0:30Thank you.
1:00Thank you.
1:30Thank you.
2:00Thank you.
2:08Thank you.
2:20Thank you, Councilman.
2:20And also, do we have someone today for the invocation?
2:24We do.
2:24Once again, we are honored today to have Reverend Montoro from the Community Baptist Church here with us
2:29to lead in our invocation.
2:31Thank you very much for joining us, Reverend.
2:33Thank you for the privilege of being here.
2:35Let's go to the Lord in prayer.
2:38Dear Heavenly Father, Lord, we do come before you today,
2:40and Lord, we are thankful for just the reminders of your faithfulness, Lord.
2:45Even with the cold winter we've had, we know that spring's coming because you are a faithful God,
2:51you are a wise God, and Lord, we're coming to you for the wisdom that we need to make decisions for our town.
2:57We ask that for our town council.
2:59Lord,
2:59for the supervisor, for just the town members who bring things to the town, Lord, that need to be done.
3:05We pray, Lord, just for your hand of protection, protection upon our town, upon our individuals here, Lord,
3:13our police and emergency workers.
3:16And we do pray, Lord, just for each one in Riverhead to be able to love one another as we love you.
3:21In Jesus' name we pray.
3:22Amen.
3:23Amen.
3:24And thank you for bringing on spring.
3:27Thank you.
3:29And speaking of that, we have announcements.
3:32This Sunday is Daylight Savings Time, so we'll all be jumping forward an hour.
3:37I know how excited we are all to see that happen and to lose that hour of sleep,
3:41but it means that summer's right around the corner, and how awesome is that,
3:46and hopefully there will be no snow in July.
3:49That would be great.
3:49Anyone else have any announcements that we'd like to make?
3:52Yes, ma'am.
3:52Of course I do.
3:54So it's March, everybody.
3:56Very exciting.
3:57We will be having on March 14th, next Saturday,
4:04the raising of the Irish flag out in Jamesport at 1030 in the morning
4:08at the George Young Community Center,
4:11which is the traditional now kickoff for anticipation for the East End Emerald Society Jamesport Parade,
4:20which will be on March 28th with a kickoff of 1 o'clock sharp,
4:27from Washington Avenue.
4:29So put that onto your calendar.
4:31And we are also still preparing for America 250.
4:36Keep your calendars open for May 1st.
4:39We have something exciting going on at the Suffolk Theater,
4:42hopefully within the next week,
4:45confirmed information for everybody about that.
4:49And we want you to participate in the parade,
4:52which will be on July 4th here, downtown Riverhead.
4:56Thank you.
4:57And think about getting your friends together or your businesses together
5:01and creating a float or bringing something fun and festive to the parade.
5:06And participation, we need you guys.
5:10So we want to make it the best parade that we've had in a very, very long time.
5:14So that's all that I have.
5:15Thank you, Councilwoman.
5:16Anybody else?
5:17I was just going to add about the June 4th, the 4th on the 4th,
5:21or is that too premature?
5:23A little too premature?
5:24Okay, I'll wait.
5:25Okay.
5:25So while we're doing that,
5:26I just want to make everyone aware,
5:28we did it our last work session.
5:29We went into it a little bit more in depth.
5:31But we do have,
5:32we want everyone to be cautious of fraudulent impersonating of anything from the town.
5:37We have some phishing scams that have come through the county in different towns,
5:40and no one is immune to that.
5:42So if you get something, an email from the town,
5:44and you're working with the town,
5:46please call to make sure.
5:47Our building department does not take electronic payment,
5:51and so that would not be an area that they would.
5:54But you can always call and check.
5:56Make sure before you do that.
5:58So contact our town directly at 727-3200,
6:02just to confirm with all of that.
6:05So at this time, if we have no more announcements,
6:07I'd like to ask our town clerk, Mr. Wooten, for our correspondence.
6:12Yes, sir.
6:12On the correspondence, we received five letters,
6:17some dealing with downtown redevelopment,
6:22and some with the motocross.
6:26We received a letter from the town board,
6:28as well as letters concerning who can speak or should speak at a town board meeting,
6:34and water availability.
6:37All those letters are posted.
6:39If we're unsure of your residency,
6:41it's going to be circulated to the board,
6:43as well as to the file,
6:49but it will not be posted on the web,
6:51other than what it's in reference to.
6:54But if we're not sure of your residency,
6:56it's not going to be published.
7:00On the reports, we have a tax receiver total collection
7:04as of February 19, 2026,
7:06at $107,573,498.15.
7:13And as of February 25, a week later,
7:16$107,651,681.79.
7:22And that concludes our correspondence and our reports.
7:26Thank you, sir.
7:28At this time, we'd like to go into our first public hearing
7:31with Eric Howard.
7:34Today is March 3rd.
7:37The time right now is 2.10.
7:38The public hearing is scheduled for 2.10 p.m.
7:41to amend Chapter 189,
7:43No Parking at Certain Hours.
7:45All right. Thank you, Mr. Supervisor.
7:47This is a relatively straightforward
7:49code amendment proposal.
7:51It is going to prohibit parking
7:54on the north side of Northern Parkway.
7:56It's going to be a residential area
7:58from 8 a.m. to 6 p.m., Monday through Friday,
8:00from its intersection with Roanoke Avenue
8:02in an easterly direction for 500 feet.
8:04And the purpose of this is to address
8:06some traffic congestion complaints
8:08that we've gotten from residents in the area.
8:10Northern Parkway is typically a residential area,
8:12but being that it's on Roanoke Avenue,
8:14there are businesses that line both sides of Roanoke Avenue.
8:16So a couple of the businesses on the corner of Northern Parkway
8:18are going to be on Roanoke Avenue.
8:20And we're going to be looking at
8:22the traffic congestion complaints
8:24that we've gotten from residents in the area.
8:26So one of them is that
8:28one of the businesses on Northern Parkway
8:30and Roanoke are having street parking.
8:32And so we're looking to limit that
8:34and allow more space for residents
8:36to get on and off that road.
8:38So this time I'd like to ask
8:40if there's any comments from the public.
8:46Just again, if you're coming up,
8:48we just want to make sure that you state your name
8:50and kind of, you know, your Hamlet.
8:56Hi, my name is Jean Fellow.
8:58Can you pull the mic just down a little bit closer for us?
9:00There we go.
9:02Thank you very much.
9:04Jean Fellow, I live on Northern Parkway,
9:06actually right next to Advanced Dermatology.
9:08Thank you for,
9:10I'm going to read this.
9:12Okay.
9:14Thank you for proposing measures to address parking
9:16on Northern Parkway.
9:18However, these measures do not resolve
9:20the broader zoning, safety, and accessibility issues
9:22at 968 Roanoke.
9:24Therefore,
9:26we have concerns.
9:28The property is operating as a
9:30multi-provider medical office,
9:32yet there's no updated
9:34certificate of occupancy
9:36reflecting the scope of use.
9:38The property was transferred in
9:402019 to 968
9:42Roanoke LLC, which is an
9:44affiliated entity within
9:46Advanced Dermatology
9:48corporate structure,
9:50which operates in more than 40 locations.
9:52This change
9:54in ownership raises questions
9:56about whether any prior
9:58grandfathered status continues.
10:00While the code may not use
10:02the phrase intensity of use,
10:04it is reflected in
10:06measurable standards such as
10:08parking requirements and certificate
10:10of occupancy limits.
10:12When those limits are
10:14exceeded, the code is implicated.
10:16Second issue is parking.
10:18Approximately 12 spaces
10:20are required, only
10:22about 8 are provided.
10:24Overflow onto Northern Parkway is the
10:26most predictable result.
10:28Signage and enforcement do not
10:30create the missing required parking.
10:32Third,
10:34is fire safety.
10:36With parking on both sides,
10:38the roadway narrows
10:40to 10 to 14 feet.
10:42The New York State Fire Code requires
10:4420 feet of clear access.
10:46This condition recurs during
10:48business hours, Wednesday and
10:50Thursday being the worst.
10:52Fourth is the ADA compliance.
10:54In 1993, the
10:56county approved a site plan
10:58that included an accessible ramp.
11:00Records show that the ramp
11:02was never built, yet
11:04occupancy continued.
11:06These issues are interconnected.
11:08Intensified use drives
11:10parking overflow, overflow
11:12creates fire hazards, and
11:14accessibility remains unresolved.
11:16I respectfully request
11:18a formal zoning
11:20determination and
11:22coordinated review of zoning, parking,
11:24fire safety, and ADA
11:26compliance for this property.
11:28I have these
11:30forms here, these sort of
11:32evidence here.
11:34Give them to our town clerk if you want.
11:44Thank you, Gene.
11:46Thank you.
11:48Can I just ask you one question?
11:50This
11:52no parking
11:54does it, is it
11:56at least a step that helps in the
11:58right direction? Is it something that you support?
12:00So if you're saying we're not going far enough,
12:02but this may be
12:04the first step, is it something in which you support?
12:06Well, I don't think it would actually
12:08decrease the number of cars that are
12:10out there. It'll just push them down the block.
12:14You know? I mean,
12:16within 500 feet of Roanoke, there'll be
12:18you know.
12:20That's what I think will happen.
12:22Okay.
12:24Thank you.
12:26Adele Wallach,
12:30Riverhead. In answer to your
12:32question, it doesn't help. Because
12:34the issue is, if the
12:36cars are still parked on one side of the road
12:38to the corner of Roanoke on
12:40Northern Parkway, anybody turning
12:42into the street is in danger of a
12:44head-on collision with somebody coming down
12:46Northern Parkway.
12:48It's not a wide enough street for parking
12:50to the corner. If people
12:52fly around the block like they're at
12:54Indianapolis Raceway, nobody has
12:56regard for any
12:58speed limits.
13:00It doesn't mean anything. So, if
13:02somebody's parked on the corner,
13:04it's not going to help anything. Even if
13:06it's only on one side of the street.
13:08And the problem also is
13:10that people don't live there who
13:12go to the doctor. They have no respect for
13:14the private property that they're now encroaching
13:16on, which is my front lawn half the time.
13:18They just drive onto the lawn
13:20while they're trying to park the car. And leave
13:22it there. So that my lawn is
13:24completely cut up every summer because of
13:26where they park. They don't care. They don't
13:28live there. But,
13:30being on one side, if you
13:32go there, you would see on
13:34one of their wonderful days of
13:36way too many patients,
13:38the parking
13:40is all the way into the road.
13:42And what also happens too is
13:44parents with their kids in the car, take
13:46the kids out on the street side
13:48of the car, so you have
13:50people getting their kids out of car seats
13:52into the middle of the road while there's all this
13:54chaos going on. I mean, I've seen it
13:56more times where I'm like, oh shit, that kid's
13:58going to get killed because somebody's
14:00flying down the block off of Roanoke.
14:02Don't know the car has got the door
14:04open, and now the mother's there trying
14:06to get the kid out of the car, and there's
14:08some moron flying down
14:10Northern Parkway. Happens every day.
14:12And then with the snow,
14:14they were even more into the road.
14:16Didn't care. And one of them turned out
14:18to be a staff person.
14:20Like, hello, you can't see that your car
14:22is halfway out into the middle of the road and you
14:24couldn't park there because there was a snow bank?
14:26I mean, this is what we're dealing with.
14:28It's just no regard for anybody
14:30on the street at all. And it
14:32is a residential block beyond
14:34those two offices. And the
14:36dentist has gone to the extreme limit
14:38of putting
14:40cameras and signs to say, if you
14:42park in our parking lot, you will be towed.
14:44So, because
14:46everybody was trying to park still
14:48in there, which they used to be able to do
14:50prior to this guy taking over.
14:54that little bit of 500 on one side
14:56really doesn't change anything.
14:58It won't. It will, like she says,
15:00just push them further down the block.
15:02They'll be all the way down the block instead.
15:04They're not going to care.
15:06So, thank you.
15:08Thank you.
15:10Anyone online?
15:12Anyone online?
15:18Any questions or comments?
15:20I believe that...oh, sorry.
15:22Yes, ma'am. Sorry.
15:26My name is Carol Denys.
15:28I live on Northern Parkway
15:30on the same side as the dermatologist.
15:32By the way, I don't know if you realize,
15:34there's a dentist's office
15:36right across the street from the dermatologist.
15:38I think maybe
15:40Jeannie mentioned that.
15:42When they're both operating,
15:44you have cars on both sides
15:46of the street, parking lots
15:48and parking lots
15:50on both sides of the street.
15:52And you can see
15:54that the parking lot is on the other side
15:56of the street.
15:58And the parking lots are full.
16:00Very dangerous.
16:02But what I'm here to talk about
16:04is a compliance of the dermatology office.
16:06In August,
16:08I use them for dermatology,
16:10whatever that word is,
16:12reasons.
16:14It's about the parking, right?
16:16I have trouble getting in and out
16:18of the stairs.
16:20If you know the building,
16:22you go up the stairs.
16:24They finally put railings.
16:26You step up into a foyer.
16:28It's an old house.
16:30Then another big step up.
16:32So I'm going to ask you,
16:34could you come back during our open comment?
16:36Because this is just about the parking regulation
16:38and I understand that that's a concern of you.
16:40Oh, all right.
16:42That has to be dealt with, too.
16:44From the parking,
16:46I'm going to be affected, too,
16:48because I am down the road
16:50and I'm sorry I got off.
16:52No, that's okay.
16:54So during our open session,
16:56if there's no other comments
16:58about the parking legislation,
17:00then we are going to close this public hearing.
17:02We'll leave it open for 10 days
17:04for written comment,
17:06which will be the 13th of March.
17:12And we will move on to our resolutions.
17:18We will ask if there's anyone
17:20that has any comments
17:22from the public or online
17:24about resolutions today.
17:26I'll give you a couple seconds.
17:28If not,
17:30that is fantastic
17:32on different levels.
17:34And so, Mr. Wooten,
17:36if you would take it away with our resolutions,
17:38that would be fantastic.
17:40All right, we're going to start with
17:42resolution number one, which is 195.

