record? Yeah, he'll need a copy of that. I'll be honest with you, I had a hard time hearing it. I'm sorry you're not going to be able to hear it. I'm sorry. I'm sorry. I'm sorry. I'm sorry. Oh, well, I'm a fan of a lot of things, but I want to honor what was set up before me at a time restraint. So appreciate. Is there anyone online? Oh, there are one, I think. Yes, one. One person online. I'm so happy for that. That is exciting. So we will wait. Don't forget while you, oh, there we are. Hello, Mr. Harari. Hello, Mr. Harari. Hello, Mr. Harari. Hopefully you can hear us. While we're just waiting on that to connect, I want to make sure everybody knows their announcements. Again, we have two Valentine's dances this week at the senior center that you can look up on their website and be assured. There we are. Mr. Supervisor, if you recall, at the last meeting, I asked whether you were aware of the total cost of the town square project. I also asked the same question. I'm sorry. We will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue to ask and will continue I also filed a formal Freedom of Information Act request, which was acknowledged by the town clerk, Mr. Rutan. So my question to you, sir, today is, can you tell us how much the town square project will cost? And I'll actually poll the jury. Does anyone sitting at this town dais this afternoon able to answer that question? So if you're asking me again, I believe you sent that email to the CDA director. I did ask if you would send it to me and I would be able to send you figures back. And I also want to say thank you for highlighting our clerk and for getting that information to him and doing what we ask. And so what a great job. So I still I still have not received that information. So can you tell me when we will receive it? I also want to appreciate Councilman Rothwell's acknowledgement that. Certain projects, certain departments should be in a position to pay for themselves. I think that's a sound business judgment in terms of addressing issues in the town. But isn't it true, sir, that the hockey rink doesn't pay for itself? And isn't it true that the town's taxpayers are subsidizing the hockey rink to the terminal, to the two-million dollar rate? And isn't it true that the town is being subsidized by Local of Riverhead? Isn't it true that it has received millions of dollars of IDA tax benefits over the past three decades? And you've now entered into an agreement with the proprietor of the aquarium to build yet another town project that undoubtedly will not pay for themselves. So Mr. Rothwell, I'm looking forward to you being our next supervisor and I certainly will hold you to your promise to make sure that projects and departments pay for themselves going forward. We appreciate you calling in and making time to express yourself. And so, um, yeah, you had said you were going to email me and I still haven't had that, but that is the end of the conversation. So tell me when, so Mr. Supervisor, um, again, I submitted a formal Freedom of Information Act request. I was actually informed by Councilman, actually by Clerk Wooten, that although Dawn Thomas suggested, although Dawn Thomas suggested that, um, I write her and invited me to inspect pertinent documents at her office, she apparently left for vacation after receiving that request. So maybe you can just help me, or maybe you can direct those with the information to simply provide the information. Mr. Harari, I believe you said our clerk responded to you, which I thanked him. That's why I said thank you to our clerk for doing that. So it was, it was respond, it was responded to immediately that you got the initiation. And, uh, and so I'm sure he'll look forward to getting that information. Let's just clarify. I got an acknowledgement that my request was received by Clerk Wooten. Right, I understand. Yes, sir. I understood. And it was his request. I understand the words you said. It was distributed. I do appreciate that. Look, it was distributed to the appropriate. I do appreciate you and I appreciate that you were acknowledged. And he will, when that time comes, they will, I'm sure that they will do their best to get that information to you. But they did acknowledge it, so. Do you have any of the information today, sir? Uh, no, no, not, not sitting here in front of me. No, I do, I do not. So that's, you know, um, I, in my last career, there was a lot of knowledge in a book and people would ask me often, and I said, I, I don't know every nook and cranny, but I did tell you last time if you sent me that email. I did tell you that email, which I didn't receive if we're letting people know what's gone back and forth. But I think the FOIL is a great opportunity for you to get that. And I look forward to answering that. We are over time for you, so thank you again for being part of our meeting today, as in everyone. Appreciate that. So do we have anyone else online today? No. All right. Well. Do you have one announcement? Do, yeah, one more announcement we have here. If you don't mind, the, um, very important, uh, the Hispanic Development Empowerment and Education Committee, um, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does a, does as well with the Peconic Bay Medical Center. So he just asked me to put out that upcoming event, there is a no-cost colorectal screening event. This is American Cancer. I'd recommend starting regular screening at the age of 45. Cancer affects 1 in 24 for men and 1 in 26 for women. And so I just want people to know that on Saturday, March 28, 2026, from 10 a.m. to 2 p.m. at the New Jerusalem Church, that's located at 177 Doctors Path and Riverhead. Please come by for this is a free, no-cost colorectal screening event. And he has, Dr. O has done a lot of great things towards holding a lot of different events and work in conjunction with our committee and Peconic Bay Medical Center, putting these events out. So this is just a way to reach out to the public, let them know there are these things that are taking place. It is on our town website as well. But just promoting good safety health. Get yourself checked out. Thank you. Thank you very much. Awesome. I have one. Absolutely. We haven't had a town board meeting. We did mention this at the last work session. But on January 23, we had our America 250 red, white, and blue ball, which was fantastic. So well attended. It was over at the Seastar Ballroom. And we had the choir from the Jamesport Meeting House come and sing patriotic songs. Everybody had a great time. People were dancing. People were dressed up in different time period outfits. And the amount of red, white, and blue in the room was just incredible. So thank you for everybody that participated. Thank you to the committee that worked tirelessly on making this event a great success. So thank you. Thank you and the committee for putting it together. Thank you. You had a great time. Thank you. And people don't know this, but Councilwoman Waski, those that wanted to stay from the choir afterwards, she actually sponsored them. And she personally took care of that, which was to be able, if they wanted to. And Bob, you have an announcement as well. Yeah, real quick. On February 26 at the Suffolk Theater is the third annual Black History on Screen. It's February 26 at 6.30 p.m. at the Suffolk Theater. And there will be some guest hosts there to address the audience. Thank you. Great. Anyone else? Well, again, happy birthday to the Pecanic-Pig Medical Center. We're so excited for them. And with that, I'll just ask for a motion to close our meeting. So moved. Seconded. All in favor? Aye. Aye. Aye. Aye. Aye. And we're not doing the abstains for Bob. Oh, it's Frank Mancini's birthday.