31:53three minute timer on and we do ask that you respect those around you and those
31:58online is the same I will give you the kind of a heads up and then I will ask
32:02you to either get back in line or do it and remember also if we're listening
32:05we're listening to understand not necessarily listening to respond right
32:10away so if you'd like to come up please say your name and what Hamlet you're
32:14from and you may go that's a wall Riverhead yeah you go hey a dough wall
32:24at Riverhead just to be directed also for the dermatology office the other
32:30issue is and it's a major issue is the eight lack of 88 compliance completely
32:35it's a medical office and it has absolutely no accessibility none
32:40whatsoever it's an old house that was converted
32:44into a hospital and it's a medical office and it has absolutely no
32:44accessibility none whatsoever it's an old house that was converted into a
32:44doctor's office and there's as Carol was saying a huge step to get up to get
32:50in I see people with Walker's Canes with mobility issues trying to get in and
32:55out of that building and it's a disaster waiting to happen on their end I don't
32:59even understand it's a lawsuit waiting to happen and then once you're in the
33:03building there's they're using both floors of the building for medical space
33:07now which means you're walking up and down a long narrow flight of stairs to
33:12get up to the second floor where they're also
33:14so we didn't have examining rooms.
33:16God forbid there was an issue,
33:18there is no way in an emergency to get out of that second floor.
33:21Now, if we haven't learned anything from the fire on 2nd Street,
33:24maybe that's a good example of what happens
33:27when you have no egress on the second floor of a building.
33:31It's a disaster waiting to happen.
33:33And since they're out of compliance
33:36with how many people they have in the building at one time,
33:38it even makes it a more serious condition.
33:41It's not good.
33:43It really isn't.
33:44So the parking is one major issue
33:46because it affects all of us in the neighborhood,
33:50but as a medical practice, practicing,
33:53it's unconscionable on their part as well.
33:57And there is, on the record, Jeannie has it in those papers,
34:00that there has been acknowledged that the ramp was never put in.
34:05So they have not followed up with any of the ADA laws at all.
34:09Nothing.
34:10So I think that that's really important
34:12to be looked into for the safety of people going in and out of there,
34:16especially patients that they have and people in the community.
34:20And with that parking situation,
34:22God forbid you need a fire truck or an ambulance to get down that block,
34:26that's not happening.
34:27She can't get down the block with her truck
34:29when they're parked on both sides of the street.
34:31And my neighbor can't get down the block.
34:33That's how narrow the street becomes.
34:36A pickup truck can't fit down the middle of the road,
34:38let alone an ambulance or a fire truck or anything else
34:41that might have to get down.
34:42So it's a whole lot of different issues.
34:46But anyway, thank you.
34:48Thank you for your comments.
34:50Thank you so much.
34:53Any other comments?
34:56Open comments?
34:57Go ahead.
34:58Yep, one online.
35:00While we're waiting for the online ones to come up,
35:02just want to remember to remind you again about the phishing scams.
35:05Again, if you get something from Town Hall that looks suspicious,
35:07check the email address and call Town Hall to confirm.
35:11You can throw them up there.
35:12Anytime you're ready.
35:18Mr. Herrera, can you hear us?
35:30Yes, good afternoon.
35:32After the collapse and evacuation of the town's hockey rink,
35:38I served a Freedom of Information Act request
35:41asking for information regarding the repairs.
35:48I have yet to receive those.
35:51In light of the collapse of another dome recently,
35:56I wonder whether or not, which would be incorporated in my request,
36:00there was any specific report as to the condition of the hockey rink
36:06and necessary repairs.
36:11And Mr. Roth,
36:11since you're the liaison to the hockey rink
36:14and fond of the sport,
36:18perhaps you can let me know whether, in fact, that is the case.
36:23I know I won't step on the supervisor's toes.
36:26I know they work directly with you, the supervisor,
36:28but they did hire an outside consultant that had to come on site, evaluate it.
36:33They cleared all necessary snow, and it wasn't a collapse.
36:38It was a partial, you know,
36:40you know,
36:41indentation on the upper portion of the bubble,
36:44and everything was restored and is operating in its full capacity at this point.
36:49But there was the building department fire marshal all requested an outside engineer
36:54to come in and review it and deem the site safe,
36:57in which they did, and they covered their own costs for doing that as well.
37:00But I know they were speaking directly with you, supervisor,
37:02if you want to add to anything.
37:03Our engineering department as well was out there.
37:06Our fire marshal did a fantastic job getting there,
37:10placarding it for the reason that it was a complete failure.
37:10I think it was a great job.
37:11I think it was a great job.
37:11I think it was a great job.
37:11I think it was a great job.
37:11I think it was a great job.
37:11I think it was a great job.
37:11I think it was a great job.
37:11But for the reason of making sure the public safety was first and foremost,
37:14they did require an outside engineering that dealt with that specifically to come in
37:19and to give them the all clear.
37:21What had happened was when the first generator, when the power source goes out,
37:26we are alerted through, you know, our fire system.
37:30And our fire marshal was allowed to, or was notified.
37:34It happened during the blizzard as well, as far as the power just having a quick outage.
37:39And the second generator comes on,
37:41the collapse did not happen during the blizzard so the ice rink has taken the precautions to to
37:48you know help to make sure that doesn't happen again in that setting and then so that was kind
37:54of what our fire marshal asked they did everything they were asked to do at the ice skating rink so
38:00we our fire marshal our engineer everyone worked with them just like we would any other business
38:04to make sure that they they follow but also to get them back up to speed when possible so hopefully
38:10that helps you so is there actually a report is there actually a report or written recommendations
38:15regarding the condition of the hockey rink and um can you could you pull your camera down just a
38:22little bit more for me i'm just having trouble hearing you and that would be helpful for me to
38:26be able to to read your lips as well so sorry can you hear me now yeah that's better way better
38:32thank you okay so my question is is there a specific report or recommendations in written
38:40form
38:40from the outside engineer that you said was retained and also is there a final certificate
38:47of occupancy pertaining to the hockey rink so um we are over time and i think you if you send that
38:54email in um the report came back to our fire marshal yes they did give a report for that
38:59and so you know as far as the final co for that um i believe that is still a work in progress at that

40:31know when the george young center lost heat our rec immediately pivoted and they did stuff online
40:37they made sure it was a district so the kids didn't miss their camp what an honor to be here
40:40i'll be running kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids
41:10you again for the moment I could speak. I want to also thank the Chief of Police, Chief Frost,
41:16for responding to an email that I sent to the town board regarding the concerns that we have around
41:22particular types of ICE activity that disrupt public safety. So my name is Minerva Perez. I'm
41:27the Executive Director of OLA of Eastern Long Island. Could you also say what town you live in?
41:34Sure. Sure. I live in the town of Southampton. However, the organization that I run serves the
41:42entire East End, and we spend a lot of time doing some amazing work in Riverhead. So that's kind of
41:46the capacity that I'm here as well. So ICE to date has probably had more random raids in Riverhead
41:53than any other town or village, which again is part of the reason for the law that we have proposed.
41:59It is a law that we are looking for dialogue on. We have called a meeting that we call about three
42:04weeks ago. We have called a meeting that we have called about three weeks ago. We have called a
42:04meeting that we have called about three weeks ago. I know Riverhead wasn't able to attend. I'm
42:07looking forward to having a meaningful dialogue with the town of Riverhead. I have the email from
42:13the Chief, and I appreciate that. I also appreciate that he was able to investigate. One of the claims
42:19that came to us was that ICE spoke to two fifth graders. So he has told me that he has investigated
42:25that. I will trust that investigation. We will get word out publicly, and I'm doing that also
42:29on the record here. The fact is, is that ICE was all around that
42:34school. That is a fact. I have gathered more and more information on that. We want to make sure that
42:40the actions of these random raids are not stopping children from going to school.
42:46They're not stopping people in the event there's a raid that's happening by the hospital or by one
42:51of the many schools that you all have. We need to have a plan of action. I would like to work with
42:56you on that. We've already met with every other town and village leadership, along with their
43:00lawyers. And we have a third of the school that is going to be going to school. So we have a plan of
43:04action. We have a plan of action. We have a plan of action. We have a plan of action. We have a plan of
43:04action. We have a plan of action. We have a plan of action. We have a plan of action. We have a plan of action.
43:08is incorporating lots of information and a suggestion from lawyers who also have represented
43:16law enforcement. So we've got something very strong that we think you should be looking at,
43:21and I look forward to hearing back from this town board on how we could have a proper dialogue on
43:25this. So that's my request to you all. Thank you for your comments. Appreciate it. Do we have
43:31anyone else online or in our room that would like to share? You just follow what we normally do.
43:36You just come up to the podium, and you can even stand in line over there so we know that you're
43:40next in the queue if you'd like to stand behind her along the wall. Hi there. My name is Shannon
43:44Stinson from Aqabag. I just wanted to piggyback off of what Ms. Perez said and that I'm here as a
43:50parent, as a taxpayer, as a neighbor, and that, you know, representing other parents in our community
43:56that we are also deeply concerned about ICE activity near our schools. And that's it. Just a comment.
44:05I'm sorry. I'm just...
44:06Sorry. We just don't do crosstalk in this. So if you don't understand, our police chief did send
44:14out... She made reference to it, so I would like to clear that up. Our police chief went to great
44:18lengths. They did interview the parents of the children as well as one of the children. They
44:23were also able to track down the video of the encounter that was in question that was
44:26said to have contained that, and they were able to locate the operator of that SUV. That male
44:33operator was a member of the general public, and he was able to locate the SUV. So I'm going to
44:36share that with you.
44:37Unlike other kids, kids from other kids from other kids from other kids from other kids from other
44:40kids from other kids from other kids from other kids from other kids from other kids from other kids
44:42from other kids from other kids from other kids from other kids from other kids from other kids from
44:43other kids from other kids from other kids from other kids from other kids from other kids from
44:44other kids from other kids from other kids from other kids from other kids from other kids from
44:45other kids from other kids from other kids from other kids from other kids from other kids from
44:46other kids from other kids from other kids from other kids from other kids from other kids from other
44:47kids from other kids from other kids from other kids from other kids from other kids from other kids
44:48from other kids from other kids from other kids from other kids from other kids from other kids from
44:49other kids from other kids from other kids from other kids from other kids from other kids from other kids
44:50with that individual that they were not connected to an ICE officer.
44:54They were not affiliated with any branch of law enforcement.
44:58And so this was a person that was acting on their own accord outside of that setting.
45:03And quite honestly, I'm really thankful that our local law enforcement was able to track that down
45:10to make sure that that was because they take any and every opportunity to make sure that we're all safe all the time
45:19and also around our school districts, our schools, they do that, and they take those inherently to heart.
45:29They care about those children.
45:30They care about you.
45:31They care about the citizens, and they make every effort.
45:34So they went to great lengths to make sure that what was the truth in there and what was not.
45:41And what was posted last week, and unfortunately I need to say that, was not accurate information.
45:47That was an ICE officer.
45:49That was an ICE officer approaching children.
45:51It was inaccurate information, and it has been clarified by our police, which again did great work.
45:58So that is something that is constantly the focus of our children.
46:03And you, not just senior citizens, children, no matter who you are, if you are in the zip code of 11901,
46:11our PD and our code enforcement, everyone that's involved with our EMS, they care about you,
46:18and they're working around the clock.
46:19Thank you.
46:19They're working around the clock.
46:20They're thinking about you.
46:21Even when they're off duty, they care about you.
46:24So I just wanted to make that statement, so.
46:27And I'm thankful for them.
46:29Any other just open comments that we have during this time period?
46:32So you just have to do what we normally do.
46:35Just come over to that microphone and do that.
46:46Dawn Zabrowski, 2490 River Road.
46:48Thank you.

47:18Forgive me for pointing out that a blizzard involves no bullets,
47:22no missiles, no explosions.
47:24A blizzard is wind and frozen crystalline water.
47:29Superintendent Seleski seemed sympathetic in the article
47:32to resident objections to having their driveways blocked
47:35by passing snowplows, but offered no solutions.
47:39While I object strenuously to being abused
47:41by the highway department and paying dearly for the privilege,
47:44I have no issue whatsoever
47:46with snow overflow blocking my driveway.
47:49It's a blizzard after all.
47:51I suggest that when shoveling, blowing, or plowing snow
47:54at the end of your driveway, deposit your snow
47:57in the opposite path of the next snowplow pass.
48:01You're welcome to use that one, Superintendent Seleski.
48:05Oliver Wendell Holmes once said,
48:07taxes are the price we pay for civilization.
48:10Hopefully, your tolerance for poetry is as high
48:13as your well-established tolerance for obscenity.
48:16Poetry may not be the sole remedy for the disturbance, distress,
48:20and destabilization you have inflicted on me, but it can't hurt.
48:24From William Butler Yeats, The Second Coming, Mr. Gilpin.
48:33The Second Coming.
48:35Turning and turning in the widening gira,
48:37the falcon cannot hear the falconer.
48:40Things fall apart.
48:42The center cannot hold.
48:45Mere anarchy is loosed upon the world.
48:48The blood-dimmed tide is loosed.
48:52And everywhere, the ceremony of innocence is drowned.
48:57The best lack all conviction, while the worst are full
49:02of passionate intensity.
49:05Surely, some revelation is at hand.
49:07Surely, the Second Coming is at hand.
49:10The Second Coming, hardly are those words out.
49:14When a vast image out of Spiritus Mundi troubles my sight.
49:20Somewhere in the sands of the desert, a shape with lion body
49:24and the head of a man, a gaze blank and pitiless
49:28as the sun is moving its slow thighs, while all about it,
49:34real shadows of the indignant desert birds.
49:39The darkness drops again, but now I know that 20 centuries,
49:44I'm not going to be able to see it.
49:44Unlike me, I'll never see it again.
49:46Unlike me, I'll never see it again.
49:48Unlike me, I'll never see it again.

50:11and even support for the OLA public safety resolution.
50:15Even a dialogue about this would benefit everyone,
50:17and let's work together.
50:19It's always great to work together.
50:21Hola a todos.
50:21Es Rosario Rodriguez.
50:36Vivimos juntos.
50:37Trabajemos juntos.
50:39Thank you, Rosario.
50:40Thank you.
50:40Gracias.
50:41Thank you.
50:45Carrie Flanagan, Riverhead, New York.
50:47Did you say Carrie?
50:48Carrie Flanagan, Riverhead, New York.
50:50Also speaking in support of what Minerva Perez has presented.
50:55I just wanted to let you know there are clear and present dangers
50:59to the residents of Riverhead.
51:01The morning of Wednesday, February 18, 2026,
51:04between 7 a.m. and 8 a.m.,
51:07as a volunteer with the Rapid Response Team,
51:09an alert went out that ICE,
51:11which is the most important and most important
51:13and most important and most important
51:14and most important and most important
51:15in the state of the state,
51:16was in Riverhead on Arrowhead Avenue,
51:17a residential neighborhood.
51:18I went to the location to document in case someone was taken
51:19and eventually saw and followed two ICE vehicles
51:21for about 15 minutes and watched them from a safe distance
51:26as they were speeding through numerous streets in Riverhead,
51:29including Middle Road, Route 58, Osborne Avenue, and Main Street.
51:33I saw them go through two red lights and stop
51:36at random places, including parking for several minutes
51:39across from the entrance to Sunken Park,
51:41and the
51:46They clearly weren't looking for a targeted person.
51:47After they proceeded through the second red light,
51:49where I stopped because it's the law,
51:52I lost sight of them.
51:53I was about to return home when I saw them again on Main Street,
51:56where they then made their way to the New York State Troopers' Headquarters,
52:00where they entered the rear parking lot and remained.
52:02All during the time I was following them,
52:04I obeyed the traffic signals and the posted speed limits.
52:08The ICE vehicles did not in the town of Riverhead.
52:10I was in the parking lot, and I was in the parking lot,
52:11and I was running from the kids running around me.
52:15of the vehicle immediately in front of me one of the two vehicles i saw that morning was seen later
52:20that morning at the family court building on the other side of the river where a young man was
52:25taken by ice agents as others filmed the incident osman canalis took a video of the license plate
52:32of one of the ice vehicles at the family court which was the same vehicle that had been in front
52:38of me earlier that morning and those plates were two different plates on the same vehicle
52:44the front plate and the back plate were two different license plates i imagine riverhead pd
52:50would normally pull over any vehicle that had two different license plates on the vehicle in
52:55riverhead so i please ask you to consider this local law that minerva is presenting
53:01and to consider the safety of the residents thank you thank you for your comments
53:11good afternoon um david amaya
53:14official avenue um distinguished town board i really respect you all i think you're very uh
53:23professional well qualified for the seat that you are in and um it's very uh it's very powerful
53:32the message that you all have in the town website um i i find very very powerful when you say that
53:42you know you are are
53:44here to serve the town where you said that you are you love diversity when you said that you're
53:52child of god a person that work with children abused a person that work hand to hand with
54:00latinos workers in our foreign fields a person that have run businesses successfully for years
54:09but most important person who was selected to serve all the people
54:15i don't think you should ignore what is happening with the ice operation or the way the ice is
54:21operating in this town i think that's something that we really cannot ignore it's not about
54:30defending any criminals it's uh it's about protecting the good people our children
54:38it's about humanity it's about empathy it's about duties that we have
54:45all of us right as a community you know well that there is something that can be done you know you
54:52know you know that there are some rights you know well you were very well qualified for that
55:00so you know that there is something that has to be done for the more more vulnerable people that
55:08we have in our community remember leadership is earned mainly by serving
55:15others and a leader who doesn't serve doesn't deserve we counting on you we counting on you to
55:24take action on this thank you
55:31thank you sir for your comments we have one one online
55:39and don't forget to check out our recreation and recreation
55:44and our senior center
55:51thank you again i i am particularly troubled by the admission by the supervisor that after years
55:58the um hockey rink does not have a final certificate of occupancy i look forward to
56:05getting the information regarding repairs again could you just tilt your camera just a little bit
56:09just i'm having a little trouble hearing you could you just tilt that for me just a touch
56:13down that way
56:14would be great yeah put your whole face on there yeah i believe actually yeah that would be helpful
56:18if you could just helpful if possible thanks thank you so much i really appreciate that
56:26there you go look at that face thank you sir thanks ron so um i as i said i'm troubled by the
56:35lack of a final certificate of occupancy particularly since it addresses the safety of
56:40the citizens in our town and it's been some time i will look forward to that and i will look forward to that as well
56:44i'm looking forward to getting the um the uh foil responded to regarding the repairs
56:50but i'd like to move on to uh another point um and i'd like to congratulate councilman rothwell
56:58uh for his purchase of property in the james port area i wish you very well and i'm sure
57:04you'll do a wonderful job however at the same time i think it is uh important uh that you
57:12recuse yourself from participation in any matters uh which might affect that property such as
57:22agritourism transfer of development rights as it might impact on your own property and i would say
57:30that that has the potential to create a a conflict of interest and be at the very least an appearance
57:39of propriety of impropriety so thank you
57:41so for those reasons i would say uh you need to refrain from participating in uh lobbying or
57:50drafting legislation either individually or with members of the town staff and i would urge the
57:59board and the town attorney to get a formal opinion as to what is appropriate for the councilman
58:09to work on or not to do so and i would say that's the point that i would like to make and i would also like to
58:11me to weigh in on the other members of the council members and i'll be willing to weigh in on their
58:13concerns and i'll be willing to weigh in on their concerns and i'll be willing to
58:15weigh in on their concerns and i'll be willing to
58:15WITH THAT PROJECT. NEW SPEAKER RON, I'LL JUST LET YOU KNOW THE
58:19PROPERTY THAT I DID PURCHASE IS 108 ACRES. IT IS AN EQUESTIAN FARM.
58:23THE DEVELOPMENT RIGHTS ARE ALREADY SOLD ON IT. SO IT WILL ALWAYS REMAIN AN EQUESTIAN

58:55TO COME. THANK YOU.
58:57NEW SPEAKER RON, AGAIN, I WISH YOU WELL. I WISH YOU WELL.
59:01BUT IN THE EXERCISE OF PRUDENCE, YOU KNOW, PARTICULARLY WHERE SOME OF THE ANALYSIS IS
59:07POTENTIALLY TRANSFERRING DEVELOPMENT RIGHTS TO GENERATE GREATER LEVERAGE.
59:12IT MAY RAISE AN ISSUE. I KNOW YOU'LL BE VIGILANT ABOUT AVOIDING
59:15THE APPEARANCE OF IMPROPRIETY. AND, AGAIN, GOOD LUCK, SIR.
59:20NEW SPEAKER RON, THE DEVELOPMENT RIGHTS WERE ALREADY SOLD BY THE PRIOR OWNER.
59:24SO THERE ARE NO DEVELOPMENT RIGHTS THAT EXIST ON THE PROPERTY IN WHICH I PURCHASED, JUST

59:31FOR YOUR CALL. AND I THINK THAT ENDS THE TIME THAT YOU HAVE

Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you, Councilman. And also, do we have someone today for the invocation? We do. Once again, we are honored today to have Reverend Montoro from the Community Baptist Church here with us to lead in our invocation. Thank you very much for joining us, Reverend. Thank you for the privilege of being here. Let's go to the Lord in prayer. Dear Heavenly Father, Lord, we do come before you today, and Lord, we are thankful for just the reminders of your faithfulness, Lord. Even with the cold winter we've had, we know that spring's coming because you are a faithful God, you are a wise God, and Lord, we're coming to you for the wisdom that we need to make decisions for our town. We ask that for our town council. Lord, for the supervisor, for just the town members who bring things to the town, Lord, that need to be done. We pray, Lord, just for your hand of protection, protection upon our town, upon our individuals here, Lord, our police and emergency workers. And we do pray, Lord, just for each one in Riverhead to be able to love one another as we love you. In Jesus' name we pray. Amen. Amen. And thank you for bringing on spring. Thank you. And speaking of that, we have announcements. This Sunday is Daylight Savings Time, so we'll all be jumping forward an hour. I know how excited we are all to see that happen and to lose that hour of sleep, but it means that summer's right around the corner, and how awesome is that, and hopefully there will be no snow in July. That would be great. Anyone else have any announcements that we'd like to make? Yes, ma'am. Of course I do. So it's March, everybody. Very exciting. We will be having on March 14th, next Saturday, the raising of the Irish flag out in Jamesport at 1030 in the morning at the George Young Community Center, which is the traditional now kickoff for anticipation for the East End Emerald Society Jamesport Parade, which will be on March 28th with a kickoff of 1 o'clock sharp, from Washington Avenue. So put that onto your calendar. And we are also still preparing for America 250. Keep your calendars open for May 1st. We have something exciting going on at the Suffolk Theater, hopefully within the next week, confirmed information for everybody about that. And we want you to participate in the parade, which will be on July 4th here, downtown Riverhead. Thank you. And think about getting your friends together or your businesses together and creating a float or bringing something fun and festive to the parade. And participation, we need you guys. So we want to make it the best parade that we've had in a very, very long time. So that's all that I have. Thank you, Councilwoman. Anybody else? I was just going to add about the June 4th, the 4th on the 4th, or is that too premature? A little too premature? Okay, I'll wait. Okay. So while we're doing that, I just want to make everyone aware, we did it our last work session. We went into it a little bit more in depth. But we do have, we want everyone to be cautious of fraudulent impersonating of anything from the town. We have some phishing scams that have come through the county in different towns, and no one is immune to that. So if you get something, an email from the town, and you're working with the town, please call to make sure. Our building department does not take electronic payment, and so that would not be an area that they would. But you can always call and check. Make sure before you do that. So contact our town directly at 727-3200, just to confirm with all of that. So at this time, if we have no more announcements, I'd like to ask our town clerk, Mr. Wooten, for our correspondence. Yes, sir. On the correspondence, we received five letters, some dealing with downtown redevelopment, and some with the motocross. We received a letter from the town board, as well as letters concerning who can speak or should speak at a town board meeting, and water availability. All those letters are posted. If we're unsure of your residency, it's going to be circulated to the board, as well as to the file, but it will not be posted on the web, other than what it's in reference to. But if we're not sure of your residency, it's not going to be published. On the reports, we have a tax receiver total collection as of February 19, 2026, at $107,573,498.15. And as of February 25, a week later, $107,651,681.79. And that concludes our correspondence and our reports. Thank you, sir. At this time, we'd like to go into our first public hearing with Eric Howard. Today is March 3rd. The time right now is 2.10. The public hearing is scheduled for 2.10 p.m. to amend Chapter 189, No Parking at Certain Hours. All right. Thank you, Mr. Supervisor. This is a relatively straightforward code amendment proposal. It is going to prohibit parking on the north side of Northern Parkway. It's going to be a residential area from 8 a.m. to 6 p.m., Monday through Friday, from its intersection with Roanoke Avenue in an easterly direction for 500 feet. And the purpose of this is to address some traffic congestion complaints that we've gotten from residents in the area. Northern Parkway is typically a residential area, but being that it's on Roanoke Avenue, there are businesses that line both sides of Roanoke Avenue. So a couple of the businesses on the corner of Northern Parkway are going to be on Roanoke Avenue. And we're going to be looking at the traffic congestion complaints that we've gotten from residents in the area. So one of them is that one of the businesses on Northern Parkway and Roanoke are having street parking. And so we're looking to limit that and allow more space for residents to get on and off that road. So this time I'd like to ask if there's any comments from the public.

Just again, if you're coming up, we just want to make sure that you state your name and kind of, you know, your Hamlet.

Hi, my name is Jean Fellow. Can you pull the mic just down a little bit closer for us? There we go. Thank you very much. Jean Fellow, I live on Northern Parkway, actually right next to Advanced Dermatology. Thank you for, I'm going to read this. Okay. Thank you for proposing measures to address parking on Northern Parkway. However, these measures do not resolve the broader zoning, safety, and accessibility issues at 968 Roanoke. Therefore, we have concerns. The property is operating as a multi-provider medical office, yet there's no updated certificate of occupancy reflecting the scope of use. The property was transferred in 2019 to 968 Roanoke LLC, which is an affiliated entity within Advanced Dermatology corporate structure, which operates in more than 40 locations. This change in ownership raises questions about whether any prior grandfathered status continues. While the code may not use the phrase intensity of use, it is reflected in measurable standards such as parking requirements and certificate of occupancy limits. When those limits are exceeded, the code is implicated. Second issue is parking. Approximately 12 spaces are required, only about 8 are provided. Overflow onto Northern Parkway is the most predictable result. Signage and enforcement do not create the missing required parking. Third, is fire safety. With parking on both sides, the roadway narrows to 10 to 14 feet. The New York State Fire Code requires 20 feet of clear access. This condition recurs during business hours, Wednesday and Thursday being the worst. Fourth is the ADA compliance. In 1993, the county approved a site plan that included an accessible ramp. Records show that the ramp was never built, yet occupancy continued. These issues are interconnected. Intensified use drives parking overflow, overflow creates fire hazards, and accessibility remains unresolved. I respectfully request a formal zoning determination and coordinated review of zoning, parking, fire safety, and ADA compliance for this property. I have these forms here, these sort of evidence here. Give them to our town clerk if you want.

Thank you, Gene. Thank you. Can I just ask you one question? This no parking does it, is it at least a step that helps in the right direction? Is it something that you support? So if you're saying we're not going far enough, but this may be the first step, is it something in which you support? Well, I don't think it would actually decrease the number of cars that are out there. It'll just push them down the block. You know? I mean, within 500 feet of Roanoke, there'll be you know. That's what I think will happen. Okay. Thank you. Adele Wallach, Riverhead. In answer to your question, it doesn't help. Because the issue is, if the cars are still parked on one side of the road to the corner of Roanoke on Northern Parkway, anybody turning into the street is in danger of a head-on collision with somebody coming down Northern Parkway. It's not a wide enough street for parking to the corner. If people fly around the block like they're at Indianapolis Raceway, nobody has regard for any speed limits. It doesn't mean anything. So, if somebody's parked on the corner, it's not going to help anything. Even if it's only on one side of the street. And the problem also is that people don't live there who go to the doctor. They have no respect for the private property that they're now encroaching on, which is my front lawn half the time. They just drive onto the lawn while they're trying to park the car. And leave it there. So that my lawn is completely cut up every summer because of where they park. They don't care. They don't live there. But, being on one side, if you go there, you would see on one of their wonderful days of way too many patients, the parking is all the way into the road. And what also happens too is parents with their kids in the car, take the kids out on the street side of the car, so you have people getting their kids out of car seats into the middle of the road while there's all this chaos going on. I mean, I've seen it more times where I'm like, oh shit, that kid's going to get killed because somebody's flying down the block off of Roanoke. Don't know the car has got the door open, and now the mother's there trying to get the kid out of the car, and there's some moron flying down Northern Parkway. Happens every day. And then with the snow, they were even more into the road. Didn't care. And one of them turned out to be a staff person. Like, hello, you can't see that your car is halfway out into the middle of the road and you couldn't park there because there was a snow bank? I mean, this is what we're dealing with. It's just no regard for anybody on the street at all. And it is a residential block beyond those two offices. And the dentist has gone to the extreme limit of putting cameras and signs to say, if you park in our parking lot, you will be towed. So, because everybody was trying to park still in there, which they used to be able to do prior to this guy taking over. So, that little bit of 500 on one side really doesn't change anything. It won't. It will, like she says, just push them further down the block. They'll be all the way down the block instead. They're not going to care. So, thank you. Thank you. Anyone online? Anyone online?

Any questions or comments? I believe that...oh, sorry. Yes, ma'am. Sorry. My name is Carol Denys. I live on Northern Parkway on the same side as the dermatologist. By the way, I don't know if you realize, there's a dentist's office right across the street from the dermatologist. I think maybe Jeannie mentioned that. When they're both operating, you have cars on both sides of the street, parking lots and parking lots on both sides of the street. And you can see that the parking lot is on the other side of the street. And the parking lots are full. Very dangerous. But what I'm here to talk about is a compliance of the dermatology office. In August, I use them for dermatology, whatever that word is, reasons. It's about the parking, right? I have trouble getting in and out of the stairs. If you know the building, you go up the stairs. They finally put railings. You step up into a foyer. It's an old house. Then another big step up. So I'm going to ask you, could you come back during our open comment? Because this is just about the parking regulation and I understand that that's a concern of you. Oh, all right. That has to be dealt with, too. From the parking, I'm going to be affected, too, because I am down the road and I'm sorry I got off. No, that's okay. So during our open session, if there's no other comments about the parking legislation, then we are going to close this public hearing. We'll leave it open for 10 days for written comment, which will be the 13th of March. And we will move on to our resolutions. We will ask if there's anyone that has any comments from the public or online about resolutions today. I'll give you a couple seconds. If not, that is fantastic on different levels. And so, Mr. Wooten, if you would take it away with our resolutions, that would be fantastic. All right, we're going to start with resolution number one, which is 195. Give us one second. Second. for public comments remember utter this public comments time period we do have a three minute timer on and we do ask that you respect those around you and those online is the same I will give you the kind of a heads up and then I will ask you to either get back in line or do it and remember also if we're listening we're listening to understand not necessarily listening to respond right away so if you'd like to come up please say your name and what Hamlet you're from and you may go that's a wall Riverhead yeah you go hey a dough wall at Riverhead just to be directed also for the dermatology office the other issue is and it's a major issue is the eight lack of 88 compliance completely it's a medical office and it has absolutely no accessibility none whatsoever it's an old house that was converted into a hospital and it's a medical office and it has absolutely no accessibility none whatsoever it's an old house that was converted into a doctor's office and there's as Carol was saying a huge step to get up to get in I see people with Walker's Canes with mobility issues trying to get in and out of that building and it's a disaster waiting to happen on their end I don't even understand it's a lawsuit waiting to happen and then once you're in the building there's they're using both floors of the building for medical space now which means you're walking up and down a long narrow flight of stairs to get up to the second floor where they're also so we didn't have examining rooms. God forbid there was an issue, there is no way in an emergency to get out of that second floor. Now, if we haven't learned anything from the fire on 2nd Street, maybe that's a good example of what happens when you have no egress on the second floor of a building. It's a disaster waiting to happen. And since they're out of compliance with how many people they have in the building at one time, it even makes it a more serious condition. It's not good. It really isn't. So the parking is one major issue because it affects all of us in the neighborhood, but as a medical practice, practicing, it's unconscionable on their part as well. And there is, on the record, Jeannie has it in those papers, that there has been acknowledged that the ramp was never put in. So they have not followed up with any of the ADA laws at all. Nothing. So I think that that's really important to be looked into for the safety of people going in and out of there, especially patients that they have and people in the community. And with that parking situation, God forbid you need a fire truck or an ambulance to get down that block, that's not happening. She can't get down the block with her truck when they're parked on both sides of the street. And my neighbor can't get down the block. That's how narrow the street becomes. A pickup truck can't fit down the middle of the road, let alone an ambulance or a fire truck or anything else that might have to get down. So it's a whole lot of different issues. But anyway, thank you. Thank you for your comments. Thank you so much. Any other comments? Open comments? Go ahead. Yep, one online. While we're waiting for the online ones to come up, just want to remember to remind you again about the phishing scams. Again, if you get something from Town Hall that looks suspicious, check the email address and call Town Hall to confirm. You can throw them up there. Anytime you're ready.

Mr. Herrera, can you hear us? Yes, good afternoon. After the collapse and evacuation of the town's hockey rink, I served a Freedom of Information Act request asking for information regarding the repairs. I have yet to receive those. In light of the collapse of another dome recently, I wonder whether or not, which would be incorporated in my request, there was any specific report as to the condition of the hockey rink and necessary repairs. And Mr. Roth, since you're the liaison to the hockey rink and fond of the sport, perhaps you can let me know whether, in fact, that is the case. I know I won't step on the supervisor's toes. I know they work directly with you, the supervisor, but they did hire an outside consultant that had to come on site, evaluate it. They cleared all necessary snow, and it wasn't a collapse. It was a partial, you know, you know, indentation on the upper portion of the bubble, and everything was restored and is operating in its full capacity at this point. But there was the building department fire marshal all requested an outside engineer to come in and review it and deem the site safe, in which they did, and they covered their own costs for doing that as well. But I know they were speaking directly with you, supervisor, if you want to add to anything. Our engineering department as well was out there. Our fire marshal did a fantastic job getting there, placarding it for the reason that it was a complete failure. I think it was a great job. I think it was a great job. I think it was a great job. I think it was a great job. I think it was a great job. I think it was a great job. I think it was a great job. But for the reason of making sure the public safety was first and foremost, they did require an outside engineering that dealt with that specifically to come in and to give them the all clear. What had happened was when the first generator, when the power source goes out, we are alerted through, you know, our fire system. And our fire marshal was allowed to, or was notified. It happened during the blizzard as well, as far as the power just having a quick outage. And the second generator comes on, the collapse did not happen during the blizzard so the ice rink has taken the precautions to to you know help to make sure that doesn't happen again in that setting and then so that was kind of what our fire marshal asked they did everything they were asked to do at the ice skating rink so we our fire marshal our engineer everyone worked with them just like we would any other business to make sure that they they follow but also to get them back up to speed when possible so hopefully that helps you so is there actually a report is there actually a report or written recommendations regarding the condition of the hockey rink and um can you could you pull your camera down just a little bit more for me i'm just having trouble hearing you and that would be helpful for me to be able to to read your lips as well so sorry can you hear me now yeah that's better way better thank you okay so my question is is there a specific report or recommendations in written form from the outside engineer that you said was retained and also is there a final certificate of occupancy pertaining to the hockey rink so um we are over time and i think you if you send that email in um the report came back to our fire marshal yes they did give a report for that and so you know as far as the final co for that um i believe that is still a work in progress at that at that site so i appreciate your respect i do appreciate your time i foiled that but we are we are over you asked me you asked me you asked me to submit a request to you what i said if you were listening earlier i was sir is i've submitted a freedom of information request and it's not and have not received that yet so rather than duplicate my prior request the freedom of information act request okay i ask that you respond to it with due haste i appreciate you uh putting your sense of urgency through the zoom call and i'm sure all foil requests are being dealt with uh in a time as timely as as possible so thank you so so much for your concern for that and you're careful not not as timely as the effort to get a final c of o which efforts have continued for years thank you so much i'm looking forward to the reports i appreciate yeah if you'd like to call back in if we have any more you can circle back through i appreciate it right now mr harry thank you thank you i'll circle back now yeah is there anyone else uh we're just gonna have to put you on hold so thank you for being on there and we'll get right back to you then we have one more so don't forget while we're waiting on this zoom i love to use these opportunities you can check out our rec area our senior center which did an amazing job they all do uh i don't know if you know when the george young center lost heat our rec immediately pivoted and they did stuff online they made sure it was a district so the kids didn't miss their camp what an honor to be here i'll be running kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids kids you again for the moment I could speak. I want to also thank the Chief of Police, Chief Frost, for responding to an email that I sent to the town board regarding the concerns that we have around particular types of ICE activity that disrupt public safety. So my name is Minerva Perez. I'm the Executive Director of OLA of Eastern Long Island. Could you also say what town you live in? Sure. Sure. I live in the town of Southampton. However, the organization that I run serves the entire East End, and we spend a lot of time doing some amazing work in Riverhead. So that's kind of the capacity that I'm here as well. So ICE to date has probably had more random raids in Riverhead than any other town or village, which again is part of the reason for the law that we have proposed. It is a law that we are looking for dialogue on. We have called a meeting that we call about three weeks ago. We have called a meeting that we have called about three weeks ago. We have called a meeting that we have called about three weeks ago. I know Riverhead wasn't able to attend. I'm looking forward to having a meaningful dialogue with the town of Riverhead. I have the email from the Chief, and I appreciate that. I also appreciate that he was able to investigate. One of the claims that came to us was that ICE spoke to two fifth graders. So he has told me that he has investigated that. I will trust that investigation. We will get word out publicly, and I'm doing that also on the record here. The fact is, is that ICE was all around that school. That is a fact. I have gathered more and more information on that. We want to make sure that the actions of these random raids are not stopping children from going to school. They're not stopping people in the event there's a raid that's happening by the hospital or by one of the many schools that you all have. We need to have a plan of action. I would like to work with you on that. We've already met with every other town and village leadership, along with their lawyers. And we have a third of the school that is going to be going to school. So we have a plan of action. We have a plan of action. We have a plan of action. We have a plan of action. We have a plan of action. We have a plan of action. We have a plan of action. We have a plan of action. We have a plan of action. is incorporating lots of information and a suggestion from lawyers who also have represented law enforcement. So we've got something very strong that we think you should be looking at, and I look forward to hearing back from this town board on how we could have a proper dialogue on this. So that's my request to you all. Thank you for your comments. Appreciate it. Do we have anyone else online or in our room that would like to share? You just follow what we normally do. You just come up to the podium, and you can even stand in line over there so we know that you're next in the queue if you'd like to stand behind her along the wall. Hi there. My name is Shannon Stinson from Aqabag. I just wanted to piggyback off of what Ms. Perez said and that I'm here as a parent, as a taxpayer, as a neighbor, and that, you know, representing other parents in our community that we are also deeply concerned about ICE activity near our schools. And that's it. Just a comment.

I'm sorry. I'm just... Sorry. We just don't do crosstalk in this. So if you don't understand, our police chief did send out... She made reference to it, so I would like to clear that up. Our police chief went to great lengths. They did interview the parents of the children as well as one of the children. They were also able to track down the video of the encounter that was in question that was said to have contained that, and they were able to locate the operator of that SUV. That male operator was a member of the general public, and he was able to locate the SUV. So I'm going to share that with you. Unlike other kids, kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids from other kids with that individual that they were not connected to an ICE officer. They were not affiliated with any branch of law enforcement. And so this was a person that was acting on their own accord outside of that setting. And quite honestly, I'm really thankful that our local law enforcement was able to track that down to make sure that that was because they take any and every opportunity to make sure that we're all safe all the time and also around our school districts, our schools, they do that, and they take those inherently to heart. They care about those children. They care about you. They care about the citizens, and they make every effort. So they went to great lengths to make sure that what was the truth in there and what was not. And what was posted last week, and unfortunately I need to say that, was not accurate information. That was an ICE officer. That was an ICE officer approaching children. It was inaccurate information, and it has been clarified by our police, which again did great work. So that is something that is constantly the focus of our children. And you, not just senior citizens, children, no matter who you are, if you are in the zip code of 11901, our PD and our code enforcement, everyone that's involved with our EMS, they care about you, and they're working around the clock. Thank you. They're working around the clock. They're thinking about you. Even when they're off duty, they care about you. So I just wanted to make that statement, so. And I'm thankful for them. Any other just open comments that we have during this time period? So you just have to do what we normally do. Just come over to that microphone and do that. So.

Dawn Zabrowski, 2490 River Road. Thank you. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Good afternoon. Forgive me for pointing out that a blizzard involves no bullets, no missiles, no explosions. A blizzard is wind and frozen crystalline water. Superintendent Seleski seemed sympathetic in the article to resident objections to having their driveways blocked by passing snowplows, but offered no solutions. While I object strenuously to being abused by the highway department and paying dearly for the privilege, I have no issue whatsoever with snow overflow blocking my driveway. It's a blizzard after all. I suggest that when shoveling, blowing, or plowing snow at the end of your driveway, deposit your snow in the opposite path of the next snowplow pass. You're welcome to use that one, Superintendent Seleski. Oliver Wendell Holmes once said, taxes are the price we pay for civilization. Hopefully, your tolerance for poetry is as high as your well-established tolerance for obscenity. Poetry may not be the sole remedy for the disturbance, distress, and destabilization you have inflicted on me, but it can't hurt. From William Butler Yeats, The Second Coming, Mr. Gilpin. The Second Coming. Turning and turning in the widening gira, the falcon cannot hear the falconer. Things fall apart. The center cannot hold. Mere anarchy is loosed upon the world. The blood-dimmed tide is loosed. And everywhere, the ceremony of innocence is drowned. The best lack all conviction, while the worst are full of passionate intensity. Surely, some revelation is at hand. Surely, the Second Coming is at hand. The Second Coming, hardly are those words out. When a vast image out of Spiritus Mundi troubles my sight. Somewhere in the sands of the desert, a shape with lion body and the head of a man, a gaze blank and pitiless as the sun is moving its slow thighs, while all about it, real shadows of the indignant desert birds. The darkness drops again, but now I know that 20 centuries, I'm not going to be able to see it. Unlike me, I'll never see it again. Unlike me, I'll never see it again. Unlike me, I'll never see it again. Unlike me, I'll never see it again. Unlike me, I'll never see it again. Unlike me, I'll never see it again. Unlike me, I'll never see it again. Unlike me, I'll never see it again. Unlike me, I'll never see it again. Unlike me, I'll never see it again. and even support for the OLA public safety resolution. Even a dialogue about this would benefit everyone, and let's work together. It's always great to work together. Vivimos juntos. Trabajemos juntos. Thank you, Rosario. Thank you. Gracias. Thank you. Carrie Flanagan, Riverhead, New York. Did you say Carrie? Carrie Flanagan, Riverhead, New York. Also speaking in support of what Minerva Perez has presented. I just wanted to let you know there are clear and present dangers to the residents of Riverhead. The morning of Wednesday, February 18, 2026, between 7 a.m. and 8 a.m., as a volunteer with the Rapid Response Team, an alert went out that ICE, which is the most important and most important and most important and most important and most important and most important in the state of the state, was in Riverhead on Arrowhead Avenue, a residential neighborhood. I went to the location to document in case someone was taken and eventually saw and followed two ICE vehicles for about 15 minutes and watched them from a safe distance as they were speeding through numerous streets in Riverhead, including Middle Road, Route 58, Osborne Avenue, and Main Street. I saw them go through two red lights and stop at random places, including parking for several minutes across from the entrance to Sunken Park, and the ! They clearly weren't looking for a targeted person. After they proceeded through the second red light, where I stopped because it's the law, I lost sight of them. I was about to return home when I saw them again on Main Street, where they then made their way to the New York State Troopers' Headquarters, where they entered the rear parking lot and remained. All during the time I was following them, I obeyed the traffic signals and the posted speed limits. The ICE vehicles did not in the town of Riverhead. I was in the parking lot, and I was in the parking lot, and I was running from the kids running around me. of the vehicle immediately in front of me one of the two vehicles i saw that morning was seen later that morning at the family court building on the other side of the river where a young man was taken by ice agents as others filmed the incident osman canalis took a video of the license plate of one of the ice vehicles at the family court which was the same vehicle that had been in front of me earlier that morning and those plates were two different plates on the same vehicle the front plate and the back plate were two different license plates i imagine riverhead pd would normally pull over any vehicle that had two different license plates on the vehicle in riverhead so i please ask you to consider this local law that minerva is presenting and to consider the safety of the residents thank you thank you for your comments

good afternoon um david amaya official avenue um distinguished town board i really respect you all i think you're very uh professional well qualified for the seat that you are in and um it's very uh it's very powerful the message that you all have in the town website um i i find very very powerful when you say that you know you are are here to serve the town where you said that you are you love diversity when you said that you're child of god a person that work with children abused a person that work hand to hand with latinos workers in our foreign fields a person that have run businesses successfully for years but most important person who was selected to serve all the people i don't think you should ignore what is happening with the ice operation or the way the ice is operating in this town i think that's something that we really cannot ignore it's not about defending any criminals it's uh it's about protecting the good people our children it's about humanity it's about empathy it's about duties that we have all of us right as a community you know well that there is something that can be done you know you know you know that there are some rights you know well you were very well qualified for that so you know that there is something that has to be done for the more more vulnerable people that we have in our community remember leadership is earned mainly by serving others and a leader who doesn't serve doesn't deserve we counting on you we counting on you to take action on this thank you

thank you sir for your comments we have one one online

and don't forget to check out our recreation and recreation and our senior center

thank you again i i am particularly troubled by the admission by the supervisor that after years the um hockey rink does not have a final certificate of occupancy i look forward to getting the information regarding repairs again could you just tilt your camera just a little bit just i'm having a little trouble hearing you could you just tilt that for me just a touch down that way would be great yeah put your whole face on there yeah i believe actually yeah that would be helpful if you could just helpful if possible thanks thank you so much i really appreciate that there you go look at that face thank you sir thanks ron so um i as i said i'm troubled by the lack of a final certificate of occupancy particularly since it addresses the safety of the citizens in our town and it's been some time i will look forward to that and i will look forward to that as well i'm looking forward to getting the um the uh foil responded to regarding the repairs but i'd like to move on to uh another point um and i'd like to congratulate councilman rothwell uh for his purchase of property in the james port area i wish you very well and i'm sure you'll do a wonderful job however at the same time i think it is uh important uh that you recuse yourself from participation in any matters uh which might affect that property such as agritourism transfer of development rights as it might impact on your own property and i would say that that has the potential to create a a conflict of interest and be at the very least an appearance of propriety of impropriety so thank you so for those reasons i would say uh you need to refrain from participating in uh lobbying or drafting legislation either individually or with members of the town staff and i would urge the board and the town attorney to get a formal opinion as to what is appropriate for the councilman to work on or not to do so and i would say that's the point that i would like to make and i would also like to me to weigh in on the other members of the council members and i'll be willing to weigh in on their concerns and i'll be willing to weigh in on their concerns and i'll be willing to weigh in on their concerns and i'll be willing to WITH THAT PROJECT. NEW SPEAKER RON, I'LL JUST LET YOU KNOW THE PROPERTY THAT I DID PURCHASE IS 108 ACRES. IT IS AN EQUESTIAN FARM. THE DEVELOPMENT RIGHTS ARE ALREADY SOLD ON IT. SO IT WILL ALWAYS REMAIN AN EQUESTIAN FARM. IT'S PRESERVED LAND. AND SO THERE WILL BE NO DEVELOPMENT OUTSIDE OF THAT OTHER THAN EQUESTIAN FARMING ON THE PROPERTY. BUT THANK YOU. NEW SPEAKER RON, THANKS FOR CLEARING THAT UP, COUNCILMAN. THERE'S NO PERMISSIBLE DEVELOPMENT ON IT OUTSIDE OF FARMING. IT'S MONITORED AND CONTROLLED BY THE SUFFOLK COUNTY FARMLAND PRESERVATION COMMITTEE. SO WE'RE WELL PROTECTED. AND WE INTEND TO KEEP THAT FOR GENERATIONS TO COME. THANK YOU. NEW SPEAKER RON, AGAIN, I WISH YOU WELL. I WISH YOU WELL. BUT IN THE EXERCISE OF PRUDENCE, YOU KNOW, PARTICULARLY WHERE SOME OF THE ANALYSIS IS POTENTIALLY TRANSFERRING DEVELOPMENT RIGHTS TO GENERATE GREATER LEVERAGE. IT MAY RAISE AN ISSUE. I KNOW YOU'LL BE VIGILANT ABOUT AVOIDING THE APPEARANCE OF IMPROPRIETY. AND, AGAIN, GOOD LUCK, SIR. NEW SPEAKER RON, THE DEVELOPMENT RIGHTS WERE ALREADY SOLD BY THE PRIOR OWNER. SO THERE ARE NO DEVELOPMENT RIGHTS THAT EXIST ON THE PROPERTY IN WHICH I PURCHASED, JUST FOR THE RECORD. NEW SPEAKER RON, WELL, THANK YOU SO MUCH FOR YOUR CALL. AND I THINK THAT ENDS THE TIME THAT YOU HAVE TODAY JUST FOR THIS ONE. DO WE HAVE ANYONE ELSE ONLINE RIGHT NOW? OKAY. AND NO ONE ELSE IN THE ROOM. I WANT TO THANK EVERYBODY. NEW SPEAKER RON, THANK YOU. AND I WANT TO THANK EVERYONE, EACH AND EVERY ONE OF YOU FOR YOUR COMMENTS AND CONCERNS AND YOUR CARE FOR OUR TOWN. WHAT AN AMAZING TOWN THAT WE GET THE OPPORTUNITY TO COME AND SHARE AT THESE MOMENTS AND SPEAK OUR MINDS AND THANK YOU, EVERYONE, FOR LISTENING AND BEING SO GREAT. SO WITH THAT, I'D LIKE TO ASK IF WE CAN HAVE A MOTION TO CLOSE OUR MEETING. NEW SPEAKER RON RON. I NEED A SECOND. NEW SPEAKER RON RON. VOTE, PLEASE. ALL IN FAVOR. I'M SORRY. NEW SPEAKER RON RON. AYE. NEW SPEAKER RON RON. AND THAT'S IT. THANKS, FOLKS. SEE YOU NEXT TIME.

NEW SPEAKER RON RON.
